The key to implementing the Comprehensive Growth Strategy is to unleash and foster the driving forces for sustained growth, and promote innovative development, integrated interests and interconnected growth of all countries.

應(yīng)對國際金融危機期間，我們通過逆周期的刺激政策，熨平經(jīng)濟波動，短期效果明顯，但這多是治標(biāo)不治本。我們必須創(chuàng)新發(fā)展理念、政策、方式，更加重視增長質(zhì)量和效益，特別是通過財稅、金融、投資、競爭、貿(mào)易、就業(yè)等領(lǐng)域的結(jié)構(gòu)改革，通過宏觀經(jīng)濟政策和社會政策的結(jié)合，讓創(chuàng)造財富的活力競相迸發(fā)，讓市場力量充分釋放，推動經(jīng)濟從周期性復(fù)蘇走向可持續(xù)性增長。
In our response to the international financial crisis, counter-cyclical stimulus policies were adopted to iron out volatility in the economy. Although such an approach produced visible short-term results, it failed to address the root cause of the problem. We must explore new thinking. policies and means of development, and pay more attention to the quality and efficiency of growth. In particular, we should carry out structural reform in fiscal policies, taxation, finance, investment, competition, trade and employment, and combine macroeconomic policies with social policies in order to generate momentum for wealth creation, release the power of the market, and push for a transition from cyclical recovery to sustainable growth.

Innovation provides the driving force for long-term global growth. A review of historical experience shows that the dynamism and creativity unleashed through institutional reform and the new industries and products enabled by the advances in science and technology have been essential for the world economy to turn the corner and recover from previous major crises.

面對當(dāng)前挑戰(zhàn)，我們應(yīng)該創(chuàng)新發(fā)展方式，挖掘增長動能。二十國集團應(yīng)該調(diào)整政策思路，做到短期政策和中長期政策并重，需求側(cè)管理和供給側(cè)改革并重。
In the face of these challenges, we should break a new path for growth and generate new growth momentum. The G20 should change its policy approach, and place equal importance on both short-term and mid-to-long term policies, on both demand-side management and supply-side reform.

今年，我們已經(jīng)就《二十國集團創(chuàng)新增長藍(lán)圖》達(dá)成共識，一致決定通過創(chuàng)新、結(jié)構(gòu)性改革、新工業(yè)革命、數(shù)字經(jīng)濟等新方式，為世界經(jīng)濟開辟新道路，拓展新邊界。 This year, we have agreed on the G20 blueprint for innovative growth, and we have made the unanimous decision to break a new path and expand new frontier for world economy to innovation, structural reform, new industrial revolution and the development of the digital economy.
