中央農(nóng)村工作會議12月20日至21日在北京召開。會議以習(xí)近平新時(shí)代中國特色社會主義思想為指導(dǎo)，學(xué)習(xí)貫徹黨的十九大和十九屆二中、三中、四中全會精神，貫徹落實(shí)中央經(jīng)濟(jì)工作會議精神，分析當(dāng)前“三農(nóng)”工作面臨的形勢和任務(wù)，圍繞全面建成小康社會和打贏脫貧攻堅(jiān)戰(zhàn)，研究部署2020年“三農(nóng)”工作。

A speech by Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee was studied at the conference. Xi, also Chinese president and chairman of the Central Military Commission, delivered the speech at a recent meeting of the Standing Committee of the Political Bureau of the CPC Central Committee, which was convened to specifically study issues concerning agriculture, rural areas and rural people.
會議傳達(dá)學(xué)習(xí)了中共中央總書記、國家主席、中央軍委主席習(xí)近平日前在中央政治局常委會會議專門研究“三農(nóng)”工作時(shí)發(fā)表的重要講話。

The work on agriculture, rural areas and rural people in 2020 will largely decide the quality of China's anti-poverty campaign and success of its goal to become a moderately prosperous society in all respects, Xi said.
習(xí)近平指出，脫貧質(zhì)量怎么樣、小康成色如何，很大程度上要看明年“三農(nóng)”工作成效。

The battle against poverty won't stop until victory is secured, Xi added.
要堅(jiān)決打贏脫貧攻堅(jiān)戰(zhàn)，不獲全勝決不收兵。

Efforts will be made to pool resources, enhance support and take targeted measures to strengthen the weak links in the work on agriculture, rural areas and rural people, he said.
要集中資源、強(qiáng)化保障、精準(zhǔn)施策，加快補(bǔ)上“三農(nóng)”領(lǐng)域短板。

Xi urged related departments and local governments to shoulder their responsibilities and sustain farmers' enthusiasm for grain production.
要壓實(shí)部門和地方政府責(zé)任，保護(hù)好農(nóng)民種糧積極性。

The development of grassroots Party organizations should be improved, while the fruits of the ongoing CPC education campaign themed "staying true to our founding mission" should be consolidated, Xi said.
加強(qiáng)農(nóng)村基層黨組織建設(shè)，鞏固好“不忘初心、牢記使命”主題教育成果。

The engagement between CPC members and the people and between cadres and the people should be improved, and the government's ability to serve the people should be enhanced, Xi added.
密切黨群干群關(guān)系，提高服務(wù)群眾能力。

The central rural work conference also discussed a document on increasing efforts on major work concerning agriculture, rural areas and rural people to ensure the goal of building a moderately prosperous society in all respects is achieved on time.
會議討論了《中共中央、國務(wù)院關(guān)于抓好“三農(nóng)”領(lǐng)域重點(diǎn)工作確保如期實(shí)現(xiàn)全面小康的意見（討論稿）》。

Hu Chunhua, member of the Political Bureau of the CPC Central Committee and Chinese vice premier, attended and spoke at the conference.

The conference stressed the importance of winning the battle against poverty, and called for consistent efforts to lift the rest of the poor population out of poverty and effective steps to prevent people from slipping back into poverty.
會議強(qiáng)調(diào)，打贏脫貧攻堅(jiān)戰(zhàn)是全面建成小康社會的重中之重，要一鼓作氣、乘勢而上，集中力量全面完成剩余脫貧任務(wù)。要鞏固脫貧攻堅(jiān)成果防止返貧。

Efforts should be made to boost the development of rural infrastructure and water supply, and improve the rural living environment, education, medical services, social security, cultural activities and ecological environment, the conference said.
要加大農(nóng)村基礎(chǔ)設(shè)施建設(shè)力度，提高農(nóng)村供水保障水平，扎實(shí)搞好農(nóng)村人居環(huán)境整治，提高農(nóng)村教育質(zhì)量，加強(qiáng)農(nóng)村基層醫(yī)療衛(wèi)生服務(wù)，加強(qiáng)農(nóng)村社會保障，改善鄉(xiāng)村公共文化服務(wù)，治理農(nóng)村生態(tài)環(huán)境突出問題。

Industries capable of increasing rural people's income should be developed, while all kinds of skilled workers will be encouraged to return to the countryside to set up businesses. Efforts should be made to maintain stable employment and address wage arrears for rural workers.
會議強(qiáng)調(diào)，要發(fā)展富民鄉(xiāng)村產(chǎn)業(yè)，積極鼓勵各類人才返鄉(xiāng)下鄉(xiāng)創(chuàng)業(yè)創(chuàng)新，穩(wěn)定農(nóng)民工就業(yè)，加大對拖欠農(nóng)民工工資的整治力度。

Grain production should be kept stable while hog production should be restored in a quickened manner. Modern agricultural facilities should be expanded, and cold chain logistics facilities for the storage and preservation of produce will be launched.
會議指出，穩(wěn)定糧食產(chǎn)量，要加快恢復(fù)生豬生產(chǎn)。要加強(qiáng)現(xiàn)代農(nóng)業(yè)設(shè)施建設(shè)，啟動農(nóng)產(chǎn)品倉儲保鮮冷鏈物流設(shè)施建設(shè)工程。

The CPC's comprehensive leadership on work regarding agriculture, rural areas and rural people should be increased, with grassroots Party organizations playing a major role, the conference stressed.
會議強(qiáng)調(diào)，要加強(qiáng)黨對“三農(nóng)”工作的全面領(lǐng)導(dǎo)，發(fā)揮好農(nóng)村基層黨組織戰(zhàn)斗堡壘作用。

Land policies on the development of rural industries will be optimized, while the pilot reform of the rural collective property rights system will be promoted nationwide, according to the conference.
完善鄉(xiāng)村產(chǎn)業(yè)發(fā)展用地政策，全面推開農(nóng)村集體產(chǎn)權(quán)制度改革試點(diǎn)。
