各位代表：

這次大會選舉我繼續(xù)擔任中華人民共和國主席，我對各位代表和全國各族人民的信任，表示衷心感謝！

這是我第三次擔任國家主席這一崇高職務。人民的信任，是我前進的最大動力，也是我肩上沉甸甸的責任。我將忠實履行憲法賦予的職責，以國家需要為使命，以人民利益為準繩，恪盡職守，竭誠奉獻，絕不辜負各位代表和全國各族人民的重托！

各位代表！

具有五千多年文明史的中華民族，在歷史上創(chuàng)造了無數(shù)輝煌，也經(jīng)歷過許多磨難。近代以后，中國逐步成為半殖民地半封建社會，飽受列強欺凌、四分五裂、戰(zhàn)亂頻繁、生靈涂炭之苦。中國共產(chǎn)黨成立之后，緊緊團結帶領全國各族人民，經(jīng)過百年奮斗，洗雪民族恥辱，中國人民成為自己命運的主人，中華民族迎來了從站起來、富起來到強起來的偉大飛躍，中華民族偉大復興進入了不可逆轉的歷史進程。

從現(xiàn)在起到本世紀中葉，全面建成社會主義現(xiàn)代化強國、全面推進中華民族偉大復興，是全黨全國人民的中心任務。強國建設、民族復興的接力棒，歷史地落在我們這一代人身上。我們要按照黨的二十大的戰(zhàn)略部署，堅持統(tǒng)籌推進“五位一體”總體布局、協(xié)調(diào)推進“四個全面”戰(zhàn)略布局，加快推進中國式現(xiàn)代化建設，團結奮斗，開拓創(chuàng)新，在新征程上作出無負時代、無負歷史、無負人民的業(yè)績，為推進強國建設、民族復興作出我們這一代人的應有貢獻！

各位代表！

在強國建設、民族復興的新征程，我們要堅定不移推動高質(zhì)量發(fā)展。要完整、準確、全面貫徹新發(fā)展理念，加快構建新發(fā)展格局，深入實施科教興國戰(zhàn)略、人才強國戰(zhàn)略、創(chuàng)新驅動發(fā)展戰(zhàn)略，著力提升科技自立自強能力，推動產(chǎn)業(yè)轉型升級，推動城鄉(xiāng)區(qū)域協(xié)調(diào)發(fā)展，推動經(jīng)濟社會發(fā)展綠色化、低碳化，推動經(jīng)濟實現(xiàn)質(zhì)的有效提升和量的合理增長，不斷壯大我國經(jīng)濟實力、科技實力、綜合國力。

我們要始終堅持人民至上。全面建成社會主義現(xiàn)代化強國，人民是決定性力量。要積極發(fā)展全過程人民民主，堅持黨的領導、人民當家作主、依法治國有機統(tǒng)一，健全人民當家作主制度體系，實現(xiàn)人民意志，保障人民權益，充分激發(fā)全體人民的積極性主動性創(chuàng)造性。要貫徹以人民為中心的發(fā)展思想，完善分配制度，健全社會保障體系，強化基本公共服務，兜牢民生底線，解決好人民群眾急難愁盼問題，讓現(xiàn)代化建設成果更多更公平惠及全體人民，在推進全體人民共同富裕上不斷取得更為明顯的實質(zhì)性進展。要不斷鞏固發(fā)展全國各族人民大團結、海內(nèi)外中華兒女大團結，充分調(diào)動一切積極因素，凝聚起強國建設、民族復興的磅礴力量。

我們要更好統(tǒng)籌發(fā)展和安全。安全是發(fā)展的基礎，穩(wěn)定是強盛的前提。要貫徹總體國家安全觀，健全國家安全體系，增強維護國家安全能力，提高公共安全治理水平，完善社會治理體系，以新安全格局保障新發(fā)展格局。要全面推進國防和軍隊現(xiàn)代化建設，把人民軍隊建設成為有效維護國家主權、安全、發(fā)展利益的鋼鐵長城。

我們要扎實推進“一國兩制”實踐和祖國統(tǒng)一大業(yè)。推進強國建設，離不開香港、澳門長期繁榮穩(wěn)定。要全面準確、堅定不移貫徹“一國兩制”、“港人治港”、“澳人治澳”、高度自治的方針，堅持依法治港治澳，支持香港、澳門特別行政區(qū)發(fā)展經(jīng)濟、改善民生，更好融入國家發(fā)展大局。實現(xiàn)祖國完全統(tǒng)一是全體中華兒女的共同愿望，是民族復興的題中之義。要貫徹新時代黨解決臺灣問題的總體方略，堅持一個中國原則和“九二共識”，積極促進兩岸關系和平發(fā)展，堅決反對外部勢力干涉和“臺獨”分裂活動，堅定不移推進祖國統(tǒng)一進程。

我們要努力推動構建人類命運共同體。中國的發(fā)展惠及世界，中國的發(fā)展離不開世界。我們要扎實推進高水平對外開放，既用好全球市場和資源發(fā)展自己，又推動世界共同發(fā)展。我們要高舉和平、發(fā)展、合作、共贏旗幟，始終站在歷史正確一邊，踐行真正的多邊主義，踐行全人類共同價值，積極參與全球治理體系改革和建設，推動建設開放型世界經(jīng)濟，推動落實全球發(fā)展倡議、全球安全倡議，為世界和平發(fā)展增加更多穩(wěn)定性和正能量，為我國發(fā)展營造良好國際環(huán)境。

各位代表！

治國必先治黨，黨興才能國強。推進強國建設，必須堅持中國共產(chǎn)黨領導和黨中央集中統(tǒng)一領導，切實加強黨的建設。要時刻保持解決大黨獨有難題的清醒和堅定，勇于自我革命，一刻不停全面從嚴治黨，堅定不移反對腐敗，始終保持黨的團結統(tǒng)一，確保黨永遠不變質(zhì)、不變色、不變味，為強國建設、民族復興提供堅強保證。

各位代表！

強國建設、民族復興的宏偉目標令人鼓舞，催人奮進。我們要只爭朝夕，堅定歷史自信，增強歷史主動，堅持守正創(chuàng)新，保持戰(zhàn)略定力，發(fā)揚斗爭精神，勇于攻堅克難，不斷為強國建設、民族復興偉業(yè)添磚加瓦、增光添彩！

Xi pools mighty force for building great country, national rejuvenation

Chinese President Xi Jinping on Monday called for forming a mighty force for building a great modern socialist country and advancing national rejuvenation as the curtains closed on the annual "two sessions," which started a new chapter of Chinese modernization with a competent leadership and detailed policies.

From this day forward to the mid-21st century, the central task of the entire Communist Party of China (CPC) and all Chinese people will be to build China into a great modern socialist country in all respects and to advance the rejuvenation of the Chinese nation on all fronts, said Xi, also general secretary of the CPC Central Committee and chairman of the Central Military Commission (CMC), while addressing the closing meeting of the first session of the 14th National People's Congress (NPC), the national legislature.
"The relay baton of building a great modern socialist country and advancing national rejuvenation has been historically passed on to our generation," said Xi, who was unanimously elected Chinese president and chairman of the CMC of the People's Republic of China Friday at the session.
Xi stressed accelerating Chinese modernization in accordance with the strategic decisions made at the 20th CPC National Congress.
"The people's trust is the biggest motivation that drives me to march on and a great responsibility I shoulder," Xi said. "I will faithfully fulfill my responsibilities bestowed by the Constitution, with the nation's needs as my mission and the people's interests my yardstick."
Xi pledged to perform his duty scrupulously, do his utmost, and prove worthy of the trust of all NPC deputies and the Chinese people of all ethnic groups.
On the new journey ahead, China will unswervingly advance high-quality development, Xi said.
The country should fully and faithfully apply the new development philosophy on all fronts and accelerate efforts to create a new pattern of development, he noted.
Xi called for fully implementing the strategy for invigorating China through science and education, the workforce development strategy and the innovation-driven development strategy.
China should work to achieve greater self-reliance and strength in science and technology, promote industrial transformation and upgrading, advance coordinated urban-rural and regional development, and foster green and low-carbon economic and social development, Xi said.
Efforts should be made to effectively upgrade and appropriately expand the economy, and continuously increase the country's economic strength, scientific and technological capabilities and composite national strength, he said.
Emphasizing putting the people first on the new journey, Xi said the people are the decisive force in building China into a great modern socialist country in all respects.
Xi urged efforts to actively develop whole-process people's democracy, and to uphold the unity of the leadership of the CPC, the running of the country by the people, and law-based governance.
He said a people-centered philosophy of development must be implemented so that the gains of modernization will benefit all people fairly, and that more notable and substantive progress will be made in promoting prosperity for all.
Xi also stressed strengthening and expanding the great unity of the Chinese people of all ethnic groups and the great unity of all the sons and daughters of the Chinese nation at home and abroad.
"By doing so, we will mobilize all favorable factors and form a mighty force that will facilitate the building of a great modern socialist country and the advancement of national rejuvenation," Xi said.

Stressing better coordinating development and security, Xi said security is the bedrock of development, while stability is a prerequisite for prosperity.
Xi underscored the need to pursue a holistic approach to national security, improve the national security system, strengthen China's capacity for safeguarding national security, enhance public safety governance, improve the social governance system, and safeguard China's new development pattern with a new security architecture.
Xi demanded efforts to advance the modernization of national defense and armed forces on all fronts, and build the people's armed forces into a "Great Wall of steel" that is capable of effectively safeguarding national sovereignty, security and development interests.
Xi also stressed solid efforts in advancing the practice of "one country, two systems" and the cause of national reunification.
He stressed the need to fully, faithfully and resolutely implement the policy of "one country, two systems," under which the people of Hong Kong administer Hong Kong and the people of Macao administer Macao, both with a high degree of autonomy.
Xi underscored the importance of remaining committed to law-based governance in Hong Kong and Macao, and supporting the Hong Kong Special Administrative Region (SAR) and the Macao SAR in growing their economies, improving their people's lives, and better integrating themselves into the country's overall development.
He stressed adhering to the one-China principle and the 1992 Consensus, actively promoting the peaceful development of cross-Strait relations, resolutely opposing external interference and "Taiwan independence" separatist activities, and firmly advancing the process of national reunification.
Pledging efforts to promote the building of a community with a shared future for humanity, Xi said China's development benefits the world and China cannot develop in isolation from the rest of the world.
Stressing that China will make concrete efforts to advance high-standard opening up, Xi said the country will not only leverage global markets and resources for its own development, but also promote the development of the whole world.
"We will be dedicated to peace, development, cooperation, and mutual benefit, stand firmly on the right side of history, practice true multilateralism, and uphold the shared values of humanity," Xi said.
He added that China will play an active part in the reform and development of the global governance system, contribute its share to building an open world economy, advance the implementation of the Global Development Initiative and the Global Security Initiative, add more stability and positive energy to the peaceful development of the world, and foster a favorable international environment for China's development.
Xi stressed upholding the leadership of the CPC and the centralized, unified leadership of the CPC Central Committee.
It is important to stay alert and determined to tackle the special challenges that a large party like the CPC faces, Xi said.
He underlined the importance of always having the courage to carry out self-reform, conducting full and rigorous Party self-governance unceasingly, and fighting corruption resolutely.
Efforts are needed to always maintain the Party's solidarity and unity, and ensure that the CPC will never change its nature, its conviction, or its character, so as to provide a firm guarantee for building China into a great modern socialist country and realizing national rejuvenation, he added.
