就業(yè)是民生之本，一頭連著家庭生計(jì)，一頭連著經(jīng)濟(jì)大勢(shì)。7月31日召開(kāi)的國(guó)務(wù)院常務(wù)會(huì)議部署加大力度落實(shí)就業(yè)優(yōu)先政策，持續(xù)保持比較充分的就業(yè)。

China has unveiled measures to stabilize the job market, with steps to establish an early warning mechanism for large-scale layoffs and unemployment risks amid mounting downward pressure on the economy.

在經(jīng)濟(jì)面臨下行壓力的當(dāng)下，中國(guó)政府推出了穩(wěn)定就業(yè)市場(chǎng)的舉措，逐步建立規(guī)模裁員和失業(yè)風(fēng)險(xiǎn)預(yù)警機(jī)制。

More than 7.37 million urban jobs were created in the first half of the year－two-thirds of the annual target－according to the Ministry of Human Resources and Social Security.

來(lái)自人力資源社會(huì)保障部的相關(guān)數(shù)據(jù)顯示，上半年全國(guó)城鎮(zhèn)新增就業(yè)737萬(wàn)人，完成全年目標(biāo)任務(wù)的三分之二（67%）。

此次國(guó)務(wù)院常務(wù)會(huì)議就下一步就業(yè)工作提出了工作要點(diǎn)，如采取更有力措施穩(wěn)增長(zhǎng)（stabilize growth）、助創(chuàng)業(yè)（promote entrepreneurship）。

It also called for stronger efforts to break barriers hindering the development of market entities and to create more jobs. Employment in labor-intensive sectors must be closely monitored, and an early warning mechanism for large-scale layoffs and unemployment risks will be established.

此次會(huì)議還提出，要破除束縛市場(chǎng)主體發(fā)展的桎梏，拓展就業(yè)崗位。同時(shí)，嚴(yán)密關(guān)注勞動(dòng)密集型企業(yè)等就業(yè)情況，建立規(guī)模裁員和失業(yè)風(fēng)險(xiǎn)預(yù)警機(jī)制。

6月份，全國(guó)城鎮(zhèn)調(diào)查失業(yè)率（surveyed unemployment rate）為5.1%。二季度末，全國(guó)城鎮(zhèn)登記失業(yè)率（registered urban unemployment rate）為3.61%。

在今年3月份的政府工作報(bào)告（government work report）中，李克強(qiáng)總理表示，“就業(yè)優(yōu)先政策要全面發(fā)力”（pursue an employment-first policy with full force）。在職業(yè)技能提升方面，人社部副部長(zhǎng)湯濤日前在國(guó)新辦吹風(fēng)會(huì)上表示，已確定拿出1000億元，用于職工技能提升和轉(zhuǎn)崗轉(zhuǎn)業(yè)培訓(xùn)（upgrading their skills or switching jobs or industries），今年補(bǔ)貼性培訓(xùn)規(guī)模將在1500萬(wàn)人次以上；今年高職院校大規(guī)模擴(kuò)招100萬(wàn)人，將大幅增加中央財(cái)政對(duì)高職院校的投入，以實(shí)現(xiàn)經(jīng)濟(jì)邁向高質(zhì)量發(fā)展。

人社部就業(yè)促進(jìn)司司長(zhǎng)張瑩7月25日在人社部新聞發(fā)布會(huì)上表示，人社部將“穩(wěn)定就業(yè)增長(zhǎng)”作為下一步就業(yè)工作的首要目標(biāo)，鼓勵(lì)企業(yè)不裁員（avoid laying off workers）、少裁員（reduce the number of layoffs），支持企業(yè)吸納就業(yè)。
