意見明確，教育移動互聯(lián)網應用程序（簡稱教育app）是指以教職工、學生、家長為主要用戶（teaching staff, students and parents as target users），以教育、學習為主要應用場景（teaching and learning as major application scenarios），服務于學校教學與管理、學生學習與生活以及家校互動（applicable to teaching and management, learning activities and teacher-parent communication）等方面的互聯(lián)網app。

意見要求，建立教育app備案制度。備案按照“國家統(tǒng)一標準，各省份分頭實施，企業(yè)屬地備案”的原則開展。

All apps used at schools should register with provincial education authorities by the end of this year, and a long-term management mechanism on the apps with specific standards and rules should be established by the end of 2020.
2019年年底前，所有教育app應向機構所在地的省級教育行政部門進行教育業(yè)務備案。2020年底，建立健全教育移動應用管理制度、規(guī)范和標準，形成常態(tài)化的監(jiān)管機制。

學校推薦app不得收取任何費用

作為教學、管理工具要求統(tǒng)一使用的教育app，不得向學生及家長收取任何費用，不得植入商業(yè)廣告和游戲。

教育app不得變相強迫收集用戶信息

The providers of education apps should set up a data security mechanism that covers collection, storage, transmission and use of personal information.
教育app提供者應當建立覆蓋個人信息收集、儲存、傳輸、使用等環(huán)節(jié)的數據保障機制。
