十八大以來(lái)，黨中央大力推進(jìn)外交理論實(shí)踐創(chuàng)新，繼去年提出中國(guó)夢(mèng)、堅(jiān)持貫徹正確義利觀、構(gòu)建中美新型大國(guó)關(guān)系和親誠(chéng)惠容周邊外交理念之后，今年又相繼推出新的理念。

 

1．命運(yùn)共同體（community of common destiny）

In a keynote speech at the opening of the Boao Forum on April 7, 2013, Chinese President Xi Jinping urged to foster a sense of community of common destiny. 2013年4月7日，中國(guó)主席習(xí)近平在博鰲論壇開(kāi)幕式發(fā)表主旨演講，要求樹(shù)立命運(yùn)共同體意識(shí)。

習(xí)近平指出共同發(fā)展是持續(xù)發(fā)展的重要基礎(chǔ)（Common development is the very foundation of sustainable development），應(yīng)該牢固樹(shù)立命運(yùn)共同體意識(shí)，順應(yīng)時(shí)代潮流，把握正確方向，堅(jiān)持同舟共濟(jì)，推動(dòng)亞洲和世界發(fā)展不斷邁上新臺(tái)階。

2．一帶一路（One Belt and One Road）

On Sept. 7, 2013, Xi delivered a speech at Nazarbayev University in Kazakhstan, suggesting that China and Central Asia join hands to build a Silk Road economic belt to boost cooperation. On Oct. 3, 2013, Xi said in a speech at the Indonesian Parliament that China and the Association of Southeast Asian Nations (ASEAN) will promote maritime cooperation and build a 21st-century maritime Silk Road.

2013年9月7日，習(xí)近平主席在哈薩克斯坦納扎爾巴耶夫大學(xué)發(fā)表演講，提出了中國(guó)、中亞共同建設(shè)“絲綢之路經(jīng)濟(jì)帶”以促進(jìn)合作。2013年10月3日，習(xí)近平在印度尼西亞國(guó)會(huì)發(fā)表重要演講時(shí)明確提出將促進(jìn)海事合作，建設(shè)“21世紀(jì)海上絲綢之路”。

“一帶一路”是習(xí)近平擔(dān)任中國(guó)最高領(lǐng)導(dǎo)人之后提出的重要國(guó)際性合作倡議（international cooperation initiative）之一?！耙粠б宦贰表槕?yīng)了全球化趨勢(shì)和各國(guó)抱團(tuán)取暖、共同合作的愿望，有著良好的發(fā)展前景。

3．中國(guó)核安全觀（China's approach to nuclear security）

On March 24, 2014, Xi elaborated on China's approach to nuclear security at the third Nuclear Security Summit in The Hague, urging global cooperation for nuclear security and development.

2014年3月24日， 習(xí)近平在荷蘭海牙第三屆核安全峰會(huì)上詳細(xì)闡述了中國(guó)的核安全觀，呼吁國(guó)際社會(huì)攜手合作，實(shí)現(xiàn)核能持久安全和發(fā)展。

習(xí)近平指出，人類要利用核能，實(shí)現(xiàn)更大發(fā)展，必須應(yīng)對(duì)各種核安全挑戰(zhàn)（various nuclear security challenges），維護(hù)好核材料和核設(shè)施安全（ensure the safety of nuclear materials and facilities），強(qiáng)調(diào)各國(guó)履行有關(guān)國(guó)際義務(wù)。

4．中國(guó)文明觀（China's concept of civilization）

On March 27, 2014, in a speech delivered at the headquarters of the UN Educational, Scientific and Cultural Organization, Xi called for global efforts to boost exchanges and mutual learning and achieve harmonious coexistence of different civilizations. 2014年3月27日，習(xí)近平在聯(lián)合國(guó)教科文組織總部的演講中呼吁全球加強(qiáng)交流、相互借鑒、實(shí)現(xiàn)不同文明和諧共存。

習(xí)近平主張文明是多彩的（diversified）、平等的（equal）和包容的（inclusive）。強(qiáng)調(diào)應(yīng)該推動(dòng)不同文明相互尊重、和諧共處，讓文明交流互鑒成為增進(jìn)各國(guó)人民友誼的橋梁、推動(dòng)人類社會(huì)進(jìn)步的動(dòng)力（a driving force behind human progress）、維護(hù)世界和平的紐帶（a strong bond for world peace）。

5．亞洲新安全觀（new Asian security concept）

On May 21, 2014, Xi delivered a keynote speech at the fourth summit of the Conference on Interaction and Confidence-Building Measures in Asia, calling for a common, comprehensive, cooperative and sustainable security strategy for Asia. 2914年5月21日，習(xí)近平在亞洲相互協(xié)作與信任措施會(huì)議第四次峰會(huì)上發(fā)表主旨演講，積極倡導(dǎo)共同、綜合、合作、可持續(xù)的亞洲安全觀。

習(xí)近平指出，要建立亞洲新安全觀（new Asian security concept）就應(yīng)該聚焦發(fā)展主題（focus on development），積極改善民生（actively improve people's lives），縮小貧富差距（ narrow down the wealth gap），不斷夯實(shí)安全的根基（cement the foundation of security）。要推動(dòng)共同發(fā)展和區(qū)域一體化進(jìn)程（advance the process of common development and regional integration），努力形成區(qū)域經(jīng)濟(jì)合作和安全合作良性互動(dòng)、齊頭并進(jìn)的大好局面（foster sound interactions and synchronized progress of regional economic cooperation and security cooperation）。

6．亞太夢(mèng)（Asia-Pacific dream）

On Nov. 9, 2014, at the Asia-Pacific Economic Cooperation CEO Summit, Xi called for efforts to create and fulfill an Asia-Pacific dream.

2014年11月9日，在亞太經(jīng)合組織工商領(lǐng)導(dǎo)人峰會(huì)上，習(xí)近平呼吁努力構(gòu)建、實(shí)現(xiàn)“亞太夢(mèng)”。

習(xí)近平指出亞太夢(mèng)（Asia-Pacific dream），就是堅(jiān)持亞太大家庭精神和命運(yùn)共同體意識(shí)，順應(yīng)和平、發(fā)展、合作、共贏的時(shí)代潮流，共同致力于亞太繁榮進(jìn)步。

The dream is about acting in the spirit of the Asia-Pacific community and out of a sense of shared destiny, following the trend of peace, development and mutually beneficial cooperation, and jointly working for prosperity and progress of the region.

亞太夢(mèng)就是繼續(xù)引領(lǐng)世界發(fā)展大勢(shì)，為人類福祉作出更大貢獻(xiàn)；就是讓經(jīng)濟(jì)更有活力，貿(mào)易更加自由，投資更加便利，道路更加通暢，人與人交往更加密切。

The dream is also about staying ahead of global development and making greater contribution to the well-being of mankind, as well as having more economic vitality, free trade and investment facilitation, better roads, and more people-to-people exchanges.

亞太夢(mèng)就是讓人民過(guò)上更加安寧富足的生活，讓孩子們成長(zhǎng)得更好、工作得更好、生活得更好。

Moreover, the dream is about ensuring greater security and prosperity for the peoples and giving children a better environment to grow, work and live.
