中共中央政治局常務(wù)委員會(huì)2月12日召開(kāi)會(huì)議，聽(tīng)取中央應(yīng)對(duì)新型冠狀病毒感染肺炎疫情工作領(lǐng)導(dǎo)小組匯報(bào)，分析當(dāng)前新冠肺炎疫情形勢(shì)，研究加強(qiáng)疫情防控工作。中共中央總書(shū)記習(xí)近平主持會(huì)議并發(fā)表重要講話(huà)。

Xi said the epidemic situation has shown positive changes due to concerted hard work and that the prevention and control work has achieved notable outcomes.
習(xí)近平指出，經(jīng)過(guò)艱苦努力，疫情形勢(shì)出現(xiàn)積極變化，防控工作取得積極成效。

"The results are hard-won progress made by all sides," Xi said.
這是來(lái)之不易的，各方面都作出了貢獻(xiàn)。

Noting that epidemic prevention and control have entered a critical stage that requires stringent efforts, Xi stressed focusing on priorities without any let-up and strengthening prevention and control in areas where the epidemic situation is particularly serious or at greater risk.
習(xí)近平強(qiáng)調(diào)，當(dāng)前，疫情防控工作到了最吃勁的關(guān)鍵階段，要毫不放松做好疫情防控重點(diǎn)工作，加強(qiáng)疫情特別嚴(yán)重或風(fēng)險(xiǎn)較大的地區(qū)防控。

Xi demanded resolute efforts from Party committees and governments at all levels to win the people's war against the epidemic and urged them to strive to achieve this year's economic and social development goals and tasks.
各級(jí)黨委和政府要按照黨中央決策部署，堅(jiān)決打贏(yíng)疫情防控的人民戰(zhàn)爭(zhēng)、總體戰(zhàn)、阻擊戰(zhàn)，努力實(shí)現(xiàn)今年經(jīng)濟(jì)社會(huì)發(fā)展目標(biāo)任務(wù)。

會(huì)議指出：

-- raise the hospital admission capacity to leave no one unattended to in cities with a large number of fever patients;
要全面增強(qiáng)收治能力，發(fā)熱病人多的城市堅(jiān)決做到應(yīng)收盡收。

-- reduce the infection rate by strengthening the prevention and control in communities and cutting off transmission routes;
加強(qiáng)社區(qū)防控，切斷疾病傳播途徑，降低感染率。

-- improve treatment for patients, especially those in severe condition, by pooling strengths in medical resources and technology;
要提高患者特別是重癥患者救治水平，集中優(yōu)勢(shì)醫(yī)療資源和技術(shù)力量救治患者。

-- provide more medical resources including hospital beds and medical workers in Hubei province, especially the city of Wuhan, which remains the top priority region;
湖北省特別是武漢市依然是疫情防控的重中之重，要著力解決床位和醫(yī)務(wù)人員等醫(yī)療資源不足問(wèn)題。

-- implement the support of 19 provincial-level regions to different areas of Hubei;
19個(gè)省份對(duì)口支援湖北省武漢以外地市要責(zé)任包干、落細(xì)落實(shí)。

-- step up health monitoring of returning personnel in regions with large population inflows.
人口流入大省大市要加強(qiáng)對(duì)返程人員的健康監(jiān)測(cè)。

The meeting also called for efforts to ensure medical supplies as well as the supply of daily necessities.
會(huì)議強(qiáng)調(diào)，要強(qiáng)化醫(yī)療物資等的供應(yīng)保障，要做好生活必需品生產(chǎn)供應(yīng)工作。

The non-key regions for epidemic prevention and control should coordinate curbing the epidemic and restoring the economic and social order, the meeting said, requiring greater efforts to reduce the impact of prevention and control measures on people's life.
會(huì)議指出，非疫情防控重點(diǎn)地區(qū)要以實(shí)行分區(qū)分級(jí)精準(zhǔn)防控為抓手，統(tǒng)籌疫情防控與經(jīng)濟(jì)社會(huì)秩序恢復(fù)。盡可能減少疫情防控對(duì)群眾生產(chǎn)生活的影響。

The meeting called on Party committees and governments at all levels to minimize the impact of the epidemic to maintain steady economic performance as well as social harmony and stability.
各級(jí)黨委和政府要努力把新冠肺炎疫情影響降到最低，保持經(jīng)濟(jì)平穩(wěn)運(yùn)行和社會(huì)和諧穩(wěn)定。

More efforts should be made to formulate policies and measures to cope with the impact of the epidemic. To better combat the epidemic, the country will increase funding and roll out targeted tax and fee reduction measures to ease strains on firms, while looking to offer discounted loan interest rates for producers of anti-virus materials.
會(huì)議指出，要加大宏觀(guān)政策調(diào)節(jié)力度，針對(duì)疫情帶來(lái)的影響，研究制定相應(yīng)政策措施。要繼續(xù)研究出臺(tái)階段性、有針對(duì)性的減稅降費(fèi)措施，緩解企業(yè)經(jīng)營(yíng)困難。對(duì)防疫物資生產(chǎn)企業(yè)加大優(yōu)惠利率信貸支持力度。

The meeting also called for ensuring the orderly resumption of work and production in enterprises. At the same time, multiple measures will be taken to ensure a stable job market for college graduates and other job seekers.
有序推動(dòng)各類(lèi)企業(yè)復(fù)工復(fù)產(chǎn)。要多措并舉做好高校畢業(yè)生等群體就業(yè)工作，確保就業(yè)大局穩(wěn)定。

Foreign trade companies will get help to resume work at an earlier date and financing support to trade will be beefed up, the meeting said. The legitimate rights and interests of foreign investors will be better protected as the country pledges more efforts in improving its investment environment.
會(huì)議指出，要支持外貿(mào)企業(yè)抓緊復(fù)工生產(chǎn)，加大貿(mào)易融資支持。優(yōu)化外商投資環(huán)境，保護(hù)外資合法權(quán)益。

The meeting said to well coordinate the epidemic prevention and control, and the economic and social development is a "major battle" as well as a "big test," urging Party committees, governments and leading officials at all levels to shoulder their responsibilities and pass the test.
