duck”（字面意：跛腳鴨；比喻義：失去影響力的窘境），即任期將滿不能重新當(dāng)選的官員。

“Lame duck”在此是政治術(shù)語(yǔ)，指“任期將滿而又不能重新當(dāng)選的官員，尤指第二任期行將結(jié)束的總統(tǒng)”。
美國(guó)總統(tǒng)任期是四年，可競(jìng)選連任一次。如果一位總統(tǒng)干到第六年，那么明擺著他是快要離開(kāi)白宮了，這時(shí)手下的官員可能不再那么買(mǎi)他的帳。對(duì)于布什而言，中期選舉慘敗，參眾兩院已不在他的控制之下，此時(shí)的他，的的確確成了一名處境窘迫的“l(fā)ame
duck”。
