近日，《海關總署關于推動加工貿(mào)易持續(xù)高質(zhì)量發(fā)展改革實施方案》印發(fā)?！斗桨浮诽岢?，支持原油、煤炭、天然氣等能源性商品，鐵礦石、銅精礦等資源性商品以及糧食等大宗商品進口。

The General Administration of Customs' latest move of introducing 16 reform measures to promote high-quality development in processing trade will further enhance the role of policy guidance in supporting the gradual transition of industries within China, said an official on Tuesday.

近日，海關總署出臺推動加工貿(mào)易持續(xù)高質(zhì)量發(fā)展的16條改革措施。海關總署官員10月31日表示，這些改革措施將進一步增強政策的引導作用，支持國內(nèi)產(chǎn)業(yè)逐步轉(zhuǎn)型。

These measures, such as supporting the processing trade of strategic commodities in the main import areas of China's central, western and northeastern regions, will leverage the resource advantages and industrial characteristics of these regions, said Huang Lingli, deputy director of the GAC's commodity inspection department. The new policies encourage the import of energy and resource commodities such as crude oil, coal, natural gas, iron ore, copper concentrate and grains, said Huang.

海關總署企業(yè)管理和稽查司副司長黃伶俐表示，改革措施將支持戰(zhàn)略商品在中西部和東北地區(qū)主要進口地開展加工貿(mào)易。結(jié)合這些地區(qū)的資源優(yōu)勢、產(chǎn)業(yè)特點，支持原油、煤炭、天然氣、鐵礦石、銅精礦等能源性、資源性商品和糧食等大宗商品進口。

Processing trade refers to the business activity of importing all, or part of, the raw and auxiliary materials from abroad, and re-exporting the finished products after processing or assembly by companies within the Chinese mainland.

加工貿(mào)易是指經(jīng)營企業(yè)進口全部或者部分原輔材料，經(jīng)本土企業(yè)加工或裝配后，將制成品復出口的經(jīng)營活動。

As a crucial component of China's foreign trade, Huang said processing trade plays a vital role in facilitating external openness, driving industrial upgrading, stabilizing supply chains, ensuring employment and improving people's livelihoods.

黃伶俐指出，加工貿(mào)易是我國對外貿(mào)易的重要組成部分，在促進對外開放、推動產(chǎn)業(yè)升級、穩(wěn)定產(chǎn)業(yè)鏈供應鏈、保障就業(yè)、改善民生等諸多方面發(fā)揮重要作用。

China's processing trade amounted to 5.57 trillion yuan ($761.22 billion) between January and September of 2023, accounting for 18.1 percent of the country's total foreign trade value, data from the GAC showed.

據(jù)海關數(shù)據(jù)顯示，2023年1月到9月，全國加工貿(mào)易進出口總值5.57萬億元，占全國外貿(mào)進出口總值的18.1%。
