尊敬的各位理事，
各代表團團長，
各位嘉賓，
女士們，先生們，朋友們：

值此亞洲基礎(chǔ)設(shè)施投資銀行第五屆理事會年會開幕之際，我謹代表中國政府和中國人民，并以我個人名義，對這次會議的召開表示熱烈的祝賀！向參會的各成員代表致以誠摯的問候！
On the occasion of the opening of the Fifth Annual Meeting of the Asian Infrastructure Investment Bank (AIIB), I wish to extend, on behalf of the government and people of China and in my own name, hearty congratulations on the convening of this meeting and warm greetings to all the delegates representing AIIB members.

2013年年底，我代表中國提議籌建亞洲基礎(chǔ)設(shè)施投資銀行，推動亞洲地區(qū)基礎(chǔ)設(shè)施建設(shè)和互聯(lián)互通，深化區(qū)域合作，實現(xiàn)共同發(fā)展。2016年1月16日，亞投行正式開業(yè)。4年多來，亞投行按照多邊開發(fā)銀行模式和原則運作，堅持國際性、規(guī)范性、高標準，實現(xiàn)良好開局。從最初57個創(chuàng)始成員攜手起航，發(fā)展到今天的來自亞洲、歐洲、非洲、北美洲、南美洲、大洋洲等六大洲的102個成員齊聚一堂，亞投行不斷發(fā)展壯大，已經(jīng)為成員提供了近200億美元的基礎(chǔ)設(shè)施投資。亞投行朋友圈越來越大、好伙伴越來越多、合作質(zhì)量越來越高，在國際上展示了專業(yè)、高效、廉潔的新型多邊開發(fā)銀行的嶄新形象。
In late 2013, I proposed on China's behalf the establishment of the AIIB. The initiative is designed to develop infrastructure and connectivity in Asia and deepen regional cooperation for shared development. On 16 January 2016, the AIIB was officially launched. In the ensuing four years or more, the AIIB has followed the operating model and principles of multilateral development banks and acted as a truly international, rule-based and high-standard institution. It has got off to a good start. From the 57 founding members to today's membership of 102 spanning the six continents of Asia, Europe, Africa, North America, South America and Oceania, the AIIB has grown from strength to strength and provided nearly US$20 billion in infrastructure investment to its members. With more good friends and partners getting on board for higher-quality cooperation, the AIIB has established itself in the world as a new type of professional, efficient and clean multilateral development bank.

新冠肺炎疫情暴發(fā)以來，亞投行迅速行動，成立了應(yīng)急基金，支持成員應(yīng)對疫情和恢復(fù)經(jīng)濟，充分體現(xiàn)了亞投行的行動力。全球抗擊新冠肺炎疫情的實踐表明，人類是休戚與共、風雨同舟的命運共同體，唯有相互支持、團結(jié)合作才是戰(zhàn)勝危機的人間正道。解決經(jīng)濟全球化進程中出現(xiàn)的矛盾，各國應(yīng)該努力形成更加包容的全球治理、更加有效的多邊機制、更加積極的區(qū)域合作。亞投行應(yīng)該成為促進成員共同發(fā)展、推動構(gòu)建人類命運共同體的新平臺。我建議：
In the face of COVID-19, the AIIB has moved promptly to set up a COVID-19 Crisis Recovery Facility to support its members in containing the virus and reviving their economies. This is a typical example of the AIIB's power of action. The global response to COVID-19 has made it clear that mankind rise and fall together in a community with a shared future. Mutual support and cooperation in solidarity are the only way for mankind to overcome crises. To address issues emerging in the course of economic globalization, countries should pursue more inclusive global governance, more effective multilateral institutions, and more robust regional cooperation. In this context, the AIIB may grow into a new platform that promotes development for all its members and facilitates the building of a community with a shared future for mankind. To make that happen, I would like to suggest the following:

第一，聚焦共同發(fā)展，把亞投行打造成推動全球共同發(fā)展的新型多邊開發(fā)銀行。和平與發(fā)展仍然是我們這個時代的主題。基礎(chǔ)設(shè)施互聯(lián)互通是助推各國共同發(fā)展的重要物質(zhì)基礎(chǔ)。亞投行應(yīng)該致力于服務(wù)所有成員發(fā)展需求，提供更多高質(zhì)量、低成本、可持續(xù)的基礎(chǔ)設(shè)施投資，既要支持傳統(tǒng)基礎(chǔ)設(shè)施，也要支持新型基礎(chǔ)設(shè)施，為促進亞洲及其他地區(qū)經(jīng)濟社會發(fā)展提供新動力。
First, let us aim at development for all and make the AIIB a new type of multilateral development bank that promotes development across the world. Peace and development remain the call of our times. For countries to develop together, infrastructure connectivity serves as an important physical foundation. The AIIB should commit itself to serving the development needs of all its members and providing more high-quality, low-cost and sustainable investment for both traditional and new types of infrastructure. This will give renewed impetus to economic and social development in Asia and beyond.

第二，勇于開拓創(chuàng)新，把亞投行打造成與時俱進的新型發(fā)展實踐平臺。謀創(chuàng)新才能謀未來。亞投行本身是國際經(jīng)濟治理體系的新成員，應(yīng)該順勢而為、應(yīng)勢而變，創(chuàng)新發(fā)展理念、業(yè)務(wù)模式、機構(gòu)治理，通過靈活多樣的發(fā)展融資產(chǎn)品，促進互聯(lián)互通，推動綠色發(fā)展，支持技術(shù)進步。
Second, let us keep breaking new ground and make the AIIB a new type of development platform progressing with the times. Innovation holds the key to our future. As a new member of the global economic governance system, the AIIB is well-placed to adapt to changes and act accordingly. By constantly updating its development philosophy, business model and institutional governance and by providing flexible and diverse development financing products, the AIIB could help enhance connectivity, promote green development and boost technological advance.

第三，創(chuàng)造最佳實踐，把亞投行打造成高標準的新型國際合作機構(gòu)。亞投行發(fā)展要堅持高標準、高質(zhì)量，把遵循國際通行標準、尊重普遍發(fā)展規(guī)律同適應(yīng)各成員自身發(fā)展的實際需要有機結(jié)合起來，創(chuàng)造國際發(fā)展合作最佳實踐。
Third, let us strive for excellence and make the AIIB a new type of high-performance institution for international cooperation. High standard and high quality must be ensured in the development of the AIIB. While following international standards and respecting the general law of development, the AIIB should keep in mind the actual development needs of its members, thus creating best practices for international development cooperation.

第四，堅持開放包容，把亞投行打造成國際多邊合作新典范。要堅持共商共建共享原則，順應(yīng)世界經(jīng)濟格局調(diào)整演變趨勢，同更多發(fā)展伙伴開展合作，提供區(qū)域和全球公共產(chǎn)品，推動區(qū)域經(jīng)濟一體化，推動經(jīng)濟全球化朝著更加開放、包容、普惠、平衡、共贏的方向發(fā)展。
Fourth, let us stay open and inclusive and make the AIIB a new paradigm of multilateral cooperation. Under the principle of extensive consultation, joint contribution and shared benefits, the AIIB needs to respond to adjustments and changes in the global economic landscape and engage more development partners in cooperation. It needs to provide public goods for our region and beyond, push for regional economic integration, and help make economic globalization more open, inclusive, balanced and beneficial for all.

中國始終支持多邊主義、踐行多邊主義，以開放、合作、共贏精神同世界各國共謀發(fā)展。中國將繼續(xù)同各成員一道支持亞投行、辦好亞投行，為國際社會應(yīng)對風險挑戰(zhàn)、實現(xiàn)共同發(fā)展作出更大貢獻。希望亞投行不負使命、不負時代、不負眾托。
China always supports and adheres to multilateralism, and pursues development with the rest of the world in the spirit of openness and mutually-beneficial cooperation. China will continue working with other members to support the AIIB and make it a success, and contribute more to the global response to risks and challenges and the pursuit of shared development. I hope the AIIB will live up to its mission and our expectations and prove worthy of our times.
