One of the newest television dramas in China, In the Name of People debuted in China on March 28 on Hunan Satellite Television. The show portrays officials at various levels carrying out anti-corruption actions against high-ranking officials (“tigers”) as well as low-level ones (“flies”).
3月28日，中國新劇之一《人民的名義》在湖南衛(wèi)視播出。該劇描述了各級政府官員針對高層官員（“老虎”）和基層官員（“蒼蠅”）的反腐行動。

Adapted from a novel of the same name, In the Name of People tells its story through the fictional character of Hou Liangping, who is the Procuratorate’s anti-graft department director in the show, which focuses on the investigation of a string of corrupt officials who are involved in real-estate allotment in Jingzhou city of Handong province.
《人民的名義》根據(jù)同名小說改編，主人公是虛構(gòu)人物——最高人民檢察院反貪總局偵查處處長侯亮平，他正在調(diào)查卷入漢東省京州市地產(chǎn)分配案的貪官污吏。

Zhou Meisen, a renowned writer of political novels and dramas, was chosen to write the script.
著名政治小說家、劇作家周梅森為該劇撰寫劇本。

Zhou Meihen has some familiarity with officialdom. He was a deputy secretary-general in the city government of Xuzhou, Jiangsu province, in the mid-1990s. He said friends still in that world have helped him write about it.
周梅森對官場有一定的了解。上世紀(jì)90年代中期，他曾在江蘇省徐州市政府擔(dān)任副秘書長。他表示，還在官場的朋友對他創(chuàng)作這個劇本給予了幫助。

"As a writer, you should dare to delve into rarely touched sides (of anti-corruption campaigns). Otherwise, you lose the trust of your readers and audience," Zhou said.
周梅森說：“作為一名作家，應(yīng)該敢于鉆研平時很少觸及的領(lǐng)域（反腐敗運動）。不然，會失去讀者和觀眾的信任。”

According to Zhou, there are various reasons for the corruption of an official, weakness of character, lures in an official career, traps set by other people, etc. "But actually, the ultimate reason is the unchecked development of human greed, with the power being not supervised effectively," he says.
周梅森表示，一個官員腐敗的原因有很多種，比如性格弱點、仕途的誘惑、他人設(shè)置的陷阱等?！暗f白了，腐敗就是人性的貪念在權(quán)力缺乏有效監(jiān)督時發(fā)展到了極端?！?/p>

行賄受賄

劇中，京州市副市長丁義珍就是一個既行賄又受賄的主。他掌管光明峰項目，從投資商手里拿賄賂，再向國家部委專管項目審批的趙德漢行賄。

向某人行賄，可以用bribe的動詞形式，bribe sb to do sth；或名詞形式offer/pay/give bribes to sb。

Bribe是可數(shù)名詞，a bribe指一筆賄賂，bribes是多筆賄賂。

受賄可以用take/accept/receive bribes，或被動形式be bribed來表示。

廉潔
clean

除了貪官污吏，劇中也刻畫了一位為人清廉，為人為民的老干部陳巖石。

陳老把政府分的房子賣了，錢全部捐給社會，自己和老伴卻住進了養(yǎng)老院。

電視劇一開始就是一場驚心動魄的貪官潛逃的大戲。

狡猾的丁義珍受“高人”指點，展現(xiàn)了高超的反偵察能力，竟然在檢察院反貪局的眼皮底下溜走。

丁義珍的這種行為用英文表達就是abscond，指為躲避債務(wù)、罪責(zé)、法律制裁等而潛逃，為逍遙法外而逃亡，逃匿。

此外，flee、escape、run away都可以表示逃跑。

紅色通緝令
Interpol red notice

丁義珍乘飛機逃往美國后，警察廳祁廳長亡羊補牢，讓檢察院準(zhǔn)備丁義珍的犯罪資料，發(fā)紅色通緝令。

紅色通緝令，即紅色通報，相當(dāng)于國際逮捕令（international arrest warrant），由經(jīng)辦國國際刑警中心局和國際刑警組織共同簽發(fā)，是對所通緝的人員實施拘捕并進行引渡（extradition）的通報。

紅色通緝令的英文是Interpol red notice，簡稱red notice。Interpol即the International Criminal Police Organization，國際刑警組織。

中國官方在2015年4月22日公布了一份涉及100名外逃國家工作人員和重要腐敗案件涉案人的“紅色通緝令”。

Since China launched a campaign to hunt down fugitives implicated in duty-related crimes in October 2014, 164 suspects, including 27 listed in an Interpol red notice, have been repatriated or persuaded to return to China from 37 countries and regions.
自2014年10月開展職務(wù)犯罪國際追逃追贓專項行動以來，我國已從37個國家和地區(qū)遣返、勸返外逃職務(wù)犯罪嫌疑人164人，其中包括“百名紅通人員”中的27人。

片中，丁義珍逃往美國，讓領(lǐng)導(dǎo)們非常頭疼，因為中國和美國沒有簽引渡條約（the two countries have no extradition agreement）。

雙規(guī)

在討論如何處理丁義珍的會議上，幾位領(lǐng)導(dǎo)各懷心事，發(fā)生了分歧。

市委書記李達康和公安廳廳長祁同偉主張“規(guī)起來”。

檢察院反貪局局長陳海主張“拘起來”，最后高書記請示了省委書記后也決定“拘起來”。

“規(guī)起來”，就是雙規(guī)，即規(guī)定時間，規(guī)定地點，交代問題，這是黨內(nèi)對黨員是否違紀(jì)的調(diào)查。

用英語表達就是：subject someone to questioning at an appointed time and place

或者：someone is under investigation at appointed duration and place

“拘起來”，則是拘捕，走的是司法程序，說明這位官員已有違法證據(jù)，等待審判。

被拘捕就是being arrested and jailed
