新華社北京7月28日電 7月25日，中共中央在中南海召開黨外人士座談會，就當前經(jīng)濟形勢和下半年經(jīng)濟工作聽取各民主黨派中央、全國工商聯(lián)負責(zé)人和無黨派人士代表的意見和建議。中共中央總書記習(xí)近平主持座談會并發(fā)表重要講話強調(diào)，綜合判斷，我國發(fā)展仍具有諸多戰(zhàn)略性有利條件，我國經(jīng)濟韌性強、潛力大、活力足，長期向好的基本面不會改變。只要貫徹落實好中共中央決策部署，準確識變、科學(xué)應(yīng)變、主動求變，就一定能夠抓住歷史機遇、贏得發(fā)展先機。大家要把思想和行動統(tǒng)一到中共中央對經(jīng)濟形勢的分析判斷和對經(jīng)濟工作的決策部署上來，針對新情況新問題深入調(diào)查研究，及時反映社情民意，多獻務(wù)實之策、多謀長遠之計。

中共中央政治局常委李克強、汪洋、王滬寧、韓正出席座談會。李克強受中共中央委托通報了上半年經(jīng)濟工作有關(guān)情況，介紹了關(guān)于下半年經(jīng)濟工作的有關(guān)考慮。

座談會上，民革中央主席萬鄂湘、民盟中央主席丁仲禮、民建中央主席郝明金、民進中央主席蔡達峰、農(nóng)工黨中央主席陳竺、致公黨中央主席萬鋼、九三學(xué)社中央主席武維華、臺盟中央主席蘇輝、全國工商聯(lián)主席高云龍、無黨派人士代表王梅祥先后發(fā)言。他們完全贊同中共中央就當前我國經(jīng)濟形勢的分析判斷和下半年經(jīng)濟工作的謀劃考慮，并就釋放消費潛力增強發(fā)展動力、完善上市公司監(jiān)管法規(guī)、加大重點領(lǐng)域金融支持力度、著力促進農(nóng)民工和青年就業(yè)、加強疫情防控基礎(chǔ)性重點工作、構(gòu)建現(xiàn)代能源電力市場、完善數(shù)字經(jīng)濟稅制體系、推動文化富民促進共同富裕、加大惠企紓困政策執(zhí)行力度、推進核心關(guān)鍵領(lǐng)域國產(chǎn)化科技攻關(guān)等提出意見和建議。

在認真聽取大家發(fā)言后，習(xí)近平發(fā)表了重要講話。他表示，今年上半年，面對復(fù)雜嚴峻的國際形勢和艱巨繁重的國內(nèi)改革發(fā)展穩(wěn)定任務(wù)，我們有效統(tǒng)籌疫情防控和經(jīng)濟社會發(fā)展工作，有效應(yīng)對各種風(fēng)險挑戰(zhàn)，保持了經(jīng)濟社會發(fā)展大局總體穩(wěn)定。在這期間，各民主黨派中央、全國工商聯(lián)和無黨派人士積極支持疫情防控工作，聚焦扎實推動共同富裕、統(tǒng)籌推進碳達峰碳中和等重大課題深入調(diào)研，建言獻策，為中共中央科學(xué)決策、有效施策提供了重要參考。各民主黨派中央、無黨派人士積極開展長江生態(tài)環(huán)境保護民主監(jiān)督，立足實際，各展優(yōu)長，推動中共中央有關(guān)決策部署落實到位。全國工商聯(lián)發(fā)揮職能優(yōu)勢，啟動“民企高校攜手促就業(yè)行動”，推動“萬企幫萬村”與“萬企興萬村”行動有效銜接，引導(dǎo)民營企業(yè)積極履行社會責(zé)任，促進民營企業(yè)高質(zhì)量發(fā)展。習(xí)近平代表中共中央向大家表示衷心的感謝。

習(xí)近平指出，大家在發(fā)言中充分肯定了上半年經(jīng)濟工作取得的成績，并就正確認識當前經(jīng)濟形勢、做好下半年經(jīng)濟工作提出了針對性和建設(shè)性很強的意見和建議，我們將認真研究、積極吸納。

習(xí)近平指出，今年以來，我們統(tǒng)籌疫情防控和經(jīng)濟社會發(fā)展，進行大上海保衛(wèi)戰(zhàn)，疫情防控經(jīng)受住了武漢保衛(wèi)戰(zhàn)以來最嚴峻的考驗，經(jīng)濟社會發(fā)展取得新的成績，全國上下付出了艱辛努力，成績值得充分肯定。在看到困難的同時，也要看到危中有機，只要我們保持戰(zhàn)略定力、堅定做好自己的事，是完全能夠化險為夷、化危為機的。

習(xí)近平強調(diào)，全面落實疫情要防住、經(jīng)濟要穩(wěn)住、發(fā)展要安全的要求是一個整體，要一體認識、一體落實、一體評估，鞏固經(jīng)濟回升向好趨勢，力爭實現(xiàn)最好結(jié)果。要高效統(tǒng)籌疫情防控和經(jīng)濟社會發(fā)展工作。要堅持人民至上、生命至上，堅持動態(tài)清零，堅持外防輸入、內(nèi)防反彈。宏觀政策要在擴大需求上積極作為，財政貨幣政策要有效彌補社會需求不足，保持流動性合理充裕。要提高產(chǎn)業(yè)鏈供應(yīng)鏈穩(wěn)定性和國際競爭力，優(yōu)化國內(nèi)產(chǎn)業(yè)鏈布局。要落實國家總體安全觀，強化糧食安全保障，提升能源資源供應(yīng)保障能力，保持金融市場總體穩(wěn)定。要以改革開放為經(jīng)濟發(fā)展增動力。要扎實做好民生保障工作，著力保障困難群眾基本生活，做好高校畢業(yè)生就業(yè)工作。

習(xí)近平給大家提出3點希望。一是要統(tǒng)一思想，正確認識當前經(jīng)濟形勢，凝聚起團結(jié)向上的政治共識，齊心協(xié)力戰(zhàn)勝前進中的風(fēng)險考驗。二是要發(fā)揮優(yōu)勢，為經(jīng)濟社會持續(xù)健康發(fā)展貢獻力量。三是要凝心聚力，為中共二十大召開營造良好環(huán)境。各民主黨派要平穩(wěn)有序推進換屆工作，緊緊圍繞深化政治交接這一主線，確保政治方向不變、優(yōu)良傳統(tǒng)不變、優(yōu)勢特點不變。全國工商聯(lián)要加強對民營經(jīng)濟人士的思想政治引領(lǐng)，做好政策宣傳解讀，用務(wù)實舉措穩(wěn)定人心、鼓舞人心、凝聚人心。

Chinese leadership holds symposium to solicit advice on economic work

The Central Committee of the Communist Party of China (CPC) has held a symposium with non-CPC personages to solicit opinions and suggestions on the country's current economic situation and economic work for the second half of the year.

Xi Jinping, general secretary of the CPC Central Committee, presided over the symposium on July 25 and delivered an important speech.

China's development still has multiple strategic favorable conditions. China's economy is still highly resilient and has great potential and vitality, and the economic fundamentals that will sustain long-term growth remain unchanged, Xi said.

"As long as we well implement the decisions and plans of the CPC Central Committee, accurately perceive changes, scientifically respond to them and take the initiative to seek changes, we can seize historic opportunities and get a head start on development," Xi said.

He underscored the importance of aligning thoughts and actions with the CPC Central Committee's analysis and judgment of the economic situation, and its decisions and plans for economic work.

Xi called for more efforts to conduct in-depth investigations and studies in response to new situations and problems, and to promptly reflect social sentiment and public opinion.

The symposium was attended by Li Keqiang, Wang Yang, Wang Huning and Han Zheng, all members of the Standing Committee of the Political Bureau of the CPC Central Committee. Li, entrusted by the CPC Central Committee, briefed non-CPC personages on the country's economic work in the first half and introduced the CPC Central Committee's considerations for economic work in the second half.

Speeches were given by heads of the central committees of eight non-CPC parties and the All-China Federation of Industry and Commerce, as well as a representative of personages without party affiliations. They agreed with the CPC Central Committee's analysis of the current economic situation and its considerations for economic work in the second half.

China faced a complicated international situation and arduous domestic reform tasks in the first half, and the country effectively coordinated COVID-19 prevention and control with economic and social development, weathered all kinds of risks and challenges, and maintained the overall stability of economic and social development, Xi said.

He said that suggestions from non-CPC personages have provided important references for the scientific decision-making and effective policy execution of the CPC Central Committee, and he extended gratitude on behalf of the CPC Central Committee.

Noting that opportunities abound in times of crisis, Xi said, "We will surely be able to come through and turn risks into opportunities as long as we maintain strategic focus and remain determined to run our own affairs well."

Xi urged efforts to consolidate the upward trend of economic recovery and strive for the best possible outcome while efficiently coordinating COVID-19 prevention and control with economic and social development.

He reiterated the importance of unswerving adherence to the country's dynamic zero-COVID policy, and the need to guard against imported cases and domestic resurgences.

Macro policies should play a more active role in expanding demand, fiscal and monetary policies should effectively make up for the lack of social demand, and monetary policies should seek to ensure reasonably sufficient liquidity, Xi said.

Efforts should be made to improve the stability and international competitiveness of China's industrial and supply chains, and to optimize the layout of domestic industrial chains, Xi noted.

He stressed the importance of guarding the bottom line of safety on all fronts. China should strengthen its food security guarantee and improve its capacity to ensure energy and resource supplies and maintain the overall stability of the financial market.

Work should be done to ensure people's livelihoods, with priority given to the basic needs of people facing various difficulties, and to college graduates and other key groups as they seek employment, he said.

Xi said he hopes the non-CPC personages will correctly understand the current economic situation and reach a united and upbeat political consensus so as to withstand the tests posed by future risks.

The non-CPC personages should give full play to their own advantages to contribute to sustained and healthy economic and social development, and rally strength and build solidarity to create a sound environment for the upcoming 20th CPC National Congress, Xi said.
