中央人才工作會議9月27日至28日在北京召開。

中共中央總書記、國家主席、中央軍委主席習(xí)近平出席會議并發(fā)表重要講話，強(qiáng)調(diào)要堅持黨管人才，堅持面向世界科技前沿、面向經(jīng)濟(jì)主戰(zhàn)場、面向國家重大需求、面向人民生命健康，深入實(shí)施新時代人才強(qiáng)國戰(zhàn)略（implement the strategy on developing a quality workforce in the new era），全方位培養(yǎng)、引進(jìn)、用好人才，加快建設(shè)世界重要人才中心和創(chuàng)新高地（speed up China's upgrade toward a major world center of talent and innovation），為2035年基本實(shí)現(xiàn)社會主義現(xiàn)代化提供人才支撐，為2050年全面建成社會主義現(xiàn)代化強(qiáng)國打好人才基礎(chǔ)（support the goals of basically realizing socialist modernization by 2035 and building a great modern socialist China in all respects by 2050）。

The CPC has attached great importance to talent management during its century-long endeavor, Xi noted, adding that historical achievements and changes have been made in this regard since the 18th CPC National Congress in 2012.
習(xí)近平在講話中指出，在百年奮斗歷程中，我們黨始終重視培養(yǎng)人才、團(tuán)結(jié)人才、引領(lǐng)人才、成就人才。黨的十八大以來，推動新時代人才工作取得歷史性成就、發(fā)生歷史性變革。

China now has a large number of well-trained professionals who play an increasingly prominent role in the country's development, Xi said.
我國已經(jīng)擁有一支規(guī)模宏大、素質(zhì)優(yōu)良、作用日益突出的人才隊伍。

Never in history has China been closer to the goal of national rejuvenation and never in history has it been in greater need of talented people, Xi stressed.
習(xí)近平強(qiáng)調(diào)，我們比歷史上任何時期都更加接近實(shí)現(xiàn)中華民族偉大復(fù)興的宏偉目標(biāo)，也比歷史上任何時期都更加渴求人才。

As the country's development and national rejuvenation depend on a quality workforce, China should pay greater attention to fostering people with talent through its own efforts and sharpening its competitive edge in human resources, he said.
國家發(fā)展靠人才，民族振興靠人才。我們必須更加重視人才自主培養(yǎng)，加快建立人才資源競爭優(yōu)勢。

習(xí)近平指出，黨的十八大以來，黨中央深刻回答了為什么建設(shè)人才強(qiáng)國、什么是人才強(qiáng)國、怎樣建設(shè)人才強(qiáng)國的重大理論和實(shí)踐問題，提出了一系列新理念新戰(zhàn)略新舉措。

-- Upholding the CPC's overall leadership over human resources work;
一是堅持黨對人才工作的全面領(lǐng)導(dǎo)，

-- Making human resources the priority in the country's development;
二是堅持人才引領(lǐng)發(fā)展的戰(zhàn)略地位，

-- Focusing on world-level cutting-edge technologies, the main economic fields, the country's critical needs, and the people's health;
三是堅持面向世界科技前沿、面向經(jīng)濟(jì)主戰(zhàn)場、面向國家重大需求、面向人民生命健康，

-- Promoting the comprehensive fostering of people with talent;
四是堅持全方位培養(yǎng)用好人才，

-- Deepening institutional reform related to talent development;
五是堅持深化人才發(fā)展體制機(jī)制改革，

-- Assembling the best minds and drawing fully on their expertise;
六是堅持聚天下英才而用之，

-- Creating a favorable environment in which people with talent are easily identified, well valued and respected, and fully display their talent;
七是堅持營造識才愛才敬才用才的環(huán)境，

-- Promoting the spirit of scientists.
八是堅持弘揚(yáng)科學(xué)家精神。

以上8條，是我們對我國人才事業(yè)發(fā)展規(guī)律性認(rèn)識的深化，要始終堅持并不斷豐富發(fā)展。

習(xí)近平強(qiáng)調(diào)，加快建設(shè)世界重要人才中心和創(chuàng)新高地，必須把握戰(zhàn)略主動，做好頂層設(shè)計和戰(zhàn)略謀劃。我們的目標(biāo)是：

Xi said that by the year 2025, China will have substantially increased its total R&D spending, attracted more top scientists, boasted a large number of scientists and technologists in strategically important and core technological fields, top-level sci-tech leaders and innovation teams.
到2025年，全社會研發(fā)經(jīng)費(fèi)投入大幅增長，頂尖科學(xué)家集聚水平明顯提高，人才自主培養(yǎng)能力不斷增強(qiáng)，在關(guān)鍵核心技術(shù)領(lǐng)域擁有一大批戰(zhàn)略科技人才、一流科技領(lǐng)軍人才和創(chuàng)新團(tuán)隊；

By 2030, China will be significantly more attractive to global talent, boast some frontrunners in main sci-tech fields and pioneers in emerging frontier and interdisciplinary areas, Xi said.
到2030年，對世界優(yōu)秀人才的吸引力明顯增強(qiáng)，在主要科技領(lǐng)域有一批領(lǐng)跑者，在新興前沿交叉領(lǐng)域有一批開拓者；

By 2035, the country will have competitive advantages in talent competition in many areas, and its strategic sci-tech strength and high-caliber talent teams will be among the strongest in the world, he added.
到2035年，形成我國在諸多領(lǐng)域人才競爭比較優(yōu)勢，國家戰(zhàn)略科技力量和高水平人才隊伍位居世界前列。

Calling for making strategic plans, Xi said efforts should be made to build high-caliber talent hubs in Beijing, Shanghai and the Guangdong-Hong Kong-Macao Greater Bay Area.
習(xí)近平指出，加快建設(shè)世界重要人才中心和創(chuàng)新高地，需要進(jìn)行戰(zhàn)略布局。綜合考慮，可以在北京、上海、粵港澳大灣區(qū)建設(shè)高水平人才高地。

Stressing further reforming the system and mechanisms for talent development, Xi said scientists should be given more power to decide on technological routes, and more funding and resources should be placed at their disposal.
習(xí)近平強(qiáng)調(diào)，要深化人才發(fā)展體制機(jī)制改革。要賦予科學(xué)家更大技術(shù)路線決定權(quán)、更大經(jīng)費(fèi)支配權(quán)、更大資源調(diào)度權(quán)。

Xi also called for better cultivating strategic scientists and letting them play their roles, and nurturing a large number of top sci-tech leaders and innovation teams, young sci-tech talent and outstanding engineers.
習(xí)近平指出，要大力培養(yǎng)使用戰(zhàn)略科學(xué)家，要打造大批一流科技領(lǐng)軍人才和創(chuàng)新團(tuán)隊，要造就規(guī)模宏大的青年科技人才隊伍。

"We must strive to foster a team of engineers who follow the Party, are patriotic, devote themselves to their careers, have outstanding ability to make technological innovation, and are good at solving complex problems," he said.
要培養(yǎng)大批卓越工程師，努力建設(shè)一支愛黨報國、敬業(yè)奉獻(xiàn)、具有突出技術(shù)創(chuàng)新能力、善于解決復(fù)雜工程問題的工程師隊伍。

Universities and colleges -- especially those of "Double First-Class" (namely world-class universities and first-class disciplines) -- should play a leading role in fostering talent in basic research, Xi said.
高校特別是“雙一流”大學(xué)要發(fā)揮培養(yǎng)基礎(chǔ)研究人才主力軍作用。

He stressed the need to cultivate a talent pool in various areas, such as philosophers, social scientists and artists, and the need to enhance international exchange.
要培養(yǎng)造就大批哲學(xué)家、社會科學(xué)家、文學(xué)藝術(shù)家等各方面人才。要加強(qiáng)人才國際交流。

Xi also called for establishing a trust-based human resources system that tolerates failures and encourages leading sci-tech professionals to take on new tasks and responsibilities.
要建立以信任為基礎(chǔ)的人才使用機(jī)制，允許失敗、寬容失敗，鼓勵科技領(lǐng)軍人才掛帥出征。

He stressed maintaining a correct political orientation in talent-related work, fostering patriotism and the sense of responsibility among talented people, optimizing the commendation and reward system, and fostering a culture of respecting talent.
習(xí)近平強(qiáng)調(diào)，做好人才工作必須堅持正確政治方向，鼓勵人才深懷愛國之心、砥礪報國之志，主動擔(dān)負(fù)起時代賦予的使命責(zé)任。要優(yōu)化人才表彰獎勵制度，在全社會推動形成尊重人才的風(fēng)尚。

Li Keqiang, who presided over the conference, said that Xi's important speech sets the fundamental course for talent-related work in the new era. He stressed continuing to break new ground for talent-related work.
李克強(qiáng)在主持會議時指出，習(xí)近平總書記的重要講話，是指導(dǎo)新時代人才工作的綱領(lǐng)性文獻(xiàn)。要不斷開創(chuàng)黨的人才工作新局面。

Wang Huning, in his concluding remarks, called for a thorough study and implementation of Xi's new ideas, strategies and measures in talent-related work in the new era. Wang also stressed the need to study, publicize and implement the guidelines of the conference.
王滬寧在總結(jié)講話中表示，要深入學(xué)習(xí)貫徹習(xí)近平總書記關(guān)于新時代人才工作的新理念新戰(zhàn)略新舉措，要抓好會議精神學(xué)習(xí)宣傳和貫徹落實(shí)。
