以自貿(mào)試驗(yàn)區(qū)建設(shè)十周年為契機(jī)，商務(wù)部會(huì)同有關(guān)地方、部門制定《自貿(mào)試驗(yàn)區(qū)重點(diǎn)工作清單（2023—2025年）》（以下簡稱《工作清單》）。

The Ministry of Commerce has issued a priority list for pilot free trade zones (FTZs) during the 2023-2025 period as the country marks the 10th anniversary of its pilot FTZ construction.

【知識(shí)點(diǎn)】

自2013年9月份上海自貿(mào)試驗(yàn)區(qū)正式設(shè)立以來，我國自貿(mào)試驗(yàn)區(qū)建設(shè)已迎來第十個(gè)年頭。十年來，我國自貿(mào)試驗(yàn)區(qū)從“1”擴(kuò)容到“21”，形成278項(xiàng)制度創(chuàng)新成果并復(fù)制推廣，外資準(zhǔn)入負(fù)面清單條目從190項(xiàng)減至27項(xiàng)。作為改革開放的試驗(yàn)田，自貿(mào)試驗(yàn)區(qū)建設(shè)通過制度創(chuàng)新為我國高水平開放和高質(zhì)量發(fā)展提供了一大批可復(fù)制可推廣的經(jīng)驗(yàn)；同時(shí)，作為區(qū)域經(jīng)濟(jì)發(fā)展的“增長極”，其在穩(wěn)外資穩(wěn)外貿(mào)和推動(dòng)各地產(chǎn)業(yè)轉(zhuǎn)型升級(jí)中發(fā)揮了生力軍作用。

今年是全國自貿(mào)試驗(yàn)區(qū)建設(shè)十周年。為加快實(shí)施自貿(mào)試驗(yàn)區(qū)提升戰(zhàn)略，推動(dòng)高質(zhì)量發(fā)展，商務(wù)部會(huì)同有關(guān)地方、部門制定《工作清單》?！豆ぷ髑鍐巍访鞔_2023—2025年相關(guān)自貿(mào)試驗(yàn)區(qū)擬自主推進(jìn)實(shí)施164項(xiàng)重點(diǎn)工作，每個(gè)自貿(mào)試驗(yàn)區(qū)的重點(diǎn)工作7—10項(xiàng)，包括重大制度創(chuàng)新、重點(diǎn)發(fā)展產(chǎn)業(yè)、重要平臺(tái)建設(shè)及重大項(xiàng)目活動(dòng)等?！豆ぷ髑鍐巍穼⒃谝韵?個(gè)方面發(fā)揮作用：一是加強(qiáng)分類指導(dǎo)；二是促進(jìn)改革創(chuàng)新；三是強(qiáng)化系統(tǒng)集成。

中國將推動(dòng)各國各方共享制度型開放機(jī)遇，穩(wěn)步擴(kuò)大規(guī)則、規(guī)制、管理、標(biāo)準(zhǔn)等制度型開放，實(shí)施好新版《鼓勵(lì)外商投資產(chǎn)業(yè)目錄》，深化國家服務(wù)業(yè)擴(kuò)大開放綜合示范區(qū)建設(shè)；實(shí)施自由貿(mào)易試驗(yàn)區(qū)提升戰(zhàn)略，加快建設(shè)海南自由貿(mào)易港，發(fā)揮好改革開放綜合試驗(yàn)平臺(tái)作用。

China will work with all countries and all parties to share the opportunities from its institutional opening-up. We will steadily expand institutional opening-up with regard to rules, regulations, management and standards, put into full effect the new Catalogue of Encouraged Industries for Foreign Investment, and further develop the national integrated demonstration zone for greater openness in the service sector. We will implement the strategy to upgrade pilot free trade areas, accelerate the Hainan Free Trade Port development, and tap into their role as pilot platforms for comprehensive reform and opening-up.
