12月7日，國(guó)務(wù)院聯(lián)防聯(lián)控機(jī)制綜合組公布進(jìn)一步優(yōu)化落實(shí)疫情防控措施“新十條”?！靶率畻l”明確，具備居家隔離條件的的無(wú)癥狀感染者和輕型病例可居家隔離，也可自愿選擇集中隔離收治。除養(yǎng)老院、福利院、醫(yī)療機(jī)構(gòu)、托幼機(jī)構(gòu)、中小學(xué)等特殊場(chǎng)所外，不要求提供核酸檢測(cè)陰性證明，不查驗(yàn)健康碼；不再對(duì)跨地區(qū)流動(dòng)人員查驗(yàn)核酸檢測(cè)陰性證明和健康碼，不再開展落地檢。

In most cases, asymptomatic and mild cases can be isolated at home when home-based protocols are met. They can also voluntarily opt to stay in centralized quarantine facilities. Public places should no longer require proof of negative nucleic acid testing results or check digital health codes of visitors except for elderly care and social welfare centers, medical facilities, nursery care centers and primary and middle schools. Cross-regional travellers are also waived from these requirements and are no longer required to take a test upon arrival. The changes were laid out in a circular, known as the "10 new measures", released by the State Council's Joint Prevention and Control Mechanism on Dec 7.

近三年來，我國(guó)先后印發(fā)九版防控方案和診療方案，出臺(tái)二十條優(yōu)化措施和進(jìn)一步的優(yōu)化措施，以戰(zhàn)略的穩(wěn)定性、措施的靈活性有效應(yīng)對(duì)了疫情形勢(shì)的不確定性。

近三年來，我國(guó)擁有了有效的診療技術(shù)和藥物，醫(yī)療救治、病原檢測(cè)、流行病學(xué)調(diào)查等能力持續(xù)提升，疫苗研發(fā)和接種取得積極進(jìn)展，全人群疫苗完全接種率超過90%，群眾的健康意識(shí)和健康素養(yǎng)明顯提升。

新制定的十條優(yōu)化措施，對(duì)群眾關(guān)心的核酸檢測(cè)，陽(yáng)性感染者、密切接觸者管理，高風(fēng)險(xiǎn)區(qū)劃定封控，老年人疫苗接種和群眾就醫(yī)用藥保障，以及學(xué)校疫情防控和涉疫安全保障等防控工作作出進(jìn)一步優(yōu)化。

“新十條”是疫情防控政策朝著更加精準(zhǔn)、更加科學(xué)的方向邁出的重要一步。有專家指出，奧密克戎變異株及其進(jìn)化分支的流行使得繼續(xù)保持此前的防疫政策成本過高，收效甚微，因此我們需要對(duì)防疫政策不斷調(diào)整和優(yōu)化，把緊缺的醫(yī)療資源更多投向需要的人群，重點(diǎn)關(guān)注脆弱人群。
