為解決群眾異地辦事面臨的堵點(diǎn)難點(diǎn)問題，國務(wù)院辦公廳建設(shè)的國家政務(wù)服務(wù)平臺(tái)“跨省通辦”服務(wù)專區(qū)近日上線，初步實(shí)現(xiàn)了市場主體登記注冊、養(yǎng)老保險(xiǎn)關(guān)系轉(zhuǎn)移接續(xù)、職業(yè)資格證書核驗(yàn)等58個(gè)高頻政務(wù)事項(xiàng)“跨省通辦”。
The China national government service platform, established by the General Office of the State Council, recently brought online a new sector that lifts the digital provincial border, which once obstructed the process of several most-needed government services. With the platform's aid, applicants for 58 services can have the errands done in any province in the country. These include market entity registration, old-age pension insurance transfers, and verification of professional qualifications.

推進(jìn)政務(wù)服務(wù)“跨省通辦”，是轉(zhuǎn)變政府職能、提升政務(wù)服務(wù)能力的重要途徑，是暢通國民經(jīng)濟(jì)循環(huán)、促進(jìn)要素自由流動(dòng)的重要支撐，對于提升國家治理體系和治理能力現(xiàn)代化水平具有重要作用。2020年9月，國務(wù)院辦公廳印發(fā)了《關(guān)于加快推進(jìn)政務(wù)服務(wù)“跨省通辦”的指導(dǎo)意見》，明確到2020年底前實(shí)現(xiàn)第一批58個(gè)事項(xiàng)“跨省通辦”，2021年底前基本實(shí)現(xiàn)高頻政務(wù)服務(wù)事項(xiàng)“跨省通辦”。
國家政務(wù)服務(wù)平臺(tái)“跨省通辦”服務(wù)專區(qū)以滿足企業(yè)和群眾需求、全流程網(wǎng)上辦理為導(dǎo)向，提供“查找事項(xiàng)、申請辦理、查詢進(jìn)度、服務(wù)評價(jià)、意見建議”等一體化服務(wù)，初步實(shí)現(xiàn)了“跨省通辦”事項(xiàng)“一站入、一站辦、一站評”?！翱缡⊥ㄞk”事項(xiàng)覆蓋就業(yè)、社保、醫(yī)療、養(yǎng)老、居住等與群眾生活密切相關(guān)的領(lǐng)域，以及市場主體登記注冊、涉企經(jīng)營許可等市場主體生產(chǎn)經(jīng)營高頻服務(wù)。除提供網(wǎng)上辦理“跨省通辦”服務(wù)外，“跨省通辦”服務(wù)還支持“異地代收代辦”、“多地聯(lián)辦”等多種辦理模式，為企業(yè)和群眾提供線上線下多樣化辦事渠道。通過設(shè)置必要的線下辦事渠道，增加政務(wù)服務(wù)平臺(tái)授權(quán)代理、親友代辦等服務(wù)，方便不上網(wǎng)的老年人等各類群體辦事，最大程度利企便民。
