中共中央政治局10月24日召開會議，研究堅持和完善中國特色社會主義制度、推進國家治理體系和治理能力現(xiàn)代化若干重大問題。中共中央總書記習近平主持會議。

會議決定，中國共產黨第十九屆中央委員會第四次全體會議于10月28日至31日在北京召開。

Members of the CPC Central Committee Political Bureau were briefed about the opinions solicited from in and outside the CPC about a document on the CPC Central Committee's decision concerning how to uphold and improve the system of socialism with Chinese characteristics and modernize China's system and capacity for governance, the statement said.
中共中央政治局聽取了《中共中央關于堅持和完善中國特色社會主義制度、推進國家治理體系和治理能力現(xiàn)代化若干重大問題的決定》稿在黨內外一定范圍征求意見的情況報告。

They decided that the document will be revised based on the discussion at Thursday's meeting and submitted to the fourth plenary session.
決定根據這次會議討論的意見進行修改后將文件稿提請十九屆四中全會審議。

The document won recognition from people from various regions and sectors as well as delegates to the 19th CPC National Congress, who offered many constructive proposals, the statement said.
會議認為，這次征求意見充分發(fā)揚黨內民主，廣泛聽取意見，各地區(qū)各部門各有關方面和黨的十九大代表對決定稿給予充分肯定。

The meeting underscored upholding and improving the major institutions that underpin the system of socialism with Chinese characteristics.
會議強調，突出堅持和完善支撐中國特色社會主義制度的根本制度。

It called for developing a set of institutions that are well-conceived, fully built, procedure-based and efficiently functioning.
構建系統(tǒng)完備、科學規(guī)范、運行有效的制度體系。

Speaking of the overall goals to be met, the meeting vowed to see that institutions in all fields are notably improved when the CPC marks its centenary, before the modernization of China's system and capacity for governance is basically achieved by 2035 and realized in full as the People's Republic of China celebrates its centenary.
會議指出，堅持和完善中國特色社會主義制度、推進國家治理體系和治理能力現(xiàn)代化的總體目標是，到我們黨成立100年時，在各方面制度更加成熟更加定型上取得明顯成效；到2035年，各方面制度更加完善，基本實現(xiàn)國家治理體系和治理能力現(xiàn)代化；到新中國成立100年時，全面實現(xiàn)國家治理體系和治理能力現(xiàn)代化。

Calling upholding and improving the system of socialism with Chinese characteristics and modernizing China's system and capacity for governance a major strategic mission for the CPC, the meeting stressed that the efforts must be carried out under the unified leadership of the CPC Central Committee.
會議指出，堅持和完善中國特色社會主義制度、推進國家治理體系和治理能力現(xiàn)代化，是全黨的一項重大戰(zhàn)略任務。必須在黨中央統(tǒng)一領導下進行。
