深圳經(jīng)濟(jì)特區(qū)建立40周年慶祝大會10月14日上午在廣東省深圳市隆重舉行。中共中央總書記、國家主席、中央軍委主席習(xí)近平在會上發(fā)表重要講話強(qiáng)調(diào)，要高舉中國特色社會主義偉大旗幟，統(tǒng)籌推進(jìn)“五位一體”總體布局，協(xié)調(diào)推進(jìn)“四個全面”戰(zhàn)略布局，從我國進(jìn)入新發(fā)展階段大局出發(fā)，落實(shí)新發(fā)展理念，緊扣推動高質(zhì)量發(fā)展、構(gòu)建新發(fā)展格局，以一往無前的奮斗姿態(tài)、風(fēng)雨無阻的精神狀態(tài)，改革不停頓，開放不止步，在更高起點(diǎn)上推進(jìn)改革開放，推動經(jīng)濟(jì)特區(qū)工作開創(chuàng)新局面，為全面建設(shè)社會主義現(xiàn)代化國家、實(shí)現(xiàn)第二個百年奮斗目標(biāo)作出新的更大的貢獻(xiàn)。

The establishment of SEZs is a great innovative move made by the CPC and the country in advancing reform and opening up as well as socialist modernization, Xi said.
他強(qiáng)調(diào)，興辦經(jīng)濟(jì)特區(qū)，是黨和國家為推進(jìn)改革開放和社會主義現(xiàn)代化建設(shè)進(jìn)行的偉大創(chuàng)舉。

Xi identified the valuable experience of Shenzhen and other SEZs, including adhering to the Party's leadership, upholding and improving the system of socialism with Chinese characteristics, adhering to the concept that development is of paramount importance, remaining committed to opening up on all fronts, taking innovation as the primary driving force, following the people-centered philosophy of development, and ensuring scientific legislation, strict law enforcement, judicial impartiality and universal law abiding.
習(xí)近平強(qiáng)調(diào)，深圳等經(jīng)濟(jì)特區(qū)40年改革開放實(shí)踐積累了寶貴經(jīng)驗(yàn)，深化了我們對中國特色社會主義經(jīng)濟(jì)特區(qū)建設(shè)規(guī)律的認(rèn)識。一是必須堅(jiān)持黨對經(jīng)濟(jì)特區(qū)建設(shè)的領(lǐng)導(dǎo)，二是必須堅(jiān)持和完善中國特色社會主義制度，三是必須堅(jiān)持發(fā)展是硬道理，四是必須堅(jiān)持全方位對外開放，五是必須堅(jiān)持創(chuàng)新是第一動力，。六是必須堅(jiān)持以人民為中心的發(fā)展思想，七是必須堅(jiān)持科學(xué)立法、嚴(yán)格執(zhí)法、公正司法、全民守法。

He also highlighted experience such as achieving sustained development of economy and society as well as ecology and environment in a comprehensive and coordinated way, implementing the fundamental principle of "one country, two systems" in a comprehensive and accurate way, and giving full play to the leading and exemplary role of the SEZs while making overall plans for the country.
八是必須踐行綠水青山就是金山銀山的理念，實(shí)現(xiàn)經(jīng)濟(jì)社會和生態(tài)環(huán)境全面協(xié)調(diào)可持續(xù)發(fā)展。九是必須全面準(zhǔn)確貫徹“一國兩制”基本方針，十是必須堅(jiān)持在全國一盤棋中更好發(fā)揮經(jīng)濟(jì)特區(qū)輻射帶動作用，為全國發(fā)展作出貢獻(xiàn)。

Building on past success, the CPC Central Committee, in the face of profound changes in international situations, entrusted Shenzhen with new historic missions including leading the country's drive of socialist modernization.In his speech, Xi also called on Shenzhen to build itself into a pilot zone for socialism with Chinese characteristics, set an example for cities of a modern socialist country, increase its capabilities to implement the new development philosophy, build a new pattern to deepen all-round reform and expand opening up on all fronts, and contribute to the construction of the Guangdong-Hong Kong-Macao Greater Bay Area to enrich the new practices of the "one country, two systems" cause.
習(xí)近平指出，當(dāng)今世界正經(jīng)歷百年未有之大變局，我國正處于實(shí)現(xiàn)中華民族偉大復(fù)興的關(guān)鍵時期，經(jīng)濟(jì)已由高速增長階段轉(zhuǎn)向高質(zhì)量發(fā)展階段。深圳要建設(shè)好中國特色社會主義先行示范區(qū)，創(chuàng)建社會主義現(xiàn)代化強(qiáng)國的城市范例，提高貫徹落實(shí)新發(fā)展理念能力和水平，形成全面深化改革、全面擴(kuò)大開放新格局，推進(jìn)粵港澳大灣區(qū)建設(shè)，豐富“一國兩制”事業(yè)發(fā)展新實(shí)踐，率先實(shí)現(xiàn)社會主義現(xiàn)代化。

He also welcomed foreign countries to participate more in the reform, opening up and development of China's special economic zones.
習(xí)近平強(qiáng)調(diào)，歡迎世界各國更多地參與中國經(jīng)濟(jì)特區(qū)的改革開放發(fā)展。

Foreign participation has been indispensable in the building of the special economic zones over the past 40 years, which in turn has also created vast development opportunities and offered development benefits for foreign countries, he said.
經(jīng)濟(jì)特區(qū)建設(shè)40年的實(shí)踐離不開世界各國的共同參與，也為各國創(chuàng)造了廣闊的發(fā)展空間、分享了發(fā)展利益。

He urged the city to unswervingly implement the new development philosophy, achieve higher-quality development by deepening reform on all fronts and expanding all-around opening up.
習(xí)近平指出，深圳要堅(jiān)定不移貫徹新發(fā)展理念，與時俱進(jìn)全面深化改革，銳意開拓全面擴(kuò)大開放。

Xi stressed modernizing Shenzhen's urban governance system and capacity with innovation, and solving problems in urban governance with the rule-of-law mindset and methods.
要創(chuàng)新思路推動城市治理體系和治理能力現(xiàn)代化，善于運(yùn)用法治思維和法治方式解決城市治理頑癥難題。

Meanwhile, he underlined efforts to address issues in areas including employment, education, medical care, social security, housing, elderly care, food safety, ecology and environment, and public security.
要拿出更多改革創(chuàng)新舉措，把就業(yè)、教育、醫(yī)療、社保、住房、養(yǎng)老、食品安全、生態(tài)環(huán)境、社會治安等問題一個一個解決好。

Xi asked Shenzhen to take active moves to further promote the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, calling for efforts to synergize economic rules and mechanisms in the three regions and urging wider exchanges and deeper integration among young people in those regions to strengthen their sense of belonging to the motherland.
積極作為深入推進(jìn)粵港澳大灣區(qū)建設(shè)。要抓住粵港澳大灣區(qū)建設(shè)重大歷史機(jī)遇，推動三地經(jīng)濟(jì)運(yùn)行的規(guī)則銜接、機(jī)制對接，提升市場一體化水平。促進(jìn)粵港澳青少年廣泛交往、全面交流、深度交融，增強(qiáng)對祖國的向心力。
