6月27日至29日，李克強(qiáng)總理出席在大連舉行的第十一屆夏季達(dá)沃斯論壇開(kāi)幕式并發(fā)表特別致辭。作為達(dá)沃斯的“老朋友”，李克強(qiáng)總理這是連續(xù)第5年出席夏季達(dá)沃斯論壇。

在今年的論壇開(kāi)幕式致辭中，李克強(qiáng)總理指出，近年來(lái)，我們深入實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略，廣泛開(kāi)展大眾創(chuàng)業(yè)、萬(wàn)眾創(chuàng)新，來(lái)厚植社會(huì)創(chuàng)業(yè)創(chuàng)新的沃土，取得的成效超出預(yù)期。各類創(chuàng)新主體攜手合作，線上線下良性互動(dòng)，聚眾智、匯眾力，使創(chuàng)業(yè)創(chuàng)新的成本更低、速度更快、效率更高。

China has achieved better-than-expected results in its efforts to drive mass entrepreneurship and innovation. The number of market entities in China increased by a daily average of 40,000 in the past three years.

我們有能力，來(lái)守住不發(fā)生系統(tǒng)性風(fēng)險(xiǎn)的底線。我們有足夠的能力防范各類風(fēng)險(xiǎn)，確保經(jīng)濟(jì)運(yùn)行在合理區(qū)間。

通過(guò)平等協(xié)商、互諒互讓，尋求利益契合點(diǎn)和平衡點(diǎn)，尤其是在國(guó)際多邊規(guī)則下，應(yīng)一視同仁，不能將單邊規(guī)則強(qiáng)加于人，最終實(shí)現(xiàn)優(yōu)勢(shì)互補(bǔ)、雙贏多贏。
Based on the principal of equal consultation, mutual understanding and accommodation, as well as equal treatment without discrimination, countries must seek convergent interests and complement each other’s advantages to achieve win-win results.

Chinese economy optimistic

經(jīng)濟(jì)下行的壓力仍然較大，困難不可低估。我們正視困難、坦承困難，恰恰表明我們有決心克服困難，有能力戰(zhàn)勝困難，中國(guó)經(jīng)濟(jì)的希望將始終大于困難。
Downward pressure on the Chinese economy is still huge, and difficulty still exists. We faced and undertook difficult tasks, showing that we have the determination to overcome it. Chinese economy is more about hope than difficulty.

新動(dòng)能
New driving engines

面對(duì)持續(xù)較大的經(jīng)濟(jì)下行壓力，我們沒(méi)有搞“大水漫灌”式的強(qiáng)刺激，而是創(chuàng)新宏觀調(diào)控方式，大力推進(jìn)結(jié)構(gòu)性改革，著力培育新動(dòng)能，改造提升傳統(tǒng)動(dòng)能。
Against the downward pressure, we did not take strong stimulative measures. Instead, we adopted new macro-control measures, pushed forward structural reform, and tried to create new growth engines while upgrading the traditional ones.

假以時(shí)日，異軍突起的新動(dòng)能必將撐起未來(lái)中國(guó)經(jīng)濟(jì)的新天地。
As time goes by, new growth engines are emerging, which will surely support the future economy in China.

共享經(jīng)濟(jì)
Sharing economy

共享經(jīng)濟(jì)也是眾創(chuàng)經(jīng)濟(jì)，它可以讓人人參與、人人受益，有利于形成合理的收入分配格局，為每個(gè)人都提供平等競(jìng)爭(zhēng)的機(jī)會(huì)，壯大中等收入群體，也讓每個(gè)人都有發(fā)揮自己潛能的機(jī)會(huì)，去追求人生的價(jià)值，促進(jìn)社會(huì)公平正義。
The sharing economy means crowd innovation. Everyone can take part in it and benefit from it. It helps establish a reasonable pattern of income distribution, provide equal opportunities, expand the middle-income group, help each person realize the potential and promote social equity and justice.

中國(guó)是負(fù)責(zé)任的大國(guó)
China a responsible country

產(chǎn)能過(guò)剩是一個(gè)全球性的問(wèn)題，我們將主動(dòng)采取行動(dòng)去產(chǎn)能，這本身就表明中國(guó)是負(fù)責(zé)任的大國(guó)。
Overcapacity is a global issue, and we will take active measures to cut production capacity, which in turn shows China as a big responsible country.

攜手共進(jìn)
Joint efforts

在全球化的大背景下，各國(guó)都不可能離開(kāi)世界經(jīng)濟(jì)環(huán)境去談本國(guó)的發(fā)展，所以需要攜手共進(jìn)。
Amid globalization, it’s impossible for any country to talk about domestic development while disconnecting from the global economic environment. We should join our hands to go forward.

The government has taken effective measures to counter economic slowdown. Meanwhile, positive factors are increasing to support a stable economy.

Economic growth is resilient

當(dāng)然不可忽視的是中國(guó)還有7000多萬(wàn)貧困人口，但確實(shí)有相當(dāng)多的人已經(jīng)進(jìn)入中等收入群體，有著巨大且快速增長(zhǎng)的消費(fèi)需求。中國(guó)不是世界經(jīng)濟(jì)風(fēng)險(xiǎn)之源，而是世界經(jīng)濟(jì)增長(zhǎng)的動(dòng)力源之一。
Although more than 70 million people are still living in poverty in China, the nation already has a large middle-income group with increasing consumption capacity. China is not a source of risk but a powerhouse for global economic growth.

推動(dòng)大眾創(chuàng)業(yè)、萬(wàn)眾創(chuàng)新，需要全面、可及性強(qiáng)的公共產(chǎn)品、公共服務(wù)供給。
Mass entrepreneurship and innovation require comprehensive and available public products and services supported by structural reform.

在這方面，也要靠結(jié)構(gòu)性改革。政府不唱“獨(dú)角戲”，鼓勵(lì)社會(huì)資本、外商投資一起干。
In the process, the government should encourage participation from private and foreign capital.

China’s future economic growth must be based on higher efficiency and better quality, with resource conservation and ecological protection. It will also be powered by innovation in science and technology, and secure employment and people’s income. In other words, results of reform and development should benefit the majority of our people.

As an ancient Chinese saying goes, “A gentleman is always ready to help others attain their goals.” We believe that only by helping each other can we all attain our goals.
