中國(guó)共產(chǎn)黨第十九次全國(guó)代表大會(huì)主席團(tuán)17日下午在人民大會(huì)堂舉行第一次會(huì)議。會(huì)議通過了中國(guó)共產(chǎn)黨第十九次全國(guó)代表大會(huì)代表資格審查委員會(huì)關(guān)于代表資格的審查報(bào)告。

According to the examination report, 2,287 delegates were elected from electoral units across the country and the list had been published with the approval of the CPC Central Committee. After examination, qualifications of 2,280 were confirmed valid, putting the actual number of delegates attending the congress at 2,280.
報(bào)告說，全國(guó)各選舉單位選舉產(chǎn)生并經(jīng)中央批準(zhǔn)公布代表共2287名。經(jīng)審查，確認(rèn)2280名代表資格有效。大會(huì)應(yīng)出席代表2280名。

報(bào)告說，十九大代表總體上符合中央規(guī)定的條件，具有較高的思想政治素質(zhì)（high ideological and political quality）、良好的作風(fēng)品行（good style in conduct）和較強(qiáng)的議事能力（strong capability in discussing political affairs），在各自崗位上做出了顯著成績(jī)（good professional performance），是共產(chǎn)黨員中的優(yōu)秀分子（outstanding Party members）。十九大代表各項(xiàng)結(jié)構(gòu)比例均符合中央要求，具有廣泛的代表性（the delegates are highly representative）。

報(bào)告說，在代表選舉產(chǎn)生過程中，全國(guó)基層黨組織參與基本實(shí)現(xiàn)了全覆蓋，黨員參與率達(dá)到99.2%。各選舉單位召開黨委全體會(huì)議或黨委（黨組）擴(kuò)大會(huì)議，以投票方式確定代表候選人預(yù)備人選（preliminary nominees）。除西藏、新疆經(jīng)中央批準(zhǔn)實(shí)行等額選舉外，各選舉單位召開黨代表大會(huì)或黨代表會(huì)議差額選舉（competitive election）出席黨的十九大代表，差額比例均多于15%（more than 15 percent of the preliminary nominees had been eliminated in each electoral unit during the process），符合中央要求。

知識(shí)點(diǎn)：

Competitive election就是“差額選舉”，即候選人名額多于應(yīng)選代表名額的選舉；與其相對(duì)的是single-candidate election（等額選舉），也可以用non-competitive election表示。Secret ballot指“不記名投票”，也可以用anonymous ballot表示；disclosed ballot則是“記名投票”。

中央委員會(huì)候補(bǔ)委員（alternate members of the CPC Central Committee）和中央委員會(huì)委員（members of the CPC Central Committee）的任期同樣是五年。當(dāng)中央委員會(huì)委員出缺時(shí)，由中央委員會(huì)候補(bǔ)委員按照得票多少依次遞補(bǔ)（fill the vacancy）。

報(bào)告說，參照十八大時(shí)的做法，中央確定了74名特邀代表（74 specially invited delegates）出席黨的十九大，特邀代表享有代表同等權(quán)利（they would enjoy equal rights as elected delegates）。

中央決定，邀請(qǐng)黨內(nèi)有關(guān)負(fù)責(zé)同志和部分黨外人士列席大會(huì)（non-voting participants）。列席大會(huì)的有：不是十九大代表的十八屆中央委員會(huì)委員、候補(bǔ)委員（non-delegate members and alternate members of the 18th CPC Central Committee）和中央紀(jì)律檢查委員會(huì)委員（non-delegate members of the Central Commission for Discipline Inspection），不是十九大代表、特邀代表的原中央顧問委員會(huì)委員（non-delegates nor specially invited delegates but former members of the Central Advisory Commission），以及其他有關(guān)同志，共405人。
