中國人民政治協(xié)商會議設(shè)全國委員會和地方委員會。凡贊成中國人民政治協(xié)商會議章程的黨派和團體，經(jīng)政協(xié)全國委員會或地方委員會的常務(wù)委員會協(xié)商同意，得參加全國委員會或地方委員會；個人經(jīng)政協(xié)全國委員會或地方委員會的常務(wù)委員會協(xié)商邀請，亦得參加全國委員會或地方委員會。參加政協(xié)的單位和個人都有遵守和履行政協(xié)章程的義務(wù)，也有聲明退出政協(xié)的自由。

All political parties and mass organizations that support the charter of the CPPCC may sit on the National Committee or local committees, upon agreement by the National Committee or local committees after deliberation. Individuals, invited by the National Committee or the standing committees of local committees, may also become members of the National Committee or local committees. Units or individuals who have joined the CPPCC have the obligation to observe and implement the charter of the CPPCC. They have the freedom to withdraw from the CPPCC.

全國委員會對地方委員會的關(guān)系和上級地方委員會對下級地方委員會的關(guān)系是指導(dǎo)關(guān)系。地方委員會對全國委員會的全國性決議，下級地方委員會對上級地方委員會的全地區(qū)性決議，有遵守和履行的義務(wù)。

Local committees have the obligation to observe and carry out national decisions adopted by the National Committee and lower level committees have the obligation to observe and carry out regional decisions adopted by the higher level committees.

全國委員會每屆任期5年，每年舉行一次全體會議。全國委員會設(shè)主席1人、副主席若干人，秘書長1人，并設(shè)立常務(wù)委員會主持會務(wù)。常務(wù)委員會由全國委員會主席、副主席、秘書長和常務(wù)委員組成，其候選人由參加政協(xié)全國委員會的各黨派、團體、各民族和各界人士協(xié)商提名，經(jīng)全國委員會全體會議選舉產(chǎn)生。全國委員會主席主持常務(wù)委員會的工作，副主席、秘書長協(xié)助主席工作。主席、副主席、秘書長組成主席會議，處理常務(wù)委員會的重要日常工作。全國委員會設(shè)副秘書長若干人，協(xié)助秘書長進行工作。
??? The National Committee serves for a term of five years and holds a plenary session once every year. The National Committee has a chairman, vice chairmen and secretary-general. Its Standing Committee presides over the work of the National Committee. The Standing Committee is composed of the chairman, vice chairmen, secretary-general and members. Candidacy of members to the Standing Committee is proposed by political parties, mass organizations, and people representing various walks of life of the CPPCC, and elected by the plenary session of the National Committee. The chairman of the National Committee presides over the work of the Standing Committee and vice chairmen and secretary-general assist the chairman in his (her) work. The meeting of the chairmen is composed of the chairman, vice chairmen and secretary-general and deals with the important aspects of the day-to-day work of the Standing Committee. The National Committee has several vice secretaries-general to assist the secretary-general in his (her) work.

全國委員會設(shè)辦公廳，在秘書長領(lǐng)導(dǎo)下進行工作；根據(jù)工作需要設(shè)若干專門委員會及其他工作機構(gòu)。專門委員會是在常務(wù)委員會和主席會議領(lǐng)導(dǎo)下，組織委員進行經(jīng)常性活動的工作機構(gòu)。各專門委員會設(shè)主任1人，副主任、委員若干人。政協(xié)全國委員會現(xiàn)設(shè)立的9個專門委員會是：提案委員會、經(jīng)濟委員會、人口資源環(huán)境委員會、教科文衛(wèi)體委員會、社會和法制委員會、民族和宗教委員會、文史資料委員會、港澳臺僑委員會、外事委員會。政協(xié)全國委員會的機關(guān)報是《人民政協(xié)報》，1983年創(chuàng)刊，現(xiàn)為周六刊，每期發(fā)行約20萬份。

The CPPCC National Committee also sets up a number of special committees and other working organs in accordance with the actual need of its work. The special committees, under the leadership of the Standing Committee and the meeting of the chairmen, organize CPPCC members to engage in regular activities. Each special committee consists of a chairman, vice chairmen and members. The CPPCC National Committee has nine special committees: the proposals handling committee, the economic affairs committee, the population, resources and environment committee, the education, science, culture, health and sports committee, the social and legal affairs committee, ethnic and religious affairs committee, the cultural and historical data committee, the Hong Kong, Macao, Taiwan and overseas Chinese liaison committee, and the foreign affairs committee. The People's Political Consultation News, established in 1983 and published in six issues a week with a circulation of 200,000 copies each issue, is the organ newspaper of the CPPCC National Committee.

??? The CPPCC is actively engaged in exchanges with foreign countries for the purpose of strengthening the friendship with people in foreign countries. It has established friendly contacts with 105 national organizations in various countries and 4 international organizations.

人民政協(xié)各級地方委員會每屆任期5年。各級地方委員會及其常務(wù)委員會的組成、產(chǎn)生辦法、職責(zé)、主要工作機構(gòu)的設(shè)置等，與全國委員會相似。
??? Local committees of the CPPCC at various levels serve a term of five years. The way of organization, responsibilities and the setup of major working bodies of local committees and their standing committees are the same as the National Committee.
