China and Brunei on Monday agreed to upgrade their relations to a strategic cooperative partnership. The two countries also pledged to be good partners featuring mutual trust in politics, mutual benefit in economy, mutual understanding in people-to-people and cultural exchanges, and mutual assistance in multilateral affairs.
中國和文萊一致決定建立戰(zhàn)略合作伙伴關(guān)系，做政治互信、經(jīng)濟(jì)互利、人文互通、多邊互助的好伙伴。

習(xí)近平強(qiáng)調(diào)，雙方要密切高層交往，為兩國關(guān)系發(fā)展掌好舵（well steer the vessel of bilateral relations）。

China appreciates Brunei's firm adherence to the one-China policy and will continue to support Brunei in pursuing a development path that suits its own national conditions, Xi said.
中方贊賞文方堅(jiān)定奉行一個(gè)中國政策，將繼續(xù)支持文萊走符合自身國情的發(fā)展道路。

China sees Brunei as an important partner for cooperation in building the 21st Century Maritime Silk Road and is willing to align the Belt and Road Initiative with Brunei's Wawasan 2035, a strategy for economic diversification, in a bid to boost the mutually beneficial cooperation between the two countries, he said.
中方視文萊為建設(shè)21世紀(jì)海上絲綢之路重要合作伙伴，愿將“一帶一路”倡議同文萊經(jīng)濟(jì)多元化戰(zhàn)略“2035宏愿”相對接，做好兩國互利合作大文章。

什么是伙伴關(guān)系？

伙伴不同于同盟。同盟（alliance）的合作成員間一般簽署具有國際法意義條約，要承擔(dān)約束力強(qiáng)的責(zé)任，并針對某些目標(biāo)而合作。而“伙伴關(guān)系（partnership）”一般不簽署任何條約，彼此不受結(jié)盟條約和義務(wù)約束。中國與他國的伙伴關(guān)系一般以雙方元首聯(lián)合聲明為標(biāo)志確立。

名稱不同表明合作領(lǐng)域和關(guān)注點(diǎn)不同。簡單的說：

“全面（comprehensive）”或“全方位（all-round）”指的是合作領(lǐng)域多、范圍廣；“戰(zhàn)略（strategic）”指的是在雙邊或多邊國際事務(wù)中，在重大國際和地區(qū)問題上有交集，關(guān)系重要，領(lǐng)域高端；

“合作（cooperative/cooperation）”指的是政策相互協(xié)調(diào)、相互配合、相互支持，其中不加戰(zhàn)略修飾語的合作多指經(jīng)濟(jì)合作；

“友好（friendly）”指的是政治關(guān)系良好。

這些詞匯的排列組合構(gòu)成不同側(cè)重點(diǎn)，形容強(qiáng)調(diào)點(diǎn)不同的伙伴關(guān)系，比如：
