各位同事：
The Right Honorable Prime Minister Jacinda Ardern,
Dear Colleagues,

很高興同大家見面。首先，我感謝阿德恩總理和新西蘭政府為本次會議作出的努力。本次會議以“推動疫后經(jīng)濟(jì)復(fù)蘇，實(shí)現(xiàn)亞太人民和子孫后代的共同繁榮”為主題，具有十分重要的意義。
It is a great pleasure to meet you online. First of all, let me thank Prime Minister Ardern and the New Zealand government for their hard work in putting this meeting together. This session has chosen its theme to be “Recovering from COVID-19 to Build Prosperity for All Our People and Future Generations”, which is of great significance.

今年是中國加入亞太經(jīng)合組織30周年。這30年，是中國深化改革、擴(kuò)大開放的30年，也是亞太經(jīng)濟(jì)合作不斷擴(kuò)展的30年。亞太成為全球最具增長活力和發(fā)展?jié)摿Φ牡貐^(qū)，始終位于世界經(jīng)濟(jì)發(fā)展前沿，為世界經(jīng)濟(jì)增長和地區(qū)人民福祉作出了積極貢獻(xiàn)。
This year marks the 30th anniversary of China’s joining of APEC. It has been three decades of deepening reform and opening-up for China, and of broadening economic cooperation across the Asia-Pacific. Indeed, the Asia-Pacific region has become the most dynamic and promising economic powerhouse globally, staying at the forefront of world economic development, and making its positive contribution to global growth and to the well-being of people in the region.

去年，我們在初步實(shí)現(xiàn)茂物目標(biāo)基礎(chǔ)上，通過了2040年布特拉加亞愿景，重申造福亞太人民的初心，提出建成開放、活力、強(qiáng)韌、和平的亞太共同體目標(biāo)。今年，我們共同制定了愿景落實(shí)計(jì)劃。我們要推進(jìn)落實(shí)2040年愿景，構(gòu)建開放包容、創(chuàng)新增長、互聯(lián)互通、合作共贏的亞太命運(yùn)共同體。重點(diǎn)要做好以下幾件事。
Last year, building on the progress toward the Bogor Goals, we adopted the Putrajaya Vision 2040, reaffirming our original aspiration of bettering the lives of our people and envisioning an open, dynamic, resilient and peaceful Asia-Pacific community. This year, we have jointly formulated its implementation plan. We shall keep up our good work to put the Vision into action, and endeavor to build an Asia-Pacific community with a shared future featuring openness and inclusiveness, innovation-driven growth, greater connectivity, and mutually beneficial cooperation. To that end, I propose we focus our efforts on the following directions.

第一，推動抗疫合作和經(jīng)濟(jì)復(fù)蘇。當(dāng)前，新冠肺炎疫情形勢依然嚴(yán)峻，世界經(jīng)濟(jì)在脆弱中艱難復(fù)蘇。早日戰(zhàn)勝疫情、恢復(fù)經(jīng)濟(jì)增長，是當(dāng)前亞太各成員最重要的任務(wù)。要科學(xué)應(yīng)對疫情，深化國際合作，促進(jìn)疫苗研發(fā)、生產(chǎn)、公平分配，確保疫苗在發(fā)展中國家的可及性和可負(fù)擔(dān)性，彌合“免疫鴻溝”。中國宣布全年將努力對外提供20億劑疫苗，迄今已提供超過17億劑，包括向110多個(gè)國家提供無償捐贈。不久前，我在二十國集團(tuán)領(lǐng)導(dǎo)人第十六次峰會上代表中國提出了全球疫苗合作行動倡議。中國已明確未來3年內(nèi)提供30億美元，用于支持發(fā)展中國家抗疫和恢復(fù)經(jīng)濟(jì)社會發(fā)展。中國歡迎亞太經(jīng)合組織促進(jìn)關(guān)鍵物資流通和人員安全往來倡議，將繼續(xù)向“應(yīng)對疫情和經(jīng)濟(jì)復(fù)蘇”子基金提供支持，助力各成員恢復(fù)和發(fā)展經(jīng)濟(jì)。
First, advance anti-COVID cooperation and promote economic recovery. As we meet, the pandemic continues to pose a grave challenge and global economic recovery remains fragile and difficult. To defeat the pandemic and restore growth at an early date is a first-order priority for APEC economies at the moment. We need to follow a science-based approach in pandemic response, deepen international cooperation, promote the research, development, production and fair distribution of vaccines, ensure their accessibility and affordability in developing countries, and close the immunization gap. China has announced that it would provide a total of two billion doses of vaccines to the world in the course of this year, and has so far provided over 1.7 billion doses, including donations to more than 110 countries. At the recent 16th G20 Summit, I proposed, on China’s behalf, a Global Vaccine Cooperation Action Initiative. China has undertaken to offer three billion US dollars over the next three years to support COVID-19 response and economic and social recovery in fellow developing countries. China welcomes APEC initiatives to facilitate the movement of essential goods and people in a safe manner, and will continue to provide support to the Sub-Fund for APEC Cooperation on Combating COVID-19 and Economic Recovery with a view to helping member economies recover and grow the economy.

第二，構(gòu)建開放型亞太經(jīng)濟(jì)。開放是亞太合作的生命線。要堅(jiān)持開放的地區(qū)主義，以2040年愿景為指引，推進(jìn)區(qū)域經(jīng)濟(jì)一體化，早日建成高水平亞太自由貿(mào)易區(qū)。要踐行真正的多邊主義，堅(jiān)持對話而不對抗、包容而不排他、融合而不脫鉤，堅(jiān)定維護(hù)以世界貿(mào)易組織為核心的多邊貿(mào)易體制。中國支持落實(shí)亞太經(jīng)合組織《強(qiáng)化結(jié)構(gòu)性改革議程》和《服務(wù)業(yè)競爭力路線圖》。我們期待《區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系協(xié)定》明年如期生效，已申請加入《全面與進(jìn)步跨太平洋伙伴關(guān)系協(xié)定》。
Second, foster an open Asia-Pacific economy. Openness is the lifeline of Asia-Pacific cooperation. We need to uphold open regionalism, follow the guidance of the APEC Vision 2040 in advancing regional economic integration, and work for the early realization of a high-standard Free Trade Area of the Asia-Pacific (FTAAP). We need to practice true multilateralism, stick to dialogue rather than confrontation, inclusiveness rather than exclusion, and integration rather than decoupling, and be resolute in safeguarding the multilateral trading regime with the World Trade Organization (WTO) at its core. China supports the implementation of the Enhanced APEC Agenda for Structural Reform and the APEC Services Competitiveness Roadmap. We look forward to the entry into force of the Regional Comprehensive Economic Partnership (RCEP) on schedule next year, and we have applied for joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

第三，促進(jìn)創(chuàng)新增長和數(shù)字經(jīng)濟(jì)發(fā)展。創(chuàng)新是引領(lǐng)世界發(fā)展的重要動力。要堅(jiān)持創(chuàng)新驅(qū)動大方向，點(diǎn)燃數(shù)字經(jīng)濟(jì)新引擎，讓數(shù)字技術(shù)的成果惠及更多亞太地區(qū)人民。要全面平衡落實(shí)亞太經(jīng)合組織《互聯(lián)網(wǎng)和數(shù)字經(jīng)濟(jì)路線圖》，為創(chuàng)新和生產(chǎn)力發(fā)展構(gòu)建開放、公平、公正、非歧視的環(huán)境。要加強(qiáng)數(shù)字基礎(chǔ)設(shè)施建設(shè)，加快數(shù)字轉(zhuǎn)型，努力彌合“數(shù)字鴻溝”，推動數(shù)字經(jīng)濟(jì)全面發(fā)展。中國提出促進(jìn)數(shù)字時(shí)代互聯(lián)互通倡議，支持加強(qiáng)數(shù)字經(jīng)濟(jì)國際合作，已申請加入《數(shù)字經(jīng)濟(jì)伙伴關(guān)系協(xié)定》。
Third, promote innovation-driven development and the digital economy. Innovation is an important driving force that propels world development. We need to commit ourselves to innovation-driven development, harness the power of the digital economy as a new growth engine, and spread the fruits of digital technologies to more people in our region. We need to implement the APEC Internet and Digital Economy Roadmap in a full and balanced manner, and foster an open, fair, just and non-discriminatory environment for innovation and the growth of productivity. We need to further develop the digital infrastructure, speed up digital transformation, strive to bridge the digital divide, and promote development of the digital economy in an all-round way. China has put forward the initiative of Enhancing Implementation of APEC Connectivity Blueprint (2015-2025) in the Digital Era. We support stronger international cooperation on the digital economy, and have applied to join the Digital Economy Partnership Agreement (DEPA).

第四，實(shí)現(xiàn)包容可持續(xù)發(fā)展。要堅(jiān)持人與自然和諧共生，積極應(yīng)對氣候變化，促進(jìn)綠色低碳轉(zhuǎn)型，努力構(gòu)建地球生命共同體。中國將力爭2030年前實(shí)現(xiàn)碳達(dá)峰、2060年前實(shí)現(xiàn)碳中和，支持發(fā)展中國家發(fā)展綠色低碳能源。中國愿同有關(guān)各國一道，推進(jìn)高質(zhì)量共建“一帶一路”。要全面落實(shí)聯(lián)合國2030年可持續(xù)發(fā)展議程，讓發(fā)展成果更多更公平惠及各國人民。今年9月，我在聯(lián)合國大會上提出全球發(fā)展倡議，旨在推動全球發(fā)展邁向平衡協(xié)調(diào)包容新階段，對推動亞太地區(qū)可持續(xù)發(fā)展具有重要意義。經(jīng)濟(jì)技術(shù)合作是亞太經(jīng)合組織重要合作領(lǐng)域，應(yīng)該加大投入力度，確保發(fā)展中成員從中受益，為亞太地區(qū)發(fā)展繁榮持續(xù)注入新動力。
Fourth, pursue inclusive and sustainable development. We need to seek the harmonious coexistence between man and nature, actively respond to climate change, promote green and low-carbon transition, and foster a community of all life on Earth. China will strive to peak carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060, and supports developing countries in developing green and low-carbon energies. And China will work with partner countries to advance high-quality Belt and Road cooperation. We need to fully implement the UN 2030 Agenda for Sustainable Development, and let the gains of development benefit more people across the world in a more equitable way. At this year’s UN General Assembly in September, I put forward a Global Development Initiative that aims at steering global development toward a new stage of balanced, coordinated and inclusive growth. The Initiative also holds great significance for sustainable development of the Asia-Pacific region. Economic and technical cooperation is an important area of APEC cooperation. We need to step up input, make sure that developing members get real benefit from such cooperation, and keep injecting new dynamism into the development and prosperity of the Asia-Pacific.

今年是中國共產(chǎn)黨成立100周年。讓14億多中國人民過上更加美好的生活、促進(jìn)人類和平與發(fā)展，是中國共產(chǎn)黨矢志不渝的奮斗目標(biāo)。當(dāng)前，中國已經(jīng)開啟全面建設(shè)社會主義現(xiàn)代化國家新征程。中國將堅(jiān)定不移擴(kuò)大對外開放，同世界和亞太各成員分享中國發(fā)展機(jī)遇。
This year marks the 100th anniversary of the founding of the Communist Party of China (CPC). It is the CPC’s unchanging goal to deliver a better life for the over 1.4 billion Chinese people and to promote peace and development for humanity. Now, China has started a new journey toward fully building a modern socialist country. China will unswervingly expand opening-up, and share its development opportunities with APEC members and the wider world.

新西蘭有一句毛利諺語：“成功從不是憑借個(gè)人，而是依靠集體。”中方愿同亞太各成員一道，積極推動構(gòu)建亞太命運(yùn)共同體，攜手開創(chuàng)亞太經(jīng)濟(jì)合作新篇章。
There is a Maori proverb in New Zealand that says, “Success is not ever that of an individual, but always that of a collective.” China will work with all APEC members in building an Asia-Pacific community with a shared future and jointly opening a new chapter for Asia-Pacific economic cooperation.
