女士們,先生們,朋友們:

很高興在海南與各位新老朋友再次相聚,共同出席博鰲亞洲論壇2019年年會(huì)。我謹(jǐn)代表中國政府,對(duì)本次年會(huì)的召開表示熱烈祝賀!對(duì)遠(yuǎn)道而來的各位嘉賓表示誠摯歡迎!
It gives me great pleasure to meet friends, both old and new, at the Boao Forum for Asia Annual Conference 2019 in Hainan. I would like to extend, on behalf of the Chinese government, warm congratulations on the opening of the conference and sincere welcome to all the guests coming from afar.


博鰲亞洲論壇自成立以來,聚焦亞洲、放眼世界,圍繞各方關(guān)注的經(jīng)濟(jì)社會(huì)發(fā)展重大課題,提出很多有價(jià)值的意見和建議,已成為在亞洲乃至世界有影響的高層次對(duì)話平臺(tái)。去年,中國國家主席習(xí)近平在博鰲亞洲論壇年會(huì)開幕式上發(fā)表了“開放共創(chuàng)繁榮、創(chuàng)新引領(lǐng)未來”的主旨演講。今年年會(huì)的主題是“共同命運(yùn)、共同行動(dòng)、共同發(fā)展”。共同命運(yùn),就是同舟共濟(jì),大家都在同一條船上;共同行動(dòng),就是協(xié)商協(xié)調(diào),有事情大家商量著辦;共同發(fā)展,就是包容發(fā)展,有了成果大家共同分享。期待大家發(fā)表真知灼見,凝聚共識(shí),為亞洲和世界的和平穩(wěn)定、發(fā)展繁榮作出積極貢獻(xiàn)。
The Forum, with its founding focus on Asia and a global perspective, has put forth many valuable suggestions and recommendations on major issues of public interest concerning economic and social development, evolving into an influential high-level dialogue platform for Asia and beyond. At the opening of its annual conference last year, President Xi Jinping delivered a keynote speech titled “Openness for Greater Prosperity, Innovation for a Better Future”. The conference this year has chosen a highly relevant theme of “Shared Future, Concerted Action, Common Development”. We have a shared future just like passengers on the same boat who need to help each other. We need to take concerted actions to address challenges on the basis of consultation and coordination. We need to pursue common development, which should be inclusive and delivers benefits to all. I hope you will share insights, build consensus and contribute to promoting peace, stability, development and prosperity in Asia and the world.


當(dāng)前國際形勢(shì)正在發(fā)生深刻復(fù)雜變化。世界經(jīng)濟(jì)雖繼續(xù)保持增長,但受國際貿(mào)易投資低迷、保護(hù)主義加劇等因素影響,呈現(xiàn)動(dòng)能減弱、增速放緩態(tài)勢(shì),同時(shí)新的不穩(wěn)定性不確定性還在上升,很多方面變幻莫測(cè)、撲朔迷離,市場(chǎng)信心不穩(wěn)。近期主要國際機(jī)構(gòu)連續(xù)下調(diào)世界經(jīng)濟(jì)增長預(yù)期,這是近幾年少見的。有的市場(chǎng)人士甚至認(rèn)為,世界經(jīng)濟(jì)可能面臨觸頂回落、陷入衰退的風(fēng)險(xiǎn)。主要經(jīng)濟(jì)體宏觀政策取向也在發(fā)生變化,貨幣政策總體維持寬松,財(cái)政政策有所擴(kuò)張,其共同指向都是應(yīng)對(duì)經(jīng)濟(jì)下行壓力。困難和挑戰(zhàn)確實(shí)不容低估,但也不應(yīng)悲觀失望,世界經(jīng)濟(jì)中還有很多積極因素,尤其是新一輪技術(shù)和產(chǎn)業(yè)革命方興未艾。經(jīng)濟(jì)下行壓力和增長動(dòng)力相互膠著,前景如何取決于各方的認(rèn)識(shí)和行動(dòng)。在此,我愿提出幾點(diǎn)看法。
We meet at a time of profound and complex changes in the international landscape. World economic growth has remained in the positive territory, yet it has been weighed down by factors such as sluggish international trade and investment, and rising protectionism. New uncertainties and destabilizing factors are mounting. The situation on many fronts is intricate and volatile, compounding market unease. Major international institutions have successively revised downward their global growth forecasts, something rarely seen in recent years. Some market watchers even see the risk of global growth peaking and falling into recession. The macro policy shifts of leading economies, characterized by continued accommodative monetary policies and somewhat expansionary fiscal policies, all point to their efforts to counteract the downward pressure. While no one should underestimate the difficulties and challenges, we must not lose faith or feel pessimistic, as we can also see many positive factors in the global economy, not least the impressive progress of the new round of technological and industrial revolution. There seems to be a contest of strength between downward pressure on the one hand and growth momentum on the other. How things play out depends on the judgment and actions of all stakeholders. Let me share with you the following observations:


——各方應(yīng)共同抓住機(jī)遇、迎接挑戰(zhàn)。隨著過去幾十年經(jīng)濟(jì)全球化持續(xù)發(fā)展,已形成了你中有我、我中有你的國際產(chǎn)業(yè)分工格局,各國產(chǎn)業(yè)鏈、創(chuàng)新鏈、價(jià)值鏈緊密相連,經(jīng)濟(jì)發(fā)展相互依賴。面對(duì)世界經(jīng)濟(jì)下行壓力等共同挑戰(zhàn),沒有哪個(gè)國家能夠獨(dú)善其身,也沒有哪個(gè)國家可以包打天下,必須尋求互利合作的雙贏多贏之道。各方應(yīng)當(dāng)增強(qiáng)人類命運(yùn)共同體意識(shí),發(fā)揚(yáng)伙伴精神,以開放的胸襟、包容的氣度、協(xié)調(diào)的行動(dòng),為世界經(jīng)濟(jì)發(fā)展注入信心、增添力量。
— It is time to jointly seize the opportunities and rise to the challenges. Decades of progress in economic globalization has shaped a sophisticated international division of labor and linked up the industrial, innovation and value chains of various countries, making them ever more interdependent in economic development. In the face of world economic headwinds and other common challenges, no country can stay immune or resolve all the problems. It is imperative to seek an inclusive path of mutually beneficial cooperation. We need to embrace the vision of a community with a shared future for mankind, advocate the spirit of partnership, and inject greater confidence and strength to the world economy with an open mind, an inclusive approach and concerted actions.


——各方應(yīng)攜手實(shí)現(xiàn)共同發(fā)展。二戰(zhàn)結(jié)束后世界經(jīng)濟(jì)發(fā)展的實(shí)踐證明,只有堅(jiān)持多邊主義,才能保持長期繁榮發(fā)展。各方應(yīng)共同維護(hù)以聯(lián)合國為核心的國際體系、以規(guī)則為基礎(chǔ)的多邊貿(mào)易體制,不斷推動(dòng)貿(mào)易和投資自由化便利化。中國倡導(dǎo)自由貿(mào)易,因?yàn)檫@是國際貿(mào)易的基礎(chǔ)和前提;中國同樣主張公平貿(mào)易,而且一直在以實(shí)際行動(dòng)維護(hù)貿(mào)易的公正公平,因?yàn)槿鄙俟降馁Q(mào)易是不可持續(xù)的。但公平貿(mào)易要體現(xiàn)多邊性、包容性、非歧視性等原則。至于貿(mào)易中的具體問題,要放在自由貿(mào)易的大框架內(nèi)平等協(xié)商,找到互利共贏的解決辦法,世界經(jīng)濟(jì)貿(mào)易才能持續(xù)發(fā)展。
— It is time to work together for common development. The trajectory of the world economy after the Second World War shows that multilateralism is the right way to ensure lasting prosperity and development. All parties need to jointly uphold the UN-centered international system and rules-based multilateral trading system, and promote trade and investment liberalization and facilitation. China advocates free trade because it is the foundation and precondition for international trade. China also stands for fair trade and has taken concrete actions to uphold fairness and equity, the lack of which would make trade unsustainable. That said, fair trade must reflect the multilateral, inclusive and non-discriminatory principles. As for the specific issues, they should be addressed through equal consultation in the larger framework of free trade in order to reach a win-win solution. This way, we will be able to sustain the growth of the global economy and global trade.


——各方應(yīng)積極推動(dòng)全球治理體系改革。適應(yīng)世界政治經(jīng)濟(jì)格局新變化,要推動(dòng)全球治理體系朝著更加公正合理方向發(fā)展,為世界經(jīng)濟(jì)增長提供有力保障。但改革不是另起爐灶,也不是服務(wù)于少數(shù)國家的利益。中國支持對(duì)世貿(mào)組織進(jìn)行必要改革,但其基本原則和核心價(jià)值必須堅(jiān)持,必須充分照顧各方的利益關(guān)切,考慮不同國家所處的不同發(fā)展階段,特別要重視保障發(fā)展中國家的權(quán)益、有利于縮小南北差距。我們要堅(jiān)持互商互諒,努力通過對(duì)話磋商化解分歧,找到各方利益的最大公約數(shù),共同營造良好的國際發(fā)展環(huán)境。
— It is time to actively advance reform in the global governance system. Given the new dynamics in the world political and economic architecture, we need to move the global governance system toward a fairer and more equitable direction in order to provide stronger support to global growth. Reform does not mean starting all over again, or serving the interests of a handful of countries. China supports necessary reforms to the WTO. The organization’s basic principles and core values must be adhered to in the reform process. The interests and concerns of all parties must be effectively addressed. And the differences in countries’ development levels must be factored in. In particular, much attention needs to be given to protecting the rights and interests of developing countries and narrowing the North-South gap. We need to resolve differences through dialogues in the spirit of consultation and mutual accommodation, find the broadest possible common ground, and work together to create an enabling international environment for development.

亞洲是維護(hù)世界和平穩(wěn)定的一支重要力量和推動(dòng)世界經(jīng)濟(jì)增長的一個(gè)重要引擎。多年來,亞洲國家加強(qiáng)合作,經(jīng)濟(jì)社會(huì)發(fā)展取得顯著成績。同時(shí)也要看到,亞洲大多數(shù)國家仍是發(fā)展中國家,整體發(fā)展水平不高,亞洲還是世界上貧困人口最集中的地區(qū)之一,推動(dòng)發(fā)展、改善民生是我們共同的歷史任務(wù)。面對(duì)當(dāng)前復(fù)雜多變的國際環(huán)境,我們?cè)概c亞洲各國和衷共濟(jì)、共同行動(dòng),通過深化合作抵御風(fēng)險(xiǎn)挑戰(zhàn)、拓展發(fā)展空間。
Asia is an important force for world peace and stability, and a strong engine for global growth. With enhanced cooperation over the years, Asian countries have made remarkable progress in economic and social development. We must also recognize that most Asian countries are still developing countries with a relatively low overall development level, and Asia is home to a larger impoverished population than most other regions. We face the common historical tasks of promoting development and improving people’s wellbeing. In a complex and fast-changing world, China is ready to work closely with other Asian countries to overcome risks and challenges and broaden the space for development through deepening cooperation.


一要協(xié)力維護(hù)和平發(fā)展大環(huán)境。沒有一個(gè)和平穩(wěn)定的環(huán)境,什么事情也干不成。過去幾十年,之所以能夠創(chuàng)造“亞洲奇跡”,根本在于亞洲有一個(gè)安全穩(wěn)定的大環(huán)境。面向未來,各國應(yīng)深化戰(zhàn)略互信,積極踐行共同、綜合、合作、可持續(xù)的亞洲安全觀,繼續(xù)發(fā)揚(yáng)相互尊重、協(xié)商一致、照顧各方舒適度的亞洲方式,妥善處理地區(qū)熱點(diǎn)問題,通過談判和磋商化解爭(zhēng)端,共同維護(hù)好亞洲和平發(fā)展局面。
First, we must jointly uphold the overall environment of peace and development. Without a peaceful and stable environment, nothing could be achieved. One fundamental reason that made our Asian Miracle possible is the security and stability of our region. Looking ahead, we must deepen strategic mutual trust and work toward the vision of common, comprehensive, cooperative and sustainable security for Asia. We must continue to follow the Asian way of mutual respect, consensus-building and accommodating the comfort levels of all parties and properly handle regional hotspots and resolve disputes through negotiation and consultation. Common efforts in these areas will help preserve the sound momentum of peace and development in Asia.


二要協(xié)力提升區(qū)域一體化水平。亞洲國家各具比較優(yōu)勢(shì),經(jīng)濟(jì)互補(bǔ)性強(qiáng)。這些年亞洲各國經(jīng)濟(jì)之所以持續(xù)快速發(fā)展,很大程度上得益于區(qū)域內(nèi)開放的不斷擴(kuò)大、合作的不斷加強(qiáng)。在當(dāng)前形勢(shì)下,提升區(qū)域一體化水平,有利于更好發(fā)揮各自優(yōu)勢(shì)。“區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系協(xié)定”(RCEP)談判已取得實(shí)質(zhì)性進(jìn)展,各方應(yīng)順勢(shì)而為,展現(xiàn)更大靈活性,盡早達(dá)成共贏方案。中國對(duì)建設(shè)開放透明、互利共贏的區(qū)域貿(mào)易安排持積極開放態(tài)度,愿與各方建設(shè)更具活力的亞洲大市場(chǎng)。共商共建共享“一帶一路”有利于推動(dòng)區(qū)域一體化,要加強(qiáng)與各國發(fā)展戰(zhàn)略對(duì)接,促進(jìn)互聯(lián)互通,不斷改善區(qū)域一體化發(fā)展的基礎(chǔ)條件。
Second, we must jointly elevate regional integration to a higher level. We Asian countries all have our own comparative strengths and our economies are highly complementary. Greater openness and deeper cooperation within the region has been crucial for the sustained fast growth of Asian economies over the years. Deeper regional integration under the current circumstances can help us better leverage our comparative strengths. With substantive progress made in the RCEP negotiations, all parties concerned need to seize the momentum, show greater flexibility and work for an all-win outcome as early as possible. China takes a positive and open approach to all regional trade arrangements that are open, transparent and beneficial for all. China stands ready to work with all parties to promote the consolidation of regional integration frameworks leading to a more vibrant Asian market. Cooperation under the Belt and Road Initiative (BRI) helps to advance the regional integration process. We need to enhance synergy between the BRI and other development strategies and facilitate connectivity to solidify the foundations for greater progress of regional integration.


三要協(xié)力構(gòu)建創(chuàng)新發(fā)展新格局。經(jīng)過多年較快增長,亞洲各國都面臨新舊動(dòng)能轉(zhuǎn)換問題,必須依靠創(chuàng)新培育新動(dòng)能。當(dāng)前新一輪世界科技革命和產(chǎn)業(yè)變革正孕育興起,亞洲各國要抓住機(jī)遇,發(fā)揮人力人才資源多、市場(chǎng)潛力大等優(yōu)勢(shì),加強(qiáng)創(chuàng)新合作,推動(dòng)傳統(tǒng)產(chǎn)業(yè)加快改造提升、新興產(chǎn)業(yè)發(fā)展壯大。要打造開放、公平、透明、可預(yù)期的營商環(huán)境,努力破除制約創(chuàng)新要素流動(dòng)的障礙,推動(dòng)創(chuàng)新資源和成果共享,使亞洲經(jīng)濟(jì)在創(chuàng)新發(fā)展之路上走得更穩(wěn)更好。
Third, we need to jointly break new ground in innovation-driven development. After years of fairly fast growth, Asian countries now face the challenge of shifting from old drivers of growth to new ones, and we must rely on innovation to foster the latter. As the new round of global technological revolution and industrial transformation unfolds, we Asian countries must seize the opportunities, tap into our advantages in human capital and market potential to intensify cooperation on innovation and accelerate the upgrading of traditional industries and growth of emerging industries. We need to make our business environment open, fair, transparent and predictable, clear the way for the unimpeded flow of factors of innovation, and share innovation resources and outcomes, setting the stage for the steady progress of Asia’s innovation-driven development.

對(duì)外開放是中國的基本國策。剛剛閉幕的中國全國人大會(huì)議通過了外商投資法,確立了新時(shí)期中國外商投資法律制度的基本框架,對(duì)外商投資的準(zhǔn)入、促進(jìn)、保護(hù)、管理等作出了統(tǒng)一規(guī)定。這是中國打造法治化、國際化、便利化營商環(huán)境的重要舉措。
Opening-up is China’s fundamental state policy. The Foreign Investment Law adopted at the just-concluded session of the National People’s Congress has established the basic legal framework for foreign investment in China in the new era and set out unified provisions on the market access, promotion, protection and management of foreign investment. It is a crucial step toward building a world-class and business-friendly environment governed by a sound legal framework.


我們將抓緊制定外商投資法配套法規(guī)。為確保外商投資法有效實(shí)施,目前中國政府已啟動(dòng)配套法規(guī)、規(guī)章制定工作,以細(xì)化外商投資法確定的主要法律制度,形成可操作的具體規(guī)則。這些配套法規(guī)、規(guī)章年底前都會(huì)完成,以確保明年1月1日與外商投資法同時(shí)實(shí)施。我們還在對(duì)有關(guān)法規(guī)、規(guī)章和規(guī)范性文件進(jìn)行全面清理,凡是與外商投資法不相符的,都要堅(jiān)決予以廢止或修改。
We will move quickly to formulate matching regulations for the Foreign Investment Law. The Chinese government has started the formulation of matching regulations to better operationalize the main legal regimes of the Foreign Investment Law and lay down detailed and operable rules to ensure its effective implementation. The drafting will be completed by the end of this year to see that these regulations enter into force together with this law as of 1st January next year. We are also combing through relevant regulations, ordinances and normative documents to ensure that anything incompatible with the Foreign Investment Law will be either repealed or modified accordingly.


我們將進(jìn)一步放寬外資市場(chǎng)準(zhǔn)入。全面實(shí)施準(zhǔn)入前國民待遇加負(fù)面清單管理制度,今年6月底之前,我們將再次修訂發(fā)布外商投資準(zhǔn)入負(fù)面清單、自由貿(mào)易試驗(yàn)區(qū)外商投資準(zhǔn)入負(fù)面清單、鼓勵(lì)外商投資產(chǎn)業(yè)目錄。進(jìn)一步縮減負(fù)面清單條目,擴(kuò)大增值電信、醫(yī)療機(jī)構(gòu)、教育服務(wù)等現(xiàn)代服務(wù)業(yè)以及交通運(yùn)輸、基礎(chǔ)設(shè)施、能源資源等領(lǐng)域?qū)ν忾_放。我們的負(fù)面清單只做減法、不做加法,而且“非禁即入”將全面落實(shí)。我們將對(duì)各類所有制企業(yè)一視同仁,以公正監(jiān)管保障中外企業(yè)公平競(jìng)爭(zhēng)、共同發(fā)展。我們還將加快提升貿(mào)易便利化水平,深入推動(dòng)通關(guān)環(huán)節(jié)清收費(fèi)、優(yōu)流程,今年要明顯降低通關(guān)成本,提高通關(guān)效率,促進(jìn)對(duì)外貿(mào)易發(fā)展。
We will further widen market access for foreign investment. The management system of pre-establishment national treatment plus a negative list will be implemented across the board. By the end of June this year, we will have released the newly revised negative list on the market access of foreign investment in general and that for pilot free trade zones, together with the catalogue of encouraged foreign investment industries. The negative lists will be further shortened. Modern services sectors such as value-added telecommunications, medical institutions, educational services, along with transportation, infrastructure, and energy and resources, will be opened wider. Our negative lists will only be shortened further, and areas that are not on the lists will all be deemed as fully open. We will treat businesses of all types of ownership equally, and exercise impartial regulation to level the playing field for domestic and foreign-invested companies so that they can grow their businesses side by side. We will also promote trade facilitation at a faster pace. By overhauling fee structures and rationalizing working procedures, we will notably reduce the customs clearance costs this year and make the process more efficient. All this will help boost foreign trade.


我們將持續(xù)擴(kuò)大金融業(yè)對(duì)外開放。銀行、證券和保險(xiǎn)業(yè)對(duì)外資全面放開市場(chǎng)準(zhǔn)入正加快推進(jìn),外資銀行業(yè)務(wù)范圍大幅擴(kuò)大,對(duì)外資證券公司和保險(xiǎn)經(jīng)紀(jì)公司業(yè)務(wù)范圍不再單獨(dú)設(shè)限,征信、信用評(píng)級(jí)服務(wù)、銀行卡清算和非銀行支付的準(zhǔn)入限制大幅放松,這些舉措都一定會(huì)有序落實(shí)到位。我們將進(jìn)一步便利外商投資企業(yè)舉辦創(chuàng)業(yè)投資、設(shè)立投資性公司,完善有利外國投資者對(duì)上市公司戰(zhàn)略投資、并購境內(nèi)企業(yè)的相關(guān)規(guī)定。推進(jìn)債券市場(chǎng)對(duì)外開放,出臺(tái)相關(guān)政策,為境外投資者投資和交易中國債券創(chuàng)造更便利的條件。
We will open our financial sector wider. Full market access for foreign investors to the banking, securities and insurance industries is being expedited. We will significantly widen the business scope of foreign-invested banks, lift the special restrictions on the business scope of foreign securities firms and insurance brokers, and significantly ease market access constraints on credit investigation, credit rating, bank card clearing and non-bank payment services. All these measures will be fully delivered in a well-coordinated manner. We will make it easier for foreign-invested companies to make venture capital investment and set up investment companies, and improve the relevant regulations governing foreign investors’ strategic investment in listed companies and their mergers and acquisitions of domestic companies. We will further open China’s bond market and introduce relevant policies to make it easier for overseas investors to invest in and trade Chinese bonds.


我們將切實(shí)加強(qiáng)外商合法權(quán)益保護(hù)。只要在中國注冊(cè)的企業(yè),不論是內(nèi)資還是外資,我們都平等對(duì)待,切實(shí)維護(hù)各類企業(yè)合法權(quán)益。加強(qiáng)知識(shí)產(chǎn)權(quán)保護(hù)是中國政府的一貫立場(chǎng)。目前,專利法修正案草案已經(jīng)提請(qǐng)中國全國人大常委會(huì)審議。這次修法將引入加倍懲罰的賠償機(jī)制、大幅提高法定賠償額,目的就是要讓嚴(yán)重侵權(quán)假冒者承擔(dān)付不起的代價(jià)。外商投資法對(duì)不得使用行政手段強(qiáng)制轉(zhuǎn)讓技術(shù)作出明確規(guī)定,我們將言出必行,對(duì)違法者依法嚴(yán)肅處理。我們還將建立健全外商投資企業(yè)投訴工作機(jī)制,暢通政府與外商溝通協(xié)調(diào)渠道,使之成為維護(hù)外資企業(yè)合法權(quán)益的有效平臺(tái)。
We will strengthen the protection of lawful rights and interests of foreign investors. All companies registered in China, be it domestic or foreign-invested, will be treated as equals. The lawful rights and interests of all types of companies will be safeguarded. Strengthening the protection of intellectual property rights (IPR) is the consistent position of the Chinese government. The draft of the revised Patent Law has been submitted to the Standing Committee of the National People’s Congress for deliberation. Under the revised law, a mechanism of punitive compensation will be established to significantly raise the amount of statutory compensation, making the cost of gross IPR infringements and counterfeiting too much to bear. The Foreign Investment Law contains clear-cut provisions stipulating that no administrative means shall be used for forced technology transfer. Such commitments will be backed up by concrete actions. All violators of the law will be seriously dealt with. We will also improve the working mechanisms for handling complaints filed by foreign-invested enterprises to smooth the channels of communication between the government and foreign investors and build them into an effective platform for the protection of the lawful rights and interests of foreign-invested enterprises.

We will maintain the continuity and stability of our policies for investors from Hong Kong, Macao and Taiwan. Investors from the three regions have been important participants, contributors and beneficiaries of reform and opening-up. We will continue to support their development. The matching regulations of the Foreign Investment Law will set out clear and specific provisions regarding investments from the three regions to ensure effective protection of the lawful rights and interests of investors and provide them with even more development opportunities. We will widen market access to finance, professional services and high-end manufacturing for investors from the three regions. More policy measures will be adopted to facilitate personnel exchanges and two-way flow of factors of production between the mainland and Hong Kong and Macao. As the conditions continue to improve for their investment, studies and life on the mainland, fellow Chinese from Hong Kong, Macao and Taiwan can better share in new opportunities from the openness and development of the Chinese nation.

去年在以習(xí)近平同志為核心的中共中央領(lǐng)導(dǎo)下,經(jīng)過全國人民奮力拼搏,以供給側(cè)結(jié)構(gòu)性改革為主線,推動(dòng)高質(zhì)量發(fā)展,多策并舉保持中國經(jīng)濟(jì)平穩(wěn)運(yùn)行。在今年中國全國人大會(huì)議審議通過的《政府工作報(bào)告》中,我們對(duì)國內(nèi)外形勢(shì)進(jìn)行了全面分析,強(qiáng)調(diào)今年中國發(fā)展面臨的環(huán)境更復(fù)雜更嚴(yán)峻,頂住經(jīng)濟(jì)下行壓力、保持穩(wěn)定健康發(fā)展,要做好打硬仗的充分準(zhǔn)備,并制定了相關(guān)的應(yīng)對(duì)舉措。
Last year, under the leadership of the CPC Central Committee with Comrade Xi Jinping at its core and with the hard work of our people, China delivered a steady performance of its economy by making vigorous efforts to promote the supply-side structural reform and high-quality development. The Report on the Work of the Government deliberated and approved by the recent NPC session made a comprehensive analysis of China’s domestic and external conditions and stressed that as the situation gets even more complicated and challenging this year, we must be fully prepared to fight a tough battle to overcome the downward pressure on the economy and maintain steady and sound development. The report went on to identify a number of measures to respond to the relevant developments.


今年以來,中國經(jīng)濟(jì)穩(wěn)定運(yùn)行并出現(xiàn)一些積極變化,市場(chǎng)預(yù)期得到改善。從前兩個(gè)月的數(shù)據(jù)看,就業(yè)、物價(jià)、國際收支等主要經(jīng)濟(jì)指標(biāo)比較平穩(wěn),固定資產(chǎn)投資穩(wěn)步回升,消費(fèi)者信心指數(shù)、制造業(yè)新訂單指數(shù)明顯走高,資本市場(chǎng)成交活躍。特別是進(jìn)入3月份,日均發(fā)受電量增速達(dá)到兩位數(shù),進(jìn)出口、貨運(yùn)等增長加快。當(dāng)前中國經(jīng)濟(jì)的穩(wěn)定態(tài)勢(shì),也說明我們前期實(shí)施的降準(zhǔn)、減稅等政策措施和近期發(fā)出的宏觀政策信號(hào)效應(yīng)正在顯現(xiàn),市場(chǎng)主體活躍度穩(wěn)中有升。今年2月末廣義貨幣M2同比增長8%,社會(huì)融資規(guī)模存量增長10.1%,大體與近兩年的實(shí)際水平相當(dāng),我們沒有搞量化寬松。中國政府預(yù)算內(nèi)投資占全社會(huì)投資的比重只有6%左右,內(nèi)需增長靠的是上億市場(chǎng)主體,其中有7000萬個(gè)體工商戶的投資、創(chuàng)業(yè)、發(fā)展和近14億人口的消費(fèi)需求、市場(chǎng)潛力。
This year, the Chinese economy has maintained a steady momentum and showed some positive changes that have improved market expectations. For the first two months, major economic indicators such as employment, consumer prices and balance of international payments have remained steady. Fixed-asset investment rose steadily, growing at a steady pace for six consecutive months. Consumer Confidence Index and Manufacturing New Orders Index went notably higher, and trading in capital markets was vibrant. In March in particular, we have seen double-digit growth in average daily electricity consumption and faster increase of imports and exports as well as freight volume. The steady performance of the Chinese economy shows that the measures we have taken in recent months to lower the required reserve ratio and cut taxes, together with the macro policy signals we have sent, have been paying off. The number of market entities in active operation has been growing. As of the end of February, there was an 8% growth in M2 supply and a 10.1% increase in the stock of aggregate financing, roughly the same rates as in the past two years. We did not resort to quantitative easing. As budgetary investment made by the government only accounts for about 6% of total investment, the increase in domestic demand has mainly come from the over 100 million market entities, including the investment and start-up activities by 70 million self-employed traders, and from the consumption demand and potential of nearly 1.4 billion people.


我們將堅(jiān)持宏觀政策取向不變,為經(jīng)濟(jì)平穩(wěn)運(yùn)行創(chuàng)造條件。需要指出的是,今年不穩(wěn)定不確定因素明顯增多,外部輸入性風(fēng)險(xiǎn)上升,困難和挑戰(zhàn)仍不容低估,經(jīng)濟(jì)增速在月度或季度間不排除出現(xiàn)一定幅度波動(dòng)。只要全年經(jīng)濟(jì)運(yùn)行總體上保持在合理區(qū)間,我們就要保持戰(zhàn)略定力,同時(shí)根據(jù)形勢(shì)變化及時(shí)預(yù)調(diào)微調(diào)。當(dāng)然,如果經(jīng)濟(jì)運(yùn)行出現(xiàn)超出預(yù)期的變化,也將采取更加有力的應(yīng)對(duì)舉措。但我們不會(huì)實(shí)施“大水漫灌”式強(qiáng)刺激政策,不會(huì)走鋪攤子、粗放增長的老路,不會(huì)采取為維持短期增長而損害長期發(fā)展的做法。我們將堅(jiān)定不移以供給側(cè)結(jié)構(gòu)性改革為主線,依靠改革開放創(chuàng)新,激發(fā)市場(chǎng)主體活力,增強(qiáng)內(nèi)生發(fā)展動(dòng)力,頂住下行壓力,保持經(jīng)濟(jì)運(yùn)行在合理區(qū)間。觀察中國經(jīng)濟(jì)、判斷宏觀政策取向,要把時(shí)間軸拉長了看,重在看全年、看整體、看趨勢(shì)。
We will keep to the current macro policy orientations to create conditions for a steady economic performance. Let me stress that given the visible increase of uncertainties and destabilizing factors as well as externally-generated risks, difficulties and challenges may still lie ahead, and there could be fluctuations of growth between months or quarters. Nevertheless, we will carry on with our policies as long as the major economic indicators are kept within the appropriate range for the whole year. At the same time, we will conduct anticipatory adjustments and fine-tuning in light of the changing situation. That said, if the economy sees unexpected changes, we will take vigorous measures in response. Yet, under any circumstances, we will not resort to massive stimulus measures, or return to the old approach of expansion in scale and inefficient growth; nor will we seek short-term growth at the expense of long-term development. Instead, we will continue to focus on the supply-side structural reform, stay committed to reform, opening-up and innovation to energize market entities, and boost internally driven growth in order to counter the downward pressure and keep the economic performance within a proper range. To observe the Chinese economy and its macro policy direction, the important thing is to take a longer-term view that covers the whole year and to focus on the overall picture and underlying trends.


我們將強(qiáng)化政策落實(shí),對(duì)所承諾的更大規(guī)模減稅降費(fèi)等措施一定要兌現(xiàn)。減稅降費(fèi)是公平普惠、直接有效的改革舉措,是今年激發(fā)市場(chǎng)主體活力、應(yīng)對(duì)經(jīng)濟(jì)下行壓力的重要舉措。今年減稅和降低社保繳費(fèi)措施,可減輕企業(yè)負(fù)擔(dān)近2萬億元。這對(duì)企業(yè)是重大的利好,但對(duì)政府是巨大的壓力。在財(cái)政赤字率沒有明顯提高的情況下,能不能讓企業(yè)不折不扣得到實(shí)惠,取決于財(cái)政收支結(jié)構(gòu)調(diào)整力度。我們要求各級(jí)政府自身必須過緊日子,執(zhí)守簡樸、力戒浮華,大幅壓減一般性支出,盤活存量資產(chǎn)和資金,增加的收入和壓減的支出主要用于支持減稅降費(fèi),以此換取企業(yè)效益的提升和市場(chǎng)活力的增強(qiáng),走出一條開源節(jié)用、惠企裕民的新路子。
We will make greater efforts to ensure full delivery of our policies and make good on the promises of larger tax and fee cuts. Tax and fee cuts are an equitable and effective reform initiative that delivers direct benefits to all. It is a key step we have taken this year to stimulate market entities and counter the downward pressure on the economy. The cuts in taxes and social insurance contributions can reduce the burden on enterprises by nearly two trillion yuan this year. While presenting a huge boon for the business sector, these cuts have put tremendous pressure on the government. Without a substantial increase in the deficit-to-GDP ratio, our ability to fully deliver these benefits will depend on whether the structure of government revenue and expenditure can be effectively readjusted. That is why we require governments at all levels to tighten their belts, practice frugality and reject extravagance. They must substantially cut general expenditure, and put idle assets and funds to better use. The revenue thus increased and funds saved will be channeled mainly toward supporting tax and fee cuts, which in turn will boost business efficiency and market vitality. With expanded revenue and reduced spending, this will be a new formula that benefits both our businesses and people.

A sound business environment enhances productivity and competitiveness. We will intensify proactive efforts to improve the business environment, shorten the negative list on market access and abolish items for government approval as much as possible. We will follow the principle of competitive neutrality and ensure impartial regulation to level the playing field for all market players. We will work hard to alleviate difficulties in accessing affordable financing to bring about meaningful improvement and substantial reduction in financing costs. We will strengthen the innovation ecosystem, increase our ability to provide scientific and technological support, transform and upgrade traditional industries, and promote the growth of emerging industries. We will build a bigger platform to encourage entrepreneurship and innovation and cultivate new growth drivers. Efforts will be made to address the most acute bottlenecks and resolve pressing difficulties confronting the daily lives of our people, and remove the institutional obstacles for private actors to provide services, especially community services. We will also endeavor to unlock the potential of consumption and improve the lives of our people, thus creating a healthy cycle of economic growth and rising living standards. Having a direct impact on market vitality and social creativity, these measures will be followed through to deliver both immediate and long-term benefits for the country’s overall development.
