中共中央政治局常務(wù)委員會3月4日召開會議，研究當(dāng)前新冠肺炎疫情防控和穩(wěn)定經(jīng)濟社會運行重點工作。中共中央總書記習(xí)近平主持會議并發(fā)表重要講話。

After the whole country's arduous efforts, a positive trend has emerged as the epidemic prevention and control situation has seen steady improvement and the resumption of the order of work and life has been accelerating, Xi said.
習(xí)近平指出，經(jīng)過全國上下艱苦努力，當(dāng)前已初步呈現(xiàn)疫情防控形勢持續(xù)向好、生產(chǎn)生活秩序加快恢復(fù)的態(tài)勢。

He called for speeding up the establishment of an economic and social order compatible with the epidemic prevention and control, urging efforts to consolidate and expand the hard-won positive trend, bring the country's economic and social development back to the normal track at an early date, and create conditions for securing a decisive victory in building a moderately prosperous society in all respects and eradicating poverty.
加快建立同疫情防控相適應(yīng)的經(jīng)濟社會運行秩序，完善相關(guān)舉措，鞏固和拓展這一來之不易的良好勢頭，力爭全國經(jīng)濟社會發(fā)展早日全面步入正常軌道，為實現(xiàn)決勝全面建成小康社會、決戰(zhàn)脫貧攻堅目標(biāo)任務(wù)創(chuàng)造條件。

Xi stressed a clear understanding of the complexity of the current situation for epidemic prevention and control, as well as the economic and social development.
習(xí)近平強調(diào)，要清醒認(rèn)識當(dāng)前疫情防控和經(jīng)濟社會發(fā)展形勢的復(fù)雜性。

While the task of containing the epidemic remains arduous and onerous in the outbreak epicenter Hubei province and its capital city Wuhan, the risk of an outbreak is rising in other regions as more people move around and crowds gather, Xi said, demanding no relaxation in the epidemic response preparedness.

Xi demanded targeted and solid measures to push for work resumption to minimize the loss caused by the outbreak.
精準(zhǔn)有序扎實推動復(fù)工復(fù)產(chǎn)，把疫情造成的損失降到最低限度。

Party committees and governments at all levels should implement the policies and decisions made by the CPC Central Committee, Xi said, calling for seeking truth from facts, and resolutely guarding against the practice of formalities for formalities' sake and bureaucratism.
各級黨委和政府要貫徹黨中央決策部署，要堅持實事求是、一切從實際出發(fā)，堅決防止形式主義、官僚主義。

According to the meeting, continued and solid efforts are needed in strengthening the prevention and control in Hubei and Wuhan, especially at the community level. All COVID-19 patients in severe conditions should be treated at high-level designated hospitals.
會議強調(diào)，要持續(xù)用力加強湖北省和武漢市疫情防控工作，要抓好社區(qū)防控工作，重癥患者全部集中在高水平定點醫(yī)院救治。

The meeting also highlighted epidemic prevention and control in Beijing and other key regions.
會議指出，要突出抓好北京等重點地區(qū)疫情防控。

It stressed the importance of intensifying epidemic-related scientific research, with strengths concentrated on tackling the most pressing issues.
會議強調(diào)，要加大科研攻關(guān)力度，把優(yōu)勢力量集中到解決最緊迫問題上來。

Differentiated approaches should be adopted to help work and production resume in regions based on their epidemic situations. The production and supply of essential epidemic control materials should be substantially increased and distribution of protective gear be improved to ensure employees work and live in safe and healthy environment.
會議指出，要根據(jù)疫情分區(qū)分級推進復(fù)工復(fù)產(chǎn)，大幅提高疫情防控重點物資的生產(chǎn)供應(yīng)，優(yōu)化防護物資調(diào)配，確保員工安全健康的生產(chǎn)生活環(huán)境。

The meeting underscored unleashing consumption that had been suppressed by the outbreak and stressed the need to strengthen new and upgraded consumption to compensate the lost consumption on goods and services during the outbreak.
會議強調(diào)，要把被抑制、被凍結(jié)的消費釋放出來，把在疫情防控中催生的新型消費、升級消費培育壯大起來，使實物消費和服務(wù)消費得到回補。

It also stressed stabilizing foreign trade and investment, assisting businesses, stabilizing employment, creating more jobs, helping college graduates and migrant workers find work, and solving difficulties for small household businesses.
會議指出，要努力做好穩(wěn)外貿(mào)、穩(wěn)外資工作，要有針對性地開展援企、穩(wěn)崗、擴就業(yè)工作，做好高校畢業(yè)生、農(nóng)民工等重點群體就業(yè)工作，積極幫助個體工商戶紓困。

In the meantime, agricultural production and stable prices of farm produce should be guaranteed. Greater efforts should be made to help poverty-ridden areas and the people, especially migrant workers from impoverished regions, to ensure the goal of poverty eradication is met on time, according to the meeting.
要抓好春季農(nóng)業(yè)生產(chǎn)，做好農(nóng)產(chǎn)品保供穩(wěn)價工作。要加大對貧困地區(qū)、貧困人口的幫扶，在復(fù)工復(fù)產(chǎn)中優(yōu)先吸納貧困地區(qū)勞動力務(wù)工就業(yè)，確保完成決戰(zhàn)脫貧攻堅任務(wù)。
