6月12日，在中國(guó)民用航空局新聞發(fā)布會(huì)上，民航局運(yùn)行監(jiān)控中心副主任孫韶華介紹了民航局今年在雷雨天氣、汛期的航班保障上的特別措施。

To provide a better travel experience for passengers during the wet season - including a better on-time rate - the administration laid down requirements for airports, air traffic control facilities and airlines to increase cooperation to ensure safe and smooth operations in extreme weather.

為了在雨季為旅客提供準(zhǔn)點(diǎn)率高等更好的出行體驗(yàn)，民航局要求機(jī)場(chǎng)、空管部門以及航空公司協(xié)同配合，確保極端天氣運(yùn)行安全平穩(wěn)。

具體舉措包括：

機(jī)場(chǎng)方面，將充分發(fā)揮運(yùn)管委聯(lián)席會(huì)商機(jī)制作用，確保各單位有效聯(lián)動(dòng)和密切配合；

Airports, especially those with an annual capacity of more than 10 million passengers, are required to set up joint management operations with air traffic controllers, airlines and other service providers to respond to major delays and emergencies.

機(jī)場(chǎng)方面，特別是年旅客吞吐量1000萬人次以上的機(jī)場(chǎng)，將要成立由機(jī)場(chǎng)、空管、航空公司和其他服務(wù)保障單位共同參與的聯(lián)席會(huì)商機(jī)制，以應(yīng)對(duì)航班延誤和突發(fā)事件。

同時(shí)，各機(jī)場(chǎng)將加快組織修訂或制定本機(jī)場(chǎng)航班計(jì)劃動(dòng)態(tài)調(diào)整方案（draft or amend a plan to adjust flight schedules based on real-time scenario），確保航班保障需求與空管、機(jī)場(chǎng)綜合保障能力達(dá)到最優(yōu)匹配。

航空公司方面，雷雨保障期間將注重源頭管理，民航局要求在安排航班計(jì)劃和時(shí)刻時(shí)，要為運(yùn)行安全和航班正常留出充足的裕度，認(rèn)真執(zhí)行航段時(shí)間和過站時(shí)間等運(yùn)行標(biāo)準(zhǔn)，科學(xué)合理編排航班（have reasonable flight schedules），留有充足備份運(yùn)力（sufficient reserve aircraft capacity），進(jìn)一步提高大面積航班延誤的應(yīng)對(duì)和恢復(fù)能力（improve the ability to respond to delays）。

空管單位方面，將針對(duì)雷雨保障建立大面積航班延誤時(shí)的空域釋放協(xié)調(diào)機(jī)制，促進(jìn)區(qū)域內(nèi)航班改航、繞飛方案的制定和實(shí)施，緩解大面積航班延誤時(shí)的放行壓力（plan detours in the air when extreme weather occurs to lessen pressure on the ground）。

Civil air traffic control departments will coordinate with military air traffic controllers and ask for more airspace for commercial flights in extreme weather.

民航空管單位將與軍航管制部門進(jìn)行協(xié)調(diào)，請(qǐng)求在極端天氣為商用航班開放更多空域。
