國家發(fā)展改革委發(fā)布的方案提出，2024年，發(fā)布70項碳核算、碳足跡、碳減排、能效能耗、碳捕集利用與封存等國家標(biāo)準(zhǔn)，基本實現(xiàn)重點行業(yè)企業(yè)碳排放核算標(biāo)準(zhǔn)全覆蓋；2025年，面向企業(yè)、項目、產(chǎn)品的三位一體碳排放核算和評價標(biāo)準(zhǔn)體系基本形成，重點行業(yè)和產(chǎn)品能耗能效技術(shù)指標(biāo)基本達(dá)到國際先進(jìn)水平。

By the end of 2024, 70 national standards on carbon accounting, footprint, reduction, energy efficiency and consumption, as well as carbon capture, utilization and storage will be published, covering all key sectors and companies, said the plan issued by the National Development and Reform Commission. In the following year, a standardized calculation and evaluation system will be in place for businesses, projects and products, with key sectors and products meeting world-leading benchmarks for energy consumption control, according to the plan.

“雙碳”標(biāo)準(zhǔn)、計量工作是一個有機整體，兩者密不可分，互為協(xié)同，共同支撐我國碳排放雙控實施和碳定價政策體系建設(shè)。為加快推進(jìn)碳達(dá)峰碳中和標(biāo)準(zhǔn)計量工作，有效支撐我國碳排放雙控和碳定價政策體系建設(shè)，國家發(fā)展改革委等部門日前聯(lián)合印發(fā)《關(guān)于進(jìn)一步強化碳達(dá)峰碳中和標(biāo)準(zhǔn)計量體系建設(shè)行動方案（2024—2025年）》（以下簡稱《方案》）。

在“雙碳”標(biāo)準(zhǔn)方面，《方案》明確，2024年，發(fā)布70項碳核算、碳足跡、碳減排、能效能耗、碳捕集利用與封存等國家標(biāo)準(zhǔn)，基本實現(xiàn)重點行業(yè)企業(yè)碳排放核算標(biāo)準(zhǔn)全覆蓋。2025年，面向企業(yè)、項目、產(chǎn)品的三位一體碳排放核算和評價標(biāo)準(zhǔn)體系基本形成，建設(shè)100家企業(yè)和園區(qū)碳排放管理標(biāo)準(zhǔn)化試點。

在“雙碳”計量方面，《方案》要求，2025年底前，研制20項計量標(biāo)準(zhǔn)和標(biāo)準(zhǔn)物質(zhì)，開展25項關(guān)鍵計量技術(shù)研究，制定50項“雙碳”領(lǐng)域國家計量技術(shù)規(guī)范，關(guān)鍵領(lǐng)域碳計量技術(shù)取得重要突破，重點用能和碳排放單位碳計量能力基本具備。

【重要講話】

實現(xiàn)碳達(dá)峰碳中和是一場廣泛而深刻的經(jīng)濟(jì)社會系統(tǒng)性變革。立足我國能源資源稟賦，堅持先立后破，有計劃分步驟實施碳達(dá)峰行動。完善能源消耗總量和強度調(diào)控，重點控制化石能源消費，逐步轉(zhuǎn)向碳排放總量和強度“雙控”制度。推動能源清潔低碳高效利用，推進(jìn)工業(yè)、建筑、交通等領(lǐng)域清潔低碳轉(zhuǎn)型。

Reaching peak carbon emissions and achieving carbon neutrality will mean a broad and profound systemic socio-economic transformation. Based on China's energy and resource endowment, we will advance initiatives to reach peak carbon emissions in a well-planned and phased way in line with the principle of building the new before discarding the old. We will exercise better control over the amount and intensity of energy consumption, particularly of fossil fuels, and transition gradually toward controlling both the amount and intensity of carbon emissions. We will promote clean, low-carbon, and high-efficiency energy use and push forward the clean and low-carbon transition in industry, construction, transportation, and other sectors.
