住房和城鄉(xiāng)建設(shè)部近日表示，我國已建成世界上最大住房保障體系，“十四五”時期，將以發(fā)展保障性租賃住房為重點(diǎn)，進(jìn)一步完善住房保障體系，增加保障性住房供給，努力實(shí)現(xiàn)全體人民住有所居。
China has built up the largest government-subsidized home system in the world, and will continue to improve the system and increase government-subsidized housing during the 14th Five-Year Plan (2021-25) period with the target of "meeting the housing needs of all people", according to the Ministry of Housing and Urban-Rural Development. The construction of government-subsidized rental housing will be made a priority, according to the ministry.

國務(wù)院辦公廳印發(fā)的《關(guān)于加快發(fā)展保障性租賃住房的意見》明確，國家的住房保障體系，以公租房、保障性租賃住房和共有產(chǎn)權(quán)住房為主體。公租房主要面向的對象是城鎮(zhèn)住房、收入困難家庭；保障性租賃住房以人口凈流入城市為重點(diǎn)，著力做好新市民和青年人的住房保障；共有產(chǎn)權(quán)住房則由城市政府因地制宜，主要幫助有一定經(jīng)濟(jì)實(shí)力、買不起房子的居民能夠盡快改善居住條件。
近年來，我國住房發(fā)展取得巨大成就，累計建設(shè)各類保障性住房和棚改安置住房8000多萬套，幫助2億多困難群眾改善住房條件，低保、低收入住房困難家庭基本實(shí)現(xiàn)應(yīng)保盡保，中等偏下收入家庭住房條件有效改善?！笆奈濉睍r期，將以發(fā)展保障性租賃住房為重點(diǎn)，進(jìn)一步完善住房保障體系，增加保障性住房供給，努力實(shí)現(xiàn)全體人民住有所居。

堅持房子是用來住的、不是用來炒的定位，加快建立多主體供給、多渠道保障、租購并舉的住房制度，讓全體人民住有所居。

With this in mind, we will move faster to put in place a housing system that ensures supply through multiple sources, provides housing support through multiple channels, and encourages both housing purchase and renting.
