新華社北京9月6日電 中共中央總書記、國(guó)家主席、中央軍委主席、中央全面深化改革委員會(huì)主任習(xí)近平9月6日下午主持召開中央全面深化改革委員會(huì)第二十七次會(huì)議，審議通過了《關(guān)于健全社會(huì)主義市場(chǎng)經(jīng)濟(jì)條件下關(guān)鍵核心技術(shù)攻關(guān)新型舉國(guó)體制的意見》、《關(guān)于深化院士制度改革的若干意見》、《關(guān)于全面加強(qiáng)資源節(jié)約工作的意見》、《關(guān)于深化農(nóng)村集體經(jīng)營(yíng)性建設(shè)用地入市試點(diǎn)工作的指導(dǎo)意見》、《關(guān)于進(jìn)一步深化改革促進(jìn)鄉(xiāng)村醫(yī)療衛(wèi)生體系健康發(fā)展的意見》。

習(xí)近平在主持會(huì)議時(shí)強(qiáng)調(diào)，要發(fā)揮我國(guó)社會(huì)主義制度能夠集中力量辦大事的顯著優(yōu)勢(shì)，強(qiáng)化黨和國(guó)家對(duì)重大科技創(chuàng)新的領(lǐng)導(dǎo)，充分發(fā)揮市場(chǎng)機(jī)制作用，圍繞國(guó)家戰(zhàn)略需求，優(yōu)化配置創(chuàng)新資源，強(qiáng)化國(guó)家戰(zhàn)略科技力量，大幅提升科技攻關(guān)體系化能力，在若干重要領(lǐng)域形成競(jìng)爭(zhēng)優(yōu)勢(shì)、贏得戰(zhàn)略主動(dòng)。要以完善制度、解決突出問題為重點(diǎn)，提高院士遴選質(zhì)量，更好發(fā)揮院士作用，讓院士稱號(hào)進(jìn)一步回歸榮譽(yù)性、學(xué)術(shù)性。要完整、準(zhǔn)確、全面貫徹新發(fā)展理念，堅(jiān)持把節(jié)約資源貫穿于經(jīng)濟(jì)社會(huì)發(fā)展全過程、各領(lǐng)域，推進(jìn)資源總量管理、科學(xué)配置、全面節(jié)約、循環(huán)利用，提高能源、水、糧食、土地、礦產(chǎn)、原材料等資源利用效率，加快資源利用方式根本轉(zhuǎn)變。要深化農(nóng)村集體經(jīng)營(yíng)性建設(shè)用地入市試點(diǎn)工作，嚴(yán)格條件、規(guī)范程序，探索解決改革中的深層次問題。要健全適應(yīng)鄉(xiāng)村特點(diǎn)、優(yōu)質(zhì)高效的鄉(xiāng)村醫(yī)療衛(wèi)生體系，讓廣大農(nóng)民群眾能夠就近獲得更加公平可及、系統(tǒng)連續(xù)的醫(yī)療衛(wèi)生服務(wù)。

會(huì)議指出，健全關(guān)鍵核心技術(shù)攻關(guān)新型舉國(guó)體制，要把政府、市場(chǎng)、社會(huì)有機(jī)結(jié)合起來，科學(xué)統(tǒng)籌、集中力量、優(yōu)化機(jī)制、協(xié)同攻關(guān)。要加強(qiáng)戰(zhàn)略謀劃和系統(tǒng)布局，堅(jiān)持國(guó)家戰(zhàn)略目標(biāo)導(dǎo)向，瞄準(zhǔn)事關(guān)我國(guó)產(chǎn)業(yè)、經(jīng)濟(jì)和國(guó)家安全的若干重點(diǎn)領(lǐng)域及重大任務(wù)，明確主攻方向和核心技術(shù)突破口，重點(diǎn)研發(fā)具有先發(fā)優(yōu)勢(shì)的關(guān)鍵技術(shù)和引領(lǐng)未來發(fā)展的基礎(chǔ)前沿技術(shù)。要加強(qiáng)黨中央集中統(tǒng)一領(lǐng)導(dǎo)，建立權(quán)威的決策指揮體系。要構(gòu)建協(xié)同攻關(guān)的組織運(yùn)行機(jī)制，高效配置科技力量和創(chuàng)新資源，強(qiáng)化跨領(lǐng)域跨學(xué)科協(xié)同攻關(guān)，形成關(guān)鍵核心技術(shù)攻關(guān)強(qiáng)大合力。要推動(dòng)有效市場(chǎng)和有為政府更好結(jié)合，強(qiáng)化企業(yè)技術(shù)創(chuàng)新主體地位，加快轉(zhuǎn)變政府科技管理職能，營(yíng)造良好創(chuàng)新生態(tài)，激發(fā)創(chuàng)新主體活力。

會(huì)議強(qiáng)調(diào)，院士是我國(guó)科學(xué)技術(shù)方面和工程科技領(lǐng)域的最高榮譽(yù)稱號(hào)，兩院院士是推進(jìn)高水平科技自立自強(qiáng)的重要力量。黨的十八大以來，我們推動(dòng)完善院士遴選評(píng)審機(jī)制、優(yōu)化學(xué)科布局、實(shí)行退休退出制度、加強(qiáng)學(xué)風(fēng)作風(fēng)建設(shè)，院士制度不斷完善。要注重在重大科學(xué)研究和國(guó)家重大工程中選拔院士，以重大貢獻(xiàn)、學(xué)術(shù)水平、道德操守為準(zhǔn)繩，防止增選中的不正之風(fēng)。要加強(qiáng)引導(dǎo)規(guī)范，鼓勵(lì)和支持院士專心致志開展科研工作，強(qiáng)化作風(fēng)學(xué)風(fēng)建設(shè)，排除非學(xué)術(shù)性因素干擾。要嚴(yán)格監(jiān)督管理，強(qiáng)化院士科研倫理和學(xué)術(shù)規(guī)范責(zé)任，營(yíng)造良好學(xué)術(shù)和科研環(huán)境。廣大院士要提高政治站位，增強(qiáng)責(zé)任意識(shí)，在主動(dòng)承擔(dān)國(guó)家急難險(xiǎn)重科研任務(wù)、解決重大原創(chuàng)科學(xué)問題、以身作則凈化學(xué)術(shù)環(huán)境、培養(yǎng)青年科研人才等方面發(fā)揮好表率作用。

會(huì)議指出，節(jié)約資源是我國(guó)的基本國(guó)策，是維護(hù)國(guó)家資源安全、推進(jìn)生態(tài)文明建設(shè)、推動(dòng)高質(zhì)量發(fā)展的一項(xiàng)重大任務(wù)。黨的十八大以來，我們部署實(shí)施全面節(jié)約戰(zhàn)略，大幅降低能源、水、土地利用強(qiáng)度，大力發(fā)展循環(huán)經(jīng)濟(jì)，在全社會(huì)倡導(dǎo)厲行節(jié)約、反對(duì)浪費(fèi)，推動(dòng)資源節(jié)約集約高效利用，取得積極成效。要突出抓好能源、工業(yè)、建筑、交通等重點(diǎn)領(lǐng)域資源節(jié)約，發(fā)揮科技創(chuàng)新支撐作用，促進(jìn)生產(chǎn)領(lǐng)域節(jié)能降碳。要增強(qiáng)全民節(jié)約意識(shí)，推行簡(jiǎn)約適度、綠色低碳的生活方式，反對(duì)奢侈浪費(fèi)和過度消費(fèi)，努力形成全民崇尚節(jié)約的濃厚氛圍。要綜合運(yùn)用好市場(chǎng)化、法治化手段，加快建立體現(xiàn)資源稀缺程度、生態(tài)損害成本、環(huán)境污染代價(jià)的資源價(jià)格形成機(jī)制，不斷完善和逐步提高重點(diǎn)產(chǎn)業(yè)、重點(diǎn)產(chǎn)品的能耗、水耗、物耗標(biāo)準(zhǔn)，促進(jìn)資源科學(xué)配置和節(jié)約高效利用。要處理好利用和節(jié)約、開發(fā)和保護(hù)、整體和局部、短期和長(zhǎng)期的關(guān)系，既要堅(jiān)持底線思維，從嚴(yán)監(jiān)督管理，防范化解重大資源風(fēng)險(xiǎn)，也要考慮經(jīng)濟(jì)社會(huì)發(fā)展現(xiàn)實(shí)需要。

會(huì)議強(qiáng)調(diào)，推進(jìn)農(nóng)村集體經(jīng)營(yíng)性建設(shè)用地入市改革，事關(guān)農(nóng)民切身利益，涉及各方面利益重大調(diào)整，必須審慎穩(wěn)妥推進(jìn)。試點(diǎn)縣（市、區(qū)）數(shù)量要穩(wěn)妥可控。要堅(jiān)持同地同權(quán)同責(zé)，在符合規(guī)劃、用途管制和依法取得前提下，推進(jìn)農(nóng)村集體經(jīng)營(yíng)性建設(shè)用地與國(guó)有建設(shè)用地同等入市、同權(quán)同價(jià)，在城鄉(xiāng)統(tǒng)一的建設(shè)用地市場(chǎng)中交易，適用相同規(guī)則，接受市場(chǎng)監(jiān)管。要堅(jiān)持節(jié)約集約用地，堅(jiān)持先規(guī)劃后建設(shè)，合理布局各用途土地。要嚴(yán)守土地公有制性質(zhì)不改變、耕地紅線不突破、農(nóng)民利益不受損，落實(shí)永久基本農(nóng)田、生態(tài)保護(hù)紅線、城鎮(zhèn)開發(fā)邊界等空間管控要求。

會(huì)議指出，黨的十八大以來，黨中央高度重視和加強(qiáng)鄉(xiāng)村醫(yī)療衛(wèi)生體系建設(shè)，從完善基礎(chǔ)設(shè)施條件、人員隊(duì)伍建設(shè)、機(jī)構(gòu)運(yùn)行機(jī)制等方面采取一系列舉措，持續(xù)提升鄉(xiāng)村醫(yī)療衛(wèi)生服務(wù)能力，基本實(shí)現(xiàn)了農(nóng)民群眾公平享有基本醫(yī)療衛(wèi)生服務(wù)。要重點(diǎn)強(qiáng)化縣域內(nèi)醫(yī)療衛(wèi)生資源統(tǒng)籌和布局優(yōu)化，合理配置鄉(xiāng)村醫(yī)療資源。要加強(qiáng)人才培養(yǎng)和引進(jìn)，統(tǒng)籌解決好鄉(xiāng)村醫(yī)生薪酬分配和待遇保障問題，打造一支專業(yè)化、規(guī)范化的鄉(xiāng)村醫(yī)生隊(duì)伍。要提高農(nóng)村地區(qū)醫(yī)療保障水平，強(qiáng)化鄉(xiāng)村醫(yī)療衛(wèi)生服務(wù)體系功能，加強(qiáng)疾病預(yù)防控制能力建設(shè)，加快構(gòu)建起強(qiáng)大的公共衛(wèi)生體系，為維護(hù)人民健康提供有力保障。

Xi stresses improving system for achieving breakthroughs in core technologies in key fields

President Xi Jinping on Tuesday stressed improving a new system for mobilizing the resources nationwide to achieve breakthroughs in core technologies in key fields and comprehensively strengthening efforts to conserve resources.

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks while presiding over the 27th meeting of the Central Commission for Comprehensively Deepening Reform.

At the meeting, the commission reviewed and adopted the guideline on improving a new system for mobilizing the resources nationwide to achieve breakthroughs in core technologies in key fields under the socialist market economy, the guideline on deepening reforms of the academician system, the guideline on strengthening resource conservation, the guideline on deepening the pilot of the marketization of rural collective land designated for business-related construction, and the guideline on deepening reform to promote the healthy development of the rural medical and health care system.

Xi, also head of the commission, said the country should leverage the marked advantages of socialism which has the ability to mobilize resources to accomplish major initiatives, strengthen the leadership of the CPC and the government on major scientific and technological innovation, and give full play to the role of the market.

China should optimize the allocation of innovation resources based on the country's strategic needs, strengthen the country's strategic scientific and technological strength, greatly improve the systematic ability to tackle key scientific and technological problems, and cultivate competitive advantages and seize the strategic initiative in a number of important areas, Xi said.

He also stressed efforts to deepen reforms to give better play to the role of academicians.

The country should improve the efficient use of resources, including energy, water, grain, land, minerals and raw materials, and expedite the fundamental transformation of resource utilization approaches, Xi said.

Regarding rural affairs, Xi stressed efforts to promote the pilot program for the marketization of rural collective land designated for business-related construction, and foster a rural medical and health care system that is highly efficient and adapted to rural characteristics.

Li Keqiang, Wang Huning and Han Zheng, members of the Standing Committee of the Political Bureau of the CPC Central Committee and deputy heads of the commission, attended the meeting.

The meeting called for advancing researches on key technologies with first-mover advantages, and on basic cutting-edge technologies that will lead future development.

Efforts should be made to strengthen enterprises' dominant position in technological innovation and accelerate the transformation of the function of government in science and technology management.

The meeting underscored promoting simple, green and low-carbon lifestyles, and opposed extravagance and excessive consumption.

It urged stepping up the establishment of a resource pricing mechanism that reflects the degree of resource scarcity, the cost of ecological damage and the cost of environmental pollution. The scientific allocation and efficient utilization of resources should be promoted.

The reform of the marketization of rural collective land designated for business-related construction must be carried out prudently and steadily, the meeting said.
