中共中央政治局7月30日下午就推進(jìn)軍事政策制度改革舉行第十六次集體學(xué)習(xí)。中共中央總書記習(xí)近平在主持學(xué)習(xí)時強調(diào)，軍事政策制度是我們黨治國理政的重要保障，軍事政策制度改革是對我軍的一次制度性重構(gòu)，關(guān)系實現(xiàn)黨在新時代的強軍目標(biāo)、把人民軍隊全面建成世界一流軍隊，關(guān)系實現(xiàn)“兩個一百年”奮斗目標(biāo)、實現(xiàn)中華民族偉大復(fù)興的中國夢。要強化使命擔(dān)當(dāng)，強化系統(tǒng)集成，強化創(chuàng)新突破，強化軍地合力，進(jìn)一步統(tǒng)一思想和行動，凝心聚力實施改革強軍戰(zhàn)略，把新時代強軍事業(yè)不斷推向前進(jìn)。

這次中央政治局集體學(xué)習(xí)在八一建軍節(jié)前夕舉行，習(xí)近平代表黨中央和中央軍委，向全體解放軍指戰(zhàn)員、武警部隊官兵、民兵和預(yù)備役人員致以節(jié)日的祝賀！

軍事科學(xué)院研究員譚亞東同志就軍事政策制度改革作了講解，并談了意見和建議。

Xi noted the historic change to the organizational structure of China's military and the revolutionary shift in its force composition through reforms since the 18th CPC National Congress in 2012.
他強調(diào)，黨的十八大以來，實現(xiàn)我軍組織架構(gòu)歷史性變革、力量體系革命性重塑。

Xi said the reform of military policies and institutions aims to address the incompatibility of policies with the new era, new missions and new institutions.
軍事政策制度改革重在解決同新時代、新使命、新體制不相適應(yīng)的政策性問題。

Xi spoke of the need to focus on reform targets, stay confident and determined, and rise to challenges in the reform.
要聚焦改革目標(biāo)，抓住機(jī)遇，堅定信心，保持定力，迎難而上。

He also stressed the complexity of the reform of military policies and institutions and the need to take a holistic approach.
習(xí)近平強調(diào)，要把握軍事政策制度改革特殊復(fù)雜性，把系統(tǒng)集成作為一個基本理念和原則牢固確立起來。

Xi said issues to be prioritized include those concerning combat preparedness of the armed forces, key points of operation of the system, as well as those concerning the benefits of officers and soldiers.
要把握主次關(guān)系，區(qū)分輕重緩急，對關(guān)系備戰(zhàn)打仗全局、涉及體系運行關(guān)節(jié)、有利于提升官兵獲得感的改革，要放在突出位置，優(yōu)先抓好落實。

Xi said the reform of military policies and institutions requires the emancipation of the mind.It is necessary to get rid of all outdated mentalities and acts and stay true to reality in the reform, he said.
習(xí)近平指出，這次軍事政策制度改革力度大、創(chuàng)新性強，要解放思想，堅決破除一切不合時宜的思想和行為障礙，要堅持從實踐中來、到實踐中去。

Xi also stressed the need to study major issues, find the problems, carry out reforms and make proper assessments.
加強重大問題研究，把情況查明、把癥結(jié)找準(zhǔn)、把對策定實，確保改革改到點子上、改出高質(zhì)量，做好改革評估工作。

Describing it a task shared by the armed forces and the civilian sector, Xi called for concerted efforts to carry out the reform of military policies and institutions.
習(xí)近平強調(diào)，軍事政策制度改革是軍地雙方共同的任務(wù)，齊心協(xié)力把軍事政策制度改革落到實處。
