中共中央總書記、國家主席、中央軍委主席習近平11月14日上午在江蘇省南京市主持召開全面推動長江經(jīng)濟帶發(fā)展座談會并發(fā)表重要講話。

He called for efforts to write a new chapter in prioritizing ecological conservation and boosting green development, create a new model for regional coordinated development, create a new height for high-level opening-up, foster advantages in innovation-led development, and draw a new painting featuring harmony between nature, the people and the cities.
他強調，要譜寫生態(tài)優(yōu)先綠色發(fā)展新篇章，打造區(qū)域協(xié)調發(fā)展新樣板，構筑高水平對外開放新高地，塑造創(chuàng)新驅動發(fā)展新優(yōu)勢，繪就山水人城和諧相融新畫卷。

Such efforts are aimed at turning the Yangtze River Economic Belt into the country's main focus for green development, the major artery for a smooth "dual circulation" of domestic and international markets, and the main force spearheading high-quality economic development, he said.
使長江經(jīng)濟帶成為我國生態(tài)優(yōu)先綠色發(fā)展主戰(zhàn)場、暢通國內(nèi)國際雙循環(huán)主動脈、引領經(jīng)濟高質量發(fā)展主力軍。

After hearing reports from seven officials that include ministers and provincial Party chiefs, Xi said over the past five years, transitional changes have taken place in the ecological and environmental protection along the Yangtze River Economic Belt while historical achievements have been achieved in the area's economic and social development.
座談會上，聽完7位同志發(fā)言后，習近平發(fā)表了重要講話。他強調，5年來，長江經(jīng)濟帶生態(tài)環(huán)境保護發(fā)生了轉折性變化，經(jīng)濟社會發(fā)展取得歷史性成就。

Provinces and municipalities along the Yangtze River have done a good job in handling the COVID-19 epidemic and coping with the shocks brought by huge floods as well as external environmental changes, making a prominent contribution for China to first restore positive growth among major economies, he said.
特別是今年以來，沿江省市有力應對突如其來的新冠肺炎疫情，有效克服重大洪澇災害影響和外部環(huán)境變化沖擊，為我國在全球主要經(jīng)濟體中率先恢復經(jīng)濟正增長作出了突出貢獻。

Xi said that promoting the development of the Yangtze River Economic Belt is an important strategy that has a bearing on the overall national development, noting that the Yangtze River Economic Belt consists of 11 provinces and municipalities and accounts for about half of China's population and GDP.
習近平指出，推動長江經(jīng)濟帶發(fā)展是關系國家發(fā)展全局的重大戰(zhàn)略。長江經(jīng)濟帶覆蓋沿江11省市，人口規(guī)模和經(jīng)濟總量占據(jù)全國“半壁江山”。

Efforts should be made to strengthen the protection and restoration of ecological and environmental systems and coordinated work of the upper, middle, and lower reaches of the Yangtze River, Xi said.
習近平指出，要加強生態(tài)環(huán)境系統(tǒng)保護修復。推動上中下游地區(qū)的互動協(xié)作。

Xi called for comprehensively improving the efficiency of resource utilization and accelerating green and low-carbon development on the premise of strictly protecting the ecological environment.
要在嚴格保護生態(tài)環(huán)境的前提下，全面提高資源利用效率，加快推動綠色低碳發(fā)展。

The restoration of the ecological environment of the Yangtze River should be a major priority, Xi said, adding that the establishment of a mechanism should be accelerated whereby protection and restoration of the ecological environment shall be reasonably rewarded, while those responsible for the ecological environment destruction shall pay their due price.
要把修復長江生態(tài)環(huán)境擺在壓倒性位置，讓保護修復生態(tài)環(huán)境獲得合理回報，讓破壞生態(tài)環(huán)境付出相應代價。

Xi stressed efforts to explore effective ways conducive to promoting smooth domestic circulation, advance the coordinated development of the upper, middle, and lower reaches of the Yangtze River, promote people-centered new urbanization, and increase people's life quality and income.
習近平強調，要推進暢通國內(nèi)大循環(huán)。推進上中下游協(xié)同聯(lián)動發(fā)展，要推進以人為核心的新型城鎮(zhèn)化，要提升人民生活品質，要提高人民收入水平。

To create a new height for high-level opening-up, Xi urged efforts to promote innovative development of trade and make better use of foreign capital.
習近平指出，要構筑高水平對外開放新高地。推動貿(mào)易創(chuàng)新發(fā)展，更高質量利用外資。

Provinces and municipalities along the Yangtze River should find their respective positions in the new development pattern of "dual circulation" and take the initiative to open up their markets to the world, Xi said.
沿江省市要在國內(nèi)國際雙循環(huán)相互促進的新發(fā)展格局中找準各自定位，主動向全球開放市場。

Efforts should also be made to better integrate the development of the Yangtze River Economic Belt and the Belt and Road Initiative, he added.
要推動長江經(jīng)濟帶發(fā)展和共建“一帶一路”的融合。

Xi stressed the need to accelerate the upgrading of the industrial base and the modernization of the industrial chain.
習近平強調，要加快產(chǎn)業(yè)基礎高級化、產(chǎn)業(yè)鏈現(xiàn)代化。

"We should take bold steps in innovation and focus on the real economy to boost economic development," he said, adding that the country should speed up breakthroughs in key and core technologies.
要勇于創(chuàng)新，堅持把經(jīng)濟發(fā)展的著力點放在實體經(jīng)濟上，加快突破一批關鍵核心技術。

He also urged efforts to strengthen the dominant position of enterprises in innovation, foster advanced manufacturing clusters with international competitiveness, and build independent, controllable, safe and efficient industrial and supply chains that serve the whole country.
要強化企業(yè)創(chuàng)新主體地位，打造有國際競爭力的先進制造業(yè)集群，打造自主可控、安全高效并為全國服務的產(chǎn)業(yè)鏈供應鏈。

Noting that Yangtze River is the icon of the Chinese nation and the symbol of Chinese civilization, Xi called for protecting, inheriting and carrying forward the Yangtze River culture, as well as protecting its cultural relics and heritage.
習近平指出，長江是中華民族的代表性符號和中華文明的標志性象征，要把長江文化保護好、傳承好、弘揚好，保護好長江文物和文化遺產(chǎn)。

He also stressed the need to conduct in-depth research on the key issues that currently constrain the development of the Yangtze River Economic Belt.
習近平強調，要圍繞當前制約長江經(jīng)濟帶發(fā)展的熱點、難點、痛點問題開展深入研究。

Vice Premier Han Zheng, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and head of the leading group for promoting the development of the Yangtze River Economic Belt, attended the symposium.

To promote the development of the economic belt, authorities should apply the new development philosophy throughout the whole process and in all areas, set a good example in promoting high-quality development, and make greater contribution to speeding up the establishment of the new development pattern, Han said.
