3月8日(星期日)外交部部長王毅就“中國的外交政策和對(duì)外關(guān)系”相關(guān)問題回答中外記者提問。以下為此次記者會(huì)，王毅部長部分精彩語錄。

我們著眼于構(gòu)建以合作共贏為核心的新型國際關(guān)系，正在走出一條結(jié)伴而不結(jié)盟的對(duì)外交往新路。
    In 2014, we focused on building a new type of international relations featuring win-win cooperation, and we are taking a new path of external relations characterized by partnership rather than alliance.

到去年年底，我們已經(jīng)同70多個(gè)國家和諸多的地區(qū)組織建立了不同形式的伙伴關(guān)系，基本形成覆蓋全球的伙伴關(guān)系網(wǎng)絡(luò)。中國的“朋友圈”越來越大，我們的好朋友、好伙伴越來越多。
    By the end of last year, we have established different forms of partnerships with over 70 countries and a number of regional organizations, and basically established a global network of partnerships. So, one can say that China’s circle of friends and partners has widened, and will continue to expand.

海外民生工程只有進(jìn)行時(shí)，而沒有完成時(shí)?！爸袊_步”走到哪里，“中國保護(hù)”就會(huì)跟到哪里。
    The efforts to protect and assist overseas Chinese is always a work in progress, it’s never a mission accomplished. Wherever there is a Chinese footprint, consular service must step up and cover that place.

我們會(huì)繼續(xù)努力，進(jìn)一步提高中國護(hù)照的“含金量”，讓同胞們更直接地感受到作為中國人的尊嚴(yán)。
    We will continue to work hard to improve the value of Chinese passports, so that our compatriots can more directly feel the dignity of being a Chinese and will find it easier to travel abroad.

我們會(huì)為大家出國創(chuàng)造更便利的條件，大家可以隨時(shí)來一場“說走就走的旅行”，并且走得更順利、更安全、更舒心。
    We hope that more and more of our countrymen can go abroad at any time they wish, and that they can have smooth, safe and worry-free travels.

“一帶一路”的理念是共同發(fā)展，目標(biāo)是合作共贏。它不是中方一家的“獨(dú)奏曲”，而是各方共同參與的“交響樂”。
    The vision of this (One Belt One Road) initiative is common development, and the goal is win-win progress, full cooperation. If I may use a musical metaphor, it is not just China’s solo, but a symphony performed by all relevant countries.

中俄關(guān)系不受國際風(fēng)云的影響，也不針對(duì)任何第三方。由于中俄雙方已經(jīng)建立起牢固的戰(zhàn)略互信，兩國關(guān)系更趨成熟、穩(wěn)定。
    The China-Russia relationship is not dictated by international vicissitudes and does not target any third parties. Thanks to the strong strategic trust the two sides have established, our relationship is becoming more mature and stable.

70年來國際格局形勢也發(fā)生了很大變化，國際秩序自然也需要與時(shí)俱進(jìn)。我們主張對(duì)國際秩序和體系進(jìn)行改革，但這種改革并不是推倒重來，也非另起爐灶，而是創(chuàng)新完善。
    70 years have passed, the international situation and landscape has changed dramatically, and naturally the international order needs to be updated. China supports reforming the international order and system, but such reform is not about overturning the current system, or starting all over again, rather it is about seeking new ideas to improve it.

加害者越不忘加害于人的責(zé)任，受害者才越有可能平復(fù)曾經(jīng)受到的傷害。這句話既是人與人的交往之道，也是對(duì)待歷史問題的正確態(tài)度。
    The more the victimizer is conscious of his guilt, the easier the victimized can recover from the suffering. This is common sense in interpersonal relations and correct attitude towards history.

70年前，日本輸?shù)袅藨?zhàn)爭，70年后日本不應(yīng)再輸?shù)袅贾?。是繼續(xù)背著歷史包袱不放，還是與過去一刀兩斷，最終要由日本自己來選擇。
    70 years ago, Japan lost the war; 70 years afterwards, Japan must not lose its conscience. Will it continue to carry the baggage of history, or will it make a clean break with past aggression. Ultimately, the choice is Japan’s.

中國的周邊外交政策旨在奉行“親、誠、惠、容”的理念，實(shí)現(xiàn)睦鄰、安鄰、富鄰，這個(gè)政策沒有變，也不會(huì)變。
    China’s policy towards the neighborhood is guided by the principles of sincerity, amity, mutual benefit and inclusiveness. It aims to bring harmony, stability and prosperity to the neighborhood. This policy has not and will not change.
