寧吉喆：今年將進一步縮減外商投資準入負面清單

The government will further shorten the negative list which outlines fields off-limits to foreign investors, Ning Jizhe, deputy director of the National Development and Reform Commission, told a press conference on the sidelines of the annual legislative session.

國家發(fā)展改革委副主任寧吉喆在記者會上表示，今年將進一步縮減外商投資準入負面清單。

何立峰：今年還會繼續(xù)保持良好的發(fā)展態(tài)勢

China's economy will continue to maintain the momentum of sound development, as the country has announced a raft of measures in the government work report to boost development in 2019.

國家發(fā)展改革委主任何立峰說，中國經(jīng)濟今年還會繼續(xù)保持良好的發(fā)展態(tài)勢，李克強總理在《政府工作報告》中宣布了在今年促進經(jīng)濟發(fā)展的多項措施。

"With the implementation of various supportive policies, I believe this year the economy will register a good performance," he added.

他說：“通過這些政策舉措的落實，我相信我們今年還會繼續(xù)保持良好的發(fā)展態(tài)勢?！?/p>

China has also made big strides in fostering a better business environment, as the country ranked 46th place out of 190 countries in the World Bank's newly released ranking list in 2018. While China ranked 78th place for ease of doing business in 2017.

中國的營商環(huán)境有了進一步改善，世界銀行關(guān)于營商環(huán)境的國際排名，（以北京、上海為評價樣板），由78位躍升至46位（共190個國家和地區(qū)），一年提高了32名。

China will further expand opening-up in the agriculture, mining, manufacturing and service sectors, and allow wholly foreign funded enterprises to operate in more sectors, a senior official of the country's top economic planner said Wednesday.

寧吉喆表示，中國將在農(nóng)業(yè)、采礦業(yè)、制造業(yè)、服務(wù)業(yè)領(lǐng)域推出更加開放的措施，允許更多領(lǐng)域?qū)嵭型赓Y獨資經(jīng)營。

寧吉喆：促進消費的平穩(wěn)增長

More measures to support a steady growth in consumption are in pipeline this year, with a focus on key sectors including used cars, new energy cars, 5G, energy-efficient electric home appliances, senior and baby care, and consumption in rural areas, said Ning Jizhe.

國家發(fā)展改革委副主任寧吉喆說，今年將推出更多措施，促進消費的平穩(wěn)增長，擴大重點領(lǐng)域消費。推動老舊汽車報廢更新，繼續(xù)執(zhí)行新能源汽車購置政策，加快開展“5G”商用部署，綠色家電消費要鼓勵支持。要出臺實施扶持養(yǎng)老照護服務(wù)、嬰幼兒照護服務(wù)的政策措施，促進農(nóng)村消費普及提高。

何立峰：目前正在抓緊粵港澳大灣區(qū)建設(shè)

China will carry out more efforts to accelerate the construction of an international science and technology center in the Guangdong-Hong Kong-Macao Greater Bay Area, said He Lifeng.

何立峰說，關(guān)于粵港澳大灣區(qū)建設(shè)，要在創(chuàng)建國際科創(chuàng)中心方面，力度要進一步加大。

He said more measures will be taken to expedite the building of infrastructure in Guangdong, Hong Kong and Macao to lay a sound foundation to boost exchange and communication among the regions.

他表示，要加快規(guī)劃粵港澳大灣區(qū)的硬件建設(shè)，時機條件成熟以后推進建設(shè)，為推進三地密切配合打下堅實基礎(chǔ)。

The government will also roll out more policies to make it convenient for people from Hong Kong and Macao to work and start their businesses in Guangdong province, in the hope of boosting innovation, He said.

他表示，將重點推進有利于港澳居民進出內(nèi)地和到內(nèi)地發(fā)展的便利措施，提升粵港澳大灣區(qū)整體創(chuàng)新水平。

連維良：將平等保護各類股東產(chǎn)權(quán)和合法權(quán)益

China will equally protect different types of shareholder's property and rights in mixed ownership enterprises, said a senior official with the country's top economic planner Wednesday.

國家發(fā)展改革委副主任連維良說，將平等保護各類股東產(chǎn)權(quán)和合法權(quán)益。

China will encourage social capital to enter key areas of mixed ownership reform of State-owned enterprises (SOEs) , and make sure the shareholders can exercise their rights in accordance with their share, Lian Weiliang, deputy director of the National Development and Reform Commission, told a press conference.

連維良在記者會上說，將在重點領(lǐng)域混改，鼓勵社會資本進入。真正做到各類股東按資說話、依股行權(quán)。

This year, China will select the fourth batch of more than 100 SOEs to take part in the pilot reform, Lian said.

連維良說，今年我們將新推出第四批一百家以上新的混改試點。

寧吉喆：我國與“一帶一路”沿線國家貨物貿(mào)易總額超過6萬億美元

China has made significant achievements with the countries and regions involved in the Belt and Road Initiative in the past five years after the initiative was proposed. The total trade volumes between China and the countries and regions involved in the Belt and Road Initiative has exceeded $6 trillion, Ning Jizhe said.

寧吉喆說，五年多來，共建“一帶一路”已經(jīng)取得重要進展和顯著成效。過去五年，我國與“一帶一路”沿線國家貨物貿(mào)易總額超過6萬億美元。

China has signed 171 cooperation documents with 29 international organizations and 123 countries, including developed and developing countries, the vice-chairman of NDRC said.

寧吉喆說，在政策溝通方面，中方已經(jīng)與123個國家和29個國際組織簽署了171份合作文件，其中既有發(fā)展中國家，也有發(fā)達國家。

By the end of February, China-Europe freight trains, considered significant for the Belt and Road Initiative, have made 14,000 trips, Ning Jizhe said.

寧吉喆說，到今年2月底，中歐班列累計開行數(shù)量已達到1.4萬列。中歐班列對“一帶一路”倡議非常重要。

何立峰：將突出精準投資

Government at all levels will focus on targeted investment, and efforts will be made this year to prevent new debt, said He Lifeng, head of the National Development and Reform Commission.

國家發(fā)展改革委主任何立峰說，要突出精準投資，各級政府的投資，我們是嚴格防止形成新的債務(wù)。

He said government investment will focus on improving livelihoods and urban services in 2019, and that no deluge of mass investment is needed.

他說，各級政府投資主要是精準用于城市公共服務(wù)設(shè)施和社會民生短板這方面的投入。我們不必要也沒有可能去搞“大水漫灌”。
