當(dāng)?shù)貢r(shí)間12月16日，國(guó)務(wù)院總理李克強(qiáng)在貝爾格萊德與中東歐國(guó)家領(lǐng)導(dǎo)人共同出席第四屆中國(guó)－中東歐國(guó)家經(jīng)貿(mào)論壇開(kāi)幕式并致辭。致辭全文如下：
Prime Minister Aleksandar Vu?i?, Dear Colleagues, Ladies and Gentlemen,
尊敬的武契奇總理，各位同事，女士們，先生們：
It gives me a great pleasure to come to the beautiful country of Serbia and attend the fourth China and Central and Eastern European Countries Economic and Trade Forum. During this forum, the China-CEEC Business Council will be established, which will mark a new step forward in our cooperation. On behalf of the Chinese government, I wish to offer congratulations on the opening of the forum and establishment of the business council.
很高興來(lái)到美麗的塞爾維亞，出席第四屆中國(guó)－中東歐國(guó)家經(jīng)貿(mào)論壇。這次論壇期間還將成立中國(guó)－中東歐國(guó)家商會(huì)聯(lián)合會(huì)，標(biāo)志著雙方合作又進(jìn)入了一個(gè)新的階段。這里，我代表中國(guó)政府，對(duì)論壇的召開(kāi)和商會(huì)聯(lián)合會(huì)成立表示祝賀！
You may have felt that winter has not been easy for the Northern Hemisphere this year. In fact, many countries have experienced very cold weather, which seemed to have echoed the current temperature of the world economy. Currently, the global economic recovery is sluggish; major economies in the world areshowing divergent trends of growth; and many countries are facing downward pressures, with China and CEE countries being no exception. Questions still exist as to whether there is the possibility of prolonged contraction of global demand and whether the tendency of deflation in some countries will get worse. We need toget ourselves ready for all sorts of possibilities, as this hinges on the stable growth of the world economy, the sustained improvement of people's well-being and, more importantly, peace and stability of countries, regions and the wider world. I choose to believe that as long as countries leverage their own strengths and potential to the full, the world economy will not end up in ameltdownornosedive. Instead, it will emerge from difficulties and continue to move forward.
大家可能注意到，今年北半球的冬季并不好過(guò)，不少?lài)?guó)家頻頻遭遇寒流侵襲。這股冷空氣似乎也反映了世界經(jīng)濟(jì)的溫度。當(dāng)前，全球經(jīng)濟(jì)復(fù)蘇乏力，主要經(jīng)濟(jì)體走勢(shì)分化，許多國(guó)家都面臨經(jīng)濟(jì)下行壓力，中國(guó)和中東歐國(guó)家也不例外。全球需求是否會(huì)更加低迷，一些國(guó)家出現(xiàn)的通縮趨勢(shì)是否會(huì)加劇，需要未雨綢繆，這不僅涉及世界經(jīng)濟(jì)能否穩(wěn)定增長(zhǎng)，民生能否持續(xù)改善，也涉及國(guó)家、地區(qū)乃至世界的和平與穩(wěn)定。但我相信，只要充分發(fā)揮各國(guó)的優(yōu)勢(shì)和潛力，世界經(jīng)濟(jì)不會(huì)出現(xiàn)崩盤(pán)或“跳水”，而會(huì)在艱難曲折中繼續(xù)前行。
In this context, while advancing economic globalization, we need to vigorously promote regional cooperation, like the cooperation between China and CEE countries. Such cooperation is highly complementary, reflects our converging interests and boasts great development potential. Development gap exists between the North and the South, and between the east and the west of Europe and China, too. The per capita GDP of CEE countries is only 40% of the average European level, and the level of development in China's western regions falls far behind the national average. Nonetheless, where there is a gap, there is potential. CEE countries have broad development prospects, and a huge demand in the development of infrastructure and the manufacturing sector. China, on its part, enjoys sufficient production capacity and abundant foreign exchange reserve. We in China are working hard to upgrade the economy and turn the country from the world's workshop of consumer goods to a major base that provides manufacturing equipments to the rest of the world and a big market that absorbs quality products from the rest of the world. Deeper China-CEEC cooperation will help us tap potential and narrow development gaps.
為此，我們?cè)诶^續(xù)推進(jìn)經(jīng)濟(jì)全球化進(jìn)程中要大力推動(dòng)區(qū)域合作，而中國(guó)－中東歐國(guó)家的合作，互補(bǔ)性強(qiáng)，利益相互契合，有巨大發(fā)展?jié)摿?。世界上有南北差距，中?guó)與歐洲都有東西部差距，中東歐國(guó)家人均GDP只有歐洲平均水平的40%，而中國(guó)西部地區(qū)發(fā)展水平與全國(guó)平均水平相比也有很大差距，但差距就是潛力。中東歐國(guó)家經(jīng)濟(jì)發(fā)展空間廣闊，在基礎(chǔ)設(shè)施建設(shè)、制造業(yè)發(fā)展等方面有很強(qiáng)需求。中國(guó)產(chǎn)能充足、外匯儲(chǔ)備較多。我們正努力促進(jìn)中國(guó)經(jīng)濟(jì)升級(jí)，使中國(guó)從生產(chǎn)消費(fèi)品的世界工廠變成向世界提供制造業(yè)裝備的重要基地和吸納各國(guó)優(yōu)勢(shì)產(chǎn)品的大市場(chǎng)，中國(guó)與中東歐國(guó)家深化合作可以為挖掘潛力、縮小差距貢獻(xiàn)力量。
I wish to emphasize that our cooperation is good for not only our countries but Europe as a whole. During the worst time of the European debt crisis, China made the resolute decision to support Europe. China has been a long-term and responsible buyer of European debts, which helps Europe's endeavor towards balanced development. Likewise, China's excessive yet advanced production capacity in equipment manufacturing, which could well be aligned with the CEE countries' need for infrastructure development, will also result in more balanced development in Europe. China has all along supported the European integration process, and hopes to see a united, prosperous and stable EU and a strong euro. China-CEEC cooperation will contribute to win-win cooperation between China and the EU and bring about an ever closer China-EU relationship. For EU members, relevant cooperation will be conducted within the EU framework, and for non-EU member CEE countries, such cooperation will contribute to the process of European integration.
這里我要強(qiáng)調(diào)指出的是，我們雙方的合作，不僅有利于中國(guó)和中東歐國(guó)家，也有利于歐洲。正像在歐債危機(jī)中最困難的時(shí)候，中國(guó)毫不猶豫地提供了支持。中國(guó)是歐債長(zhǎng)期、負(fù)責(zé)任的投資者，這有利于歐洲平衡發(fā)展。同樣，現(xiàn)在中東歐國(guó)家推進(jìn)基礎(chǔ)設(shè)施建設(shè)，與中國(guó)富余而先進(jìn)的裝備制造業(yè)產(chǎn)能相互對(duì)接，也有利于歐洲平衡發(fā)展。我們一貫支持歐洲一體化進(jìn)程。希望看到一個(gè)團(tuán)結(jié)、繁榮、穩(wěn)定的歐盟和強(qiáng)大的歐元。中國(guó)－中東歐國(guó)家合作有利于中歐實(shí)現(xiàn)互利共贏，會(huì)使中歐關(guān)系更加緊密。對(duì)歐盟成員國(guó)來(lái)說(shuō)，有關(guān)合作將在歐盟框架下進(jìn)行；對(duì)于非歐盟國(guó)家，有關(guān)合作也有利于歐洲一體化進(jìn)程。
This being said, to tap potential and promote economic growth requirespeaceful and stable political environment. Hotspot issues and threats to regional stability will undoubtedly affect commerce, trade and the flow of capital. Should entrepreneurs like you dare not to invest, and should the market loose confidence, sustainable economic growth will be out of the question. China, being firm in its commitment to a path of peaceful development, will work with European countries to jointly safeguard peace and stability at the regional and global levels and endeavor to create an enabling environment to facilitate economic growth.
當(dāng)然，潛力發(fā)揮、經(jīng)濟(jì)發(fā)展都離不開(kāi)一個(gè)和平穩(wěn)定的政治環(huán)境。當(dāng)前熱點(diǎn)問(wèn)題此起彼伏，地區(qū)穩(wěn)定受到挑戰(zhàn)，勢(shì)必影響商貿(mào)往來(lái)和資金流向。如果在座的企業(yè)家不敢投資興業(yè)，市場(chǎng)沒(méi)有信心，各國(guó)經(jīng)濟(jì)就不可能持續(xù)發(fā)展。中國(guó)將繼續(xù)堅(jiān)定走和平發(fā)展道路，愿與歐洲國(guó)家一道努力，共同維護(hù)世界和地區(qū)和平穩(wěn)定，為經(jīng)濟(jì)發(fā)展?fàn)I造良好環(huán)境。
