碳匯是指從大氣中清除二氧化碳的過程、活動或機制。在林業(yè)中主要是指植物吸收大氣中的二氧化碳并將其固定在植被或土壤中，從而減少該氣體在大氣中的濃度。如森林碳匯、草地碳匯、耕地碳匯、土壤碳匯、海洋碳匯等等。碳匯量是指一定時期內(nèi)森林碳庫碳儲量的變化量。

國家林草局稱，森林是集水庫、錢庫、糧庫、碳庫于一身的大寶庫，森林和草原對國家生態(tài)安全具有基礎(chǔ)性戰(zhàn)略性作用。據(jù)測算，目前全國林草年碳匯量超過12億噸二氧化碳當量，居世界首位。據(jù)預(yù)測，2060年我國難以避免的碳排放約有25億噸二氧化碳當量，林草碳匯能吸收一半以上碳排放。實現(xiàn)“雙碳”目標是我國主動擔當大國責任、對國際社會作出的莊嚴承諾。作為實現(xiàn)碳中和目標的“壓艙石”，林草碳匯發(fā)揮著不可替代的作用。

國家林草局啟動18個林業(yè)碳匯試點市（縣）和21個國有林場森林碳匯試點近2年來，試點單位結(jié)合實際，制定鞏固提升碳匯能力實施方案，開展碳匯計量監(jiān)測方法實踐，創(chuàng)新林業(yè)碳匯應(yīng)用場景，探索出多種鞏固提升碳匯能力的途徑與價值實現(xiàn)模式。
