香港特區(qū)行政長官林鄭月娥6月11日根據(jù)《中華人民共和國香港特別行政區(qū)基本法》第四十八條第三款，簽署經(jīng)特區(qū)立法會通過的《國歌條例》?！秶钘l例》于6月12日刊憲公布，之后即時正式生效。

The National Anthem Ordinance provides for the playing and singing, protection and promotion of the national anthem to preserve the dignity of the country, enhance the sense of national identity among citizens and promote patriotism.
《國歌條例》為奏唱、保護(hù)及推廣國歌訂定條文，以維護(hù)國家的尊嚴(yán)，增強(qiáng)公民的國家觀念，弘揚(yáng)愛國精神。

The offences stipulated in the Ordinance only concern the misuse of the national anthem, or public and intentional acts with an intent to insult the national anthem.
《國歌條例》所訂明的罪行只涉及不當(dāng)使用國歌，或公開、故意、意圖侮辱國歌的行為。

【單詞講解】

在法律用語中，ordinance多指地方性法規(guī)（a law, usually one made by a city or regional government）；regulation則多指行政機(jī)關(guān)或公司等組織機(jī)構(gòu)制定的規(guī)章或者規(guī)定，比如，safety regulations，corporate regulations等。

第十二屆全國人民代表大會常務(wù)委員會在2017年9月1日通過《中華人民共和國國歌法》(《國歌法》)，并于同年11月4日將《國歌法》列入香港基本法附件三。

In accordance with Article 18 of the Basic Law, the national laws listed in Annex III to the Basic Law shall be applied locally by way of promulgation or legislation by the HKSAR.
根據(jù)香港《基本法》第十八條的規(guī)定，凡列于香港基本法附件三的全國性法律，由香港特別行政區(qū)在當(dāng)?shù)毓蓟蛄⒎▽?shí)施。

林鄭月娥表示，

Like the national flag and the national emblem, the national anthem is the symbol and sign of the nation. As an inalienable part of the People's Republic of China, the HKSAR is duty-bound to preserve the dignity of the national anthem through legislation.
國歌與國旗、國徽一樣，是國家的象征和標(biāo)志。香港特別行政區(qū)作為國家不可分離的部分，立法維護(hù)國歌的尊嚴(yán)，是特區(qū)應(yīng)有之義。

I hope that members of the public will respect the national anthem of their own volition, hence the promotion of the national anthem is of paramount importance. To let our next generation understand the history and spirit of the national anthem and to observe the etiquette for the playing and singing of the national anthem, the Education Bureau will update its learning and teaching resources and issue directions to schools through circulars to support schools in teaching students.
期望香港市民自覺尊重國歌，因此推廣國歌的工作至為重要。為了讓下一代了解國歌的歷史和精神，以及遵守國歌奏唱的禮儀，特區(qū)政府教育局會更新學(xué)與教資源，并以通告形式向?qū)W校發(fā)出指示，支援學(xué)校教導(dǎo)學(xué)生。
