中共中央辦公廳、國務(wù)院辦公廳印發(fā)了《關(guān)于促進勞動力和人才社會性流動體制機制改革的意見》。
The General Office of the Communist Party of China Central Committee and the General Office of the State Council has jointly issued a guideline to step up reform to improve social mobility of labor force and talent.

意見指出，以戶籍制度和公共服務(wù)牽引區(qū)域流動。全面取消城區(qū)常住人口300萬以下的城市落戶限制，全面放寬城區(qū)常住人口300萬至500萬的大城市落戶條件，完善城區(qū)常住人口500萬以上的超大特大城市積分落戶政策。
According to the guideline, more efforts will be made to influence regional mobility via the household registration system and public services. Restrictions on residence registration will be completely lifted for cities with a residential population of less than three million in urban areas. Conditions for residential settlement will be relaxed for large cities with a residential population of three million to five million in urban areas. The settlement policies for mega cities with a residential population of above five million in urban areas will also be improved.

We will provide extensive public employment services to open more channels for college graduates and other young people as well as migrant rural workers to find jobs and start their own businesses. We must remove institutional barriers that block the social mobility of labor and talent and ensure that everyone of our people has the chance to pursue career through hard work. We will improve mechanisms for joint discussion and mediation involving government, trade unions, and employers in an effort to ensure harmonious labor relations.
