國家醫(yī)保局、教育部、國家衛(wèi)生健康委等部門3月2日發(fā)布通知，開展兒童參加基本醫(yī)療保險(xiǎn)專項(xiàng)行動，保障兒童參保權(quán)益，維護(hù)兒童健康。通知明確提出力爭到2024年底，80%以上新生兒在出生當(dāng)年參保。

Chinese authorities on March 2 released a circular on the launch of a campaign to expand basic medical insurance coverage for children, aiming to safeguard the rights, interests and health of children in the country. The circular, issued by the National Healthcare Security Administration, the Ministry of Education and the National Health Commission, sets the goal that by the end of 2024, over 80 percent of newborns are covered by national basic medical insurance in the year of birth.

在優(yōu)化新生兒參保流程層面，通知要求各地落實(shí)“出生一件事”集成化辦理，對尚未落實(shí)的地區(qū)，醫(yī)保、衛(wèi)生健康等部門應(yīng)加強(qiáng)信息共享，及時做好新生兒參保工作。新生兒原則上在出生后90天內(nèi)按規(guī)定參保繳費(fèi)，自出生之日起所發(fā)生的符合規(guī)定的醫(yī)療費(fèi)用均可納入醫(yī)保報(bào)銷范圍。

同時，鼓勵地方探索憑出生醫(yī)學(xué)證明辦理新生兒參保，并可通過親情賬戶或經(jīng)辦機(jī)構(gòu)為其辦理醫(yī)保碼，在出生后180天內(nèi)均可憑醫(yī)保碼在定點(diǎn)醫(yī)療機(jī)構(gòu)直接就醫(yī)結(jié)算。醫(yī)保部門指導(dǎo)新生兒父母在為新生兒辦理落戶后，要及時更新新生兒參保信息。

全國已有湖南、浙江、福建、云南、江西等20多個?。▍^(qū)、市）開展了“出生一件事”試點(diǎn)工作，上海市還將推動長三角區(qū)域“出生一件事”跨省通辦，新生兒可憑戶籍或出生醫(yī)學(xué)證明辦理醫(yī)保參保，生育醫(yī)療費(fèi)用可“一站式”報(bào)銷，不需要到多個部門跑腿、多次提交材料。

促進(jìn)多層次醫(yī)療保障有序銜接，完善大病保險(xiǎn)和醫(yī)療救助制度，落實(shí)異地就醫(yī)結(jié)算，建立長期護(hù)理保險(xiǎn)制度，積極發(fā)展商業(yè)醫(yī)療保險(xiǎn)。

We will promote the orderly linking up of medical insurance programs at different levels, improve major disease insurance and medical assistance schemes, and see that medical expenses are settled where they are incurred. We will institute an insurance system to support long-term care and vigorously develop commercial medical insurance.
