2024年11月6日，國務(wù)院辦公廳印發(fā)文件提出，推動冰雪經(jīng)濟成為新增長點，到2027年，我國冰雪經(jīng)濟總規(guī)模達到1.2萬億元；到2030年，我國冰雪經(jīng)濟總規(guī)模達到1.5萬億元。

China aims to promote its ice and snow economy as a new growth point, with the goal of reaching an economic scale of 1.2 trillion yuan by 2027, according to the guidelines issued by the General Office of the State Council on November 6th, 2024. The scale of the ice and snow economy is expected to reach 1.5 trillion yuan by 2030, the guidelines said.

冰雪經(jīng)濟是以冰雪資源開放利用為基礎(chǔ)的經(jīng)濟關(guān)系和經(jīng)濟活動的總稱，具有投資相對少、能耗低、污染小、效益高等顯著優(yōu)勢。把發(fā)展冰雪經(jīng)濟作為新增長點，有助于調(diào)整優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、能源結(jié)構(gòu)、投資結(jié)構(gòu)、消費結(jié)構(gòu)，還有助于促進生態(tài)資源轉(zhuǎn)化為生態(tài)資本，提高居民生活品質(zhì)，更有利于推動冰雪運動、冰雪文化、冰雪裝備、冰雪旅游全產(chǎn)業(yè)鏈發(fā)展。

根據(jù)中國旅游研究院數(shù)據(jù)顯示，2023年—2024年雪季，我國冰雪旅游人數(shù)同比增長38%，收入同比增長50%。在線旅游企業(yè)有關(guān)數(shù)據(jù)顯示，2023年—2024年雪季，冰雪旅游消費總額比2019年—2020年雪季增長了132.5%。吉林省2023年—2024年雪季接待游客1.25億人次，同比增長121%；旅游收入2419億元，同比增長140%。河北崇禮2023年—2024年雪季接待游客443萬人次，同比增長99%，旅游收入52.69億元，同比增長100%。新疆阿勒泰也有很大增長，2023年—2024年雪季接待游客488.8萬人次，同比增長36%，旅游收入51億元，同比增長45.8%。

國務(wù)院辦公廳日前印發(fā)《關(guān)于以冰雪運動高質(zhì)量發(fā)展激發(fā)冰雪經(jīng)濟活力的若干意見》（以下簡稱《意見》），旨在鞏固和擴大“帶動三億人參與冰雪運動”成果，以冰雪運動為引領(lǐng)，帶動冰雪文化、冰雪裝備、冰雪旅游全產(chǎn)業(yè)鏈發(fā)展，推動冰雪經(jīng)濟成為新增長點。《意見》從8方面提出系列舉措。一是持續(xù)推動冰雪運動發(fā)展。二是完善冰雪經(jīng)濟產(chǎn)業(yè)鏈條。三是完善基礎(chǔ)設(shè)施和配套服務(wù)。四是培育壯大冰雪經(jīng)濟經(jīng)營主體。五是促進和擴大冰雪消費。六是強化冰雪經(jīng)濟要素保障。七是深化冰雪經(jīng)濟對外合作。八是加強服務(wù)保障。

【重要講話】

“三億人參與冰雪運動”成為現(xiàn)實，人民群眾獲得感顯著增強。北京冬奧會、冬殘奧會的籌辦舉辦推動了我國冰雪運動跨越式發(fā)展，冰雪運動跨過山海關(guān)，走進全國各地，開啟了中國乃至全球冰雪運動新時代。籌辦以來，我們建設(shè)了一大批優(yōu)質(zhì)的冰雪場地設(shè)施，舉辦了一系列豐富多彩的群眾性冰雪賽事活動，人民群眾參與熱情持續(xù)高漲，參與人數(shù)達到3.46億，冰天雪地成為群眾致富、鄉(xiāng)村振興的“金山銀山”。

The goal of involving 300 million people in ice and snow activities has come true, with people's sense of fulfillment being enhanced. The preparation and hosting of the Games have pushed forward the leap-frog development of China's ice and snow sports, which have extended from the Northeast to cover people across the country. A new era of ice and snow sports in China and the world at large has unfolded. Since the preparation of the Games started, we have built a large amount of high-quality venues and facilities for ice and snow sports, and held a series of ice and snow events participated by the general public. The public passion for these activities continued to rise with 346 million people having participated in winter sports activities. Ice and snow has become valuable assets for people to get rich and for rural revitalization.
