為支持多渠道靈活就業(yè)，1月8日，人力資源和社會保障部發(fā)布《關(guān)于加強(qiáng)零工市場規(guī)范化建設(shè)的通知》（以下簡稱“通知”），要求各地零工市場將重點(diǎn)提供靈活就業(yè)崗位供求信息撮合、職業(yè)指導(dǎo)、就業(yè)技能培訓(xùn)等服務(wù)。

The Chinese Ministry of Human Resources and Social Security (MOHRSS) issued a circular on January 8, aiming at bolstering flexible and informal employment. The MOHRSS urged odd-jobs markets to match supply and demand concerning flexible and informal jobs, and provide training to improve the employability and entrepreneurial skills of job seekers.

零工市場是向靈活就業(yè)人員與用工主體提供就業(yè)服務(wù)的重要載體，對健全就業(yè)服務(wù)體系、優(yōu)化人力資源配置、拓寬就業(yè)渠道具有重要作用。

根據(jù)人力資源和社會保障部發(fā)布的《關(guān)于加強(qiáng)零工市場規(guī)范化建設(shè)的通知》，各地要將零工市場納入就業(yè)公共服務(wù)體系建設(shè)工作，整體謀劃、統(tǒng)籌推進(jìn)；要堅(jiān)持公益性，對所有靈活就業(yè)人員免費(fèi)提供規(guī)范可持續(xù)的基本就業(yè)公共服務(wù)。

通知同時提出，要堅(jiān)持普惠性，面向社會開放，擴(kuò)大城鄉(xiāng)服務(wù)覆蓋范圍，提高零工市場服務(wù)均等化和可及性；要堅(jiān)持靈活性，充分發(fā)揮靈活、快速服務(wù)優(yōu)勢，適應(yīng)靈活就業(yè)人員求職需求和特點(diǎn)，提供多樣化服務(wù)；要堅(jiān)持兜底性，大力挖掘適合大齡和就業(yè)困難勞動者的就業(yè)崗位，兜底幫扶勞動者實(shí)現(xiàn)就業(yè)增收。

下一步，通知明確了將從服務(wù)功能、建設(shè)布局、運(yùn)行模式、信息分析、服務(wù)能力等方面重點(diǎn)發(fā)力，全方位加強(qiáng)零工市場規(guī)范化建設(shè)。
