閉園整改！官方通報歡樂谷過山車碰撞醫(yī)療救治情況

A roller coaster accident that left 28 people injured on Friday at a theme park in Shenzhen, Guangdong province was caused by a malfunction, the city said in a report on Sunday.
據(jù)歡樂谷景區(qū)“10.27”過山車碰撞事故醫(yī)療救治組29日消息，10月28日發(fā)生的事故導(dǎo)致28人受傷，事故原因是設(shè)備故障。

The train on the Snowy Eagle roller coaster was making its way up the track before it slid back and crashed into another that was unloading passengers behind it at Happy Valley Shenzhen, a popular theme park.
“雪域雄鷹”過山車項目的一列車在軌道上行駛時向后滑行，撞上了后面正在卸載乘客的另一輛列車。

According to the report by the safety management committee of Shenzhen's Nanshan district, the collision happened at around 6:27 pm on Friday.
據(jù)深圳市南山區(qū)安全管理委員會的報告，事故發(fā)生在27日18時27分左右。

Eight injured people were quickly transported to the hospital, and 20 more people received medical treatment over the weekend.
8名傷者被迅速送往醫(yī)院，另有20人在周末接受了治療。

As of Sunday, 17 people remained hospitalized, including four who required extra attention in intensive care and 13 in regular wards, but "their conditions are currently stable without any life-threatening risks", the report said, adding that relevant department officials have visited the injured to express their condolences and offer support.
截至29日，共有17人留院診治，其中4人需要ICU觀察救治，13人在普通病房繼續(xù)觀察治療，但“目前病情穩(wěn)定，生命體征平穩(wěn)”。

In response to the incident, Nanshan's safety committee ordered Happy Valley Shenzhen to close from Saturday and organized a joint investigation team formed by relevant city departments.
針對此次事故，10月29日，深圳南山區(qū)安全管理委員會辦公室責令深圳歡樂谷景區(qū)于10月28日起進行閉園整改，全面配合調(diào)查組對事故原因和責任進行深入調(diào)查。

"The joint investigation team will proceed with investigations and take appropriate actions against the responsible parties in accordance with the law and regulations. They will also initiate a comprehensive response mechanism to conduct safety inspections and rectification of special equipment at all tourist attractions within the district, and strengthen safety precautions in key areas based on lessons learned from this incident," the report said.
“聯(lián)合調(diào)查組將依法依規(guī)對責任單位和人員進行調(diào)查處理，并啟動‘一盤棋’響應(yīng)機制，對全區(qū)旅游景區(qū)景點、特種設(shè)備安全開展隱患排查整治，并根據(jù)此次事件的經(jīng)驗教訓(xùn)，加強重點區(qū)域的安全防范工作，”情況通報中說。

The Snowy Eagle, which cost approximately 200 million yuan ($27.33 million) to build, is one of Asia's tallest and longest catapult-style roller coasters, according to the Happy Valley Shenzhen website.
據(jù)深圳歡樂谷網(wǎng)站介紹，“雪域雄鷹”過山車耗資約2億元人民幣建造，是亞洲最高、最長的彈射式過山車之一。

> China issues 1 trillion yuan in special bonds
我國將增發(fā)1萬億元特別國債

China has decided to issue 1 trillion yuan ($136.79 billion) of special treasury bonds during the fourth quarter, expanding budgeted fiscal deficit rates to around 3.8 percent for the year, up from 3 percent.
我國決定在四季度增發(fā)1萬億元特別國債，預(yù)計財政赤字率由3%提高到3.8%左右。

The funds raised through government bonds will all be allocated to local regions, via the mechanism of transfer payment, according to the plan approved by the country's top legislature on Tuesday.
根據(jù)全國人大常委會10月24日表決通過的這一方案，增發(fā)的國債全部通過轉(zhuǎn)移支付方式安排給地方。

Around 500 billion yuan is planned to be utilized within the year, while the remaining half trillion yuan will be used next year.
今年擬安排使用5000億元，結(jié)轉(zhuǎn)明年使用5000億元。

According to the finance ministry, the funds raised will be mostly used in eight areas including reconstruction after disaster, flood prevention and management projects, and natural disaster emergency response capacity improvement projects.
據(jù)財政部介紹，資金將重點用于八大方面，包括災(zāi)后恢復(fù)重建、重點防洪治理工程和自然災(zāi)害應(yīng)急能力提升工程。

The ministry said it will timely launch the bond issuance work to ensure completion of the issuance on schedule.
財政部表示，下一步將及時啟動國債發(fā)行工作，確保如期完成國債發(fā)行任務(wù)。

It will also ensure smooth transfer payment work and strengthen regulation so that the funds will be used as planned, the ministry said.
財政部稱，將會做好預(yù)算下達工作，加強國債資金監(jiān)管，確保資金按規(guī)定用途使用。
