The session also laid down a set of guiding principles to be followed, and major economic and social development targets for the next five years.
全會(huì)提出了“十四五”時(shí)期經(jīng)濟(jì)社會(huì)發(fā)展指導(dǎo)思想和必須遵循的原則，以及經(jīng)濟(jì)社會(huì)發(fā)展主要目標(biāo)。

For the 14th Five-Year Plan period, China will speed up fostering a new development pattern where domestic and foreign markets can boost each other, with the domestic market as the mainstay, the communique says.
“十四五”時(shí)期，加快構(gòu)建以國(guó)內(nèi)大循環(huán)為主體、國(guó)內(nèi)國(guó)際雙循環(huán)相互促進(jìn)的新發(fā)展格局。

China will strive to make new strides in economic development during the period. It aims to realize sustained and healthy economic development on the basis of a marked improvement in quality and efficiency.
經(jīng)濟(jì)發(fā)展取得新成效，在質(zhì)量效益明顯提升的基礎(chǔ)上實(shí)現(xiàn)經(jīng)濟(jì)持續(xù)健康發(fā)展。

With new steps to be taken in reform and opening up, China will further improve its socialist market economy and basically complete the building of a high-standard market system.
改革開放邁出新步伐，社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制更加完善，高標(biāo)準(zhǔn)市場(chǎng)體系基本建成。

China's social etiquette and civility shall be further enhanced, while the core socialist values shall be embraced by the people. The country aims to make new progress in building an ecological civilization, boost the well-being of people, and enhance governance capacity.
社會(huì)文明程度得到新提高，社會(huì)主義核心價(jià)值觀深入人心。生態(tài)文明建設(shè)實(shí)現(xiàn)新進(jìn)步，民生福祉達(dá)到新水平，國(guó)家治理效能得到新提升。

全會(huì)提出12項(xiàng)重要舉措：

Uphold the central role of innovation in the modernization drive and implementing the innovation-driven development strategy.
堅(jiān)持創(chuàng)新在我國(guó)現(xiàn)代化建設(shè)全局中的核心地位，深入實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略;

Continue to take the real economy as the focus of its economic development, unswervingly build itself into a manufacturer of quality and enhance its strength in cyberspace and digital technology.
堅(jiān)持把發(fā)展經(jīng)濟(jì)著力點(diǎn)放在實(shí)體經(jīng)濟(jì)上，堅(jiān)定不移建設(shè)制造強(qiáng)國(guó)、質(zhì)量強(qiáng)國(guó)、網(wǎng)絡(luò)強(qiáng)國(guó)、數(shù)字中國(guó);

Nurture a strong domestic market and establish a new development pattern,
形成強(qiáng)大國(guó)內(nèi)市場(chǎng)，構(gòu)建新發(fā)展格局；

Comprehensively deepen reform in pursuit of a high-level socialist market economy,
全面深化改革，構(gòu)建高水平社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制；

Prioritize the development of agriculture and rural areas, fully advance rural vitalization,
優(yōu)先發(fā)展農(nóng)業(yè)農(nóng)村，全面推進(jìn)鄉(xiāng)村振興；

Push forward coordinated regional development and a new type of urbanization, among others.
推進(jìn)區(qū)域協(xié)調(diào)發(fā)展和新型城鎮(zhèn)化；

Promote the country's cultural soft power,
提高國(guó)家文化軟實(shí)力；

Advance green development,
推動(dòng)綠色發(fā)展；

Pursue a new round of high-level opening-up
實(shí)行高水平對(duì)外開放；

Further improve the quality of people's lives,
改善人民生活品質(zhì)；

Coordinate development and security,
統(tǒng)籌發(fā)展和安全；

Speed up the modernization of national defense and the military.
加快國(guó)防和軍隊(duì)現(xiàn)代化。

The communique stresses that the overall leadership of the CPC must be upheld to realize the 14th Five-Year Plan and achieve the long-range objectives set for 2035.
全會(huì)強(qiáng)調(diào)，實(shí)現(xiàn)“十四五”規(guī)劃和二〇三五年遠(yuǎn)景目標(biāo)，必須堅(jiān)持黨的全面領(lǐng)導(dǎo)。

It also says that China is committed to maintaining lasting prosperity and stability in Hong Kong and Macao as well as advancing the peaceful development of cross-Strait relations and national reunification.
要保持香港、澳門長(zhǎng)期繁榮穩(wěn)定，推進(jìn)兩岸關(guān)系和平發(fā)展和祖國(guó)統(tǒng)一。

China will hold high the banner of peace, development, cooperation, and mutual benefit, and strive to create a favorable external environment and promote the building of a new type of international relations and a community with a shared future for humanity, it adds.
要高舉和平、發(fā)展、合作、共贏旗幟，積極營(yíng)造良好外部環(huán)境，推動(dòng)構(gòu)建新型國(guó)際關(guān)系和人類命運(yùn)共同體。
