我國將繼續(xù)推進(jìn)國企改革“雙百行動(dòng)”，以推進(jìn)即將出臺的國企改革三年行動(dòng)方案，增強(qiáng)企業(yè)核心競爭力，并增強(qiáng)持續(xù)增長動(dòng)力。
China will continue to promote the "double-hundred action" to enrich the upcoming three-year action plan for reform of State-owned enterprises, which is expected to sharpen their core competitiveness and strengthen dynamism for sustained growth.

國企改革“雙百行動(dòng)”，是國務(wù)院國有企業(yè)改革領(lǐng)導(dǎo)小組組織開展的國企改革專項(xiàng)行動(dòng)之一，共選取百余戶中央企業(yè)子企業(yè)和百余戶地方國有骨干企業(yè)，在2018-2020年期間，全面落實(shí)“1+N”系列文件要求，深入推進(jìn)綜合性改革，在改革重點(diǎn)領(lǐng)域和關(guān)鍵環(huán)節(jié)率先取得突破，打造一批治理結(jié)構(gòu)科學(xué)完善、經(jīng)營機(jī)制靈活高效、黨的領(lǐng)導(dǎo)堅(jiān)強(qiáng)有力、創(chuàng)新能力和市場競爭力顯著提升的國企改革尖兵，充分發(fā)揮示范突破帶動(dòng)作用，凝聚起全面深化國有企業(yè)改革的強(qiáng)大力量，形成全面鋪開的國企改革嶄新局面和良好態(tài)勢。
實(shí)施兩年多以來，入選的400余戶中央企業(yè)子企業(yè)和地方國有骨干企業(yè)，在改革重要領(lǐng)域和關(guān)鍵環(huán)節(jié)取得了一系列重大進(jìn)展，積累了一大批經(jīng)驗(yàn)成效。
下一步，雙百企業(yè)將被賦予更大的改革自主權(quán)，在今年年底前要率先實(shí)現(xiàn)經(jīng)理層任期制和契約化管理。同時(shí)，要用好用足現(xiàn)行的股權(quán)、分紅權(quán)、員工持股等激勵(lì)政策，積極探索超額利潤分享、骨干員工跟投等激勵(lì)方式。領(lǐng)導(dǎo)小組辦公室將持續(xù)開展專項(xiàng)或綜合評估，根據(jù)評估結(jié)果動(dòng)態(tài)調(diào)整“雙百企業(yè)”名單。

【重要講話】
要完善各類國有資產(chǎn)管理體制，改革國有資本授權(quán)經(jīng)營體制，加快國有經(jīng)濟(jì)布局優(yōu)化、結(jié)構(gòu)調(diào)整、戰(zhàn)略性重組，促進(jìn)國有資產(chǎn)保值增值，推動(dòng)國有資本做強(qiáng)做優(yōu)做大，有效防止國有資產(chǎn)流失。深化國有企業(yè)改革，發(fā)展混合所有制經(jīng)濟(jì)，培育具有全球競爭力的世界一流企業(yè)。
We will improve the systems for managing different types of State assets, and reform the system of authorized operation of State capital. In the State-owned sector, we will step up improved distribution, structural adjustment, and strategic reorganization. We will work to see that State assets maintain and increase their value; we will support State capital in becoming stronger, doing better, and growing bigger, and take effective measures to prevent the loss of State assets. We will further reform of State-owned enterprises, develop mixed-ownership economic entities, and turn Chinese enterprises into world-class, globally competitive firms.
