8月9日，財政部、水利部緊急預(yù)撥10億元，對國家蓄滯洪區(qū)運用期間民眾的水毀損失予以補償。近日，受臺風“杜蘇芮”影響，海河流域遭遇嚴重洪澇災(zāi)害。天津、河北、河南先后啟用了海河流域8個國家蓄滯洪區(qū)。

China has earmarked 1 billion yuan to offset losses in areas in the Haihe River Basin inundated recently for flood storage purposes, according to the Ministry of Finance and the Ministry of Water Resources on Wednesday. The Haihe River Basin suffered floods caused by rainstorms brought by Typhoon Doksuri in recent days, and eight national flood storage areas, located in Tianjin, Hebei and Henan, respectively, were put into use.

蓄滯洪區(qū)是我國流域防洪減災(zāi)體系的重要組成部分，在防御歷次流域大洪水中都發(fā)揮了不可替代的作用，基本保障了江河中下游重要城市和重要防洪地區(qū)的安全。1997年制定的《中華人民共和國防洪法》明確了國家如果運用蓄滯洪區(qū)的話要給予補償。2000年推出的《蓄滯洪區(qū)運用補償暫行辦法》對補償標準也有詳細的說明。

近日，受臺風“杜蘇芮”影響，海河流域遭遇嚴重洪澇災(zāi)害。天津、河北、河南先后啟用了海河流域8個國家蓄滯洪區(qū)，蓄洪18.47億立方米，有效減輕了下游地區(qū)防洪壓力。

8月9日，財政部、水利部緊急預(yù)撥10億元，對國家蓄滯洪區(qū)運用期間民眾的農(nóng)作物、專業(yè)養(yǎng)殖、經(jīng)濟林、住房、家庭農(nóng)業(yè)生產(chǎn)機械等水毀損失予以補償，幫助受災(zāi)民眾盡快恢復(fù)正常生產(chǎn)生活秩序。
