每年兩會(huì)的政府工作報(bào)告，都是國(guó)內(nèi)外關(guān)注的焦點(diǎn)。

作為國(guó)家每年最重要的政策文件，政府工作報(bào)告是政府治理國(guó)家、管理經(jīng)濟(jì)、促進(jìn)社會(huì)發(fā)展的重要依據(jù)。

這份報(bào)告中到底寫(xiě)了什么？它又是如何形成的？來(lái)聽(tīng)聽(tīng)中國(guó)日?qǐng)?bào)外籍記者Ryan的講解。

一年一度的政府工作報(bào)告，是中國(guó)政府交的一份“作業(yè)”，評(píng)卷人就是中國(guó)人民。

China’s annual Government Work Report is the “homework” submitted by the government to the graders: the Chinese people.

這份“家庭作業(yè)”一般分為兩部分。

第一部分，兌現(xiàn)承諾。中國(guó)年度政府工作報(bào)告是對(duì)政府所做工作和取得的成就的年終總結(jié)。

另一部分，作出承諾。制定政府來(lái)年的主要目標(biāo)、政策和議程。

The first part fulfills its promises. China’s annual Government Work Report is a year-end review of what the government has accomplished.

The other part makes its promises. The report maps out the government’s major goals, policies, and agenda for the coming year.

政府工作報(bào)告涵蓋的各項(xiàng)議題影響著每個(gè)中國(guó)人的生活，甚至是整個(gè)世界的發(fā)展。報(bào)告的重點(diǎn)是公布各項(xiàng)經(jīng)濟(jì)目標(biāo)，尤其是GDP目標(biāo)。經(jīng)濟(jì)發(fā)展和改革、金融、農(nóng)業(yè)、開(kāi)放、環(huán)境保護(hù)、民生和外交是報(bào)告中的一些優(yōu)先事項(xiàng)。

Issues included in the document affect everyone's life in the country and even the whole world. The key part of the Government Work Report is the disclosure of the various economic targets, especially the GDP target. Economic development and reform, finance, agriculture, opening-up, environmental protection, people's welfare, and diplomacy are also major priorities in the report.

那么政府工作報(bào)告是如何形成的呢？

首先，總理會(huì)提出總體要求，起草組開(kāi)始研究寫(xiě)作并修改完善。草案至少要過(guò)四道“關(guān)”，其中包括中央政治局常委會(huì)的審議。最后，全國(guó)人大將審議該報(bào)告。

So how is the work report formed? First, the premier puts forward the overall requirements and the drafting team starts researching and writing. Then, the draft must pass through at least four “hurdles”, including the Standing Committee of the Political Bureau of the CPC Central Committee where it is revised and improved. Finally, the NPC will deliberate on the report.

通過(guò)每年總結(jié)成果、制定目標(biāo)，長(zhǎng)期的發(fā)展藍(lán)圖落到實(shí)處，保證了中國(guó)政策的延續(xù)性，而這就是中國(guó)持續(xù)發(fā)展的秘訣。

By summarizing results and setting goals each year, a long-term development blueprint is implemented, ensuring the continuity of China's policies, which is vital to maintaining sustainable development in China.
