應(yīng)十三屆全國(guó)人大二次會(huì)議新聞中心邀請(qǐng)，國(guó)務(wù)委員兼外交部長(zhǎng)王毅于2019年3月8日（星期五）上午10時(shí)至12時(shí)，在梅地亞中心新聞發(fā)布廳舉行記者會(huì)，就中國(guó)外交政策和對(duì)外關(guān)系回答中外記者提問。

王毅：各位記者朋友，大家上午好！很高興又在一年一度的兩會(huì)期間同大家見面。首先，我還是要再次向在場(chǎng)的女士和所有女同胞們致以節(jié)日的祝福。過去一年，面對(duì)紛繁復(fù)雜的國(guó)際形勢(shì)，中國(guó)外交在以習(xí)近平同志為核心的黨中央堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，保持定力，與時(shí)俱進(jìn)，又取得了新的重要成就。今天，我愿盡可能全面地介紹中國(guó)的外交政策，進(jìn)一步增進(jìn)中國(guó)與世界的相互了解?，F(xiàn)在，我愿回答大家的提問。

Wang Yi: Friends from the media, good morning. It’s my great pleasure to host this annual press conference again on the margins of the National People’s Congress Session. As always, let me begin by extending festive greetings to all women, including those in this room. Looking back at the past year, we in China’s diplomatic service, under the strong leadership of the Communist Party of China (CPC) Central Committee with Comrade Xi Jinping at its core, navigated the complex international currents, forged ahead with a clear sense of purpose, and made new and important strides. Today I will try to give you a full picture of China’s foreign policy and do my best to improve understanding between China and the rest of the world. Now I’d be happy to take your questions.

《人民日?qǐng)?bào)》記者：今年是新中國(guó)成立70周年。您認(rèn)為新中國(guó)外交70年來最重要的成就和經(jīng)驗(yàn)是什么？這在當(dāng)前形勢(shì)下有何重要意義？

People’s Daily: The year 2019 marks 70 years since the founding of the People’s Republic of China (PRC). What are the most important achievements and experience of China’s diplomacy in these seven decades? How do they inform what you’re doing today?

王毅：今年是新中國(guó)成立70周年。70年來，在中國(guó)共產(chǎn)黨堅(jiān)強(qiáng)正確領(lǐng)導(dǎo)下，中國(guó)人民團(tuán)結(jié)奮斗，砥礪前行，取得了舉世矚目的巨大成就；中國(guó)外交開拓進(jìn)取，攻堅(jiān)克難，走過了波瀾壯闊的歷史征程。正如習(xí)近平總書記指出，中國(guó)日益走近世界舞臺(tái)的中央。
Wang Yi: Indeed, 2019 marks 70 years since the founding of the PRC. Under the strong and correct leadership of the CPC, our people have forged ahead as one in the last 70 years and made great strides that have truly impressed the world. On the diplomatic front as well, we have broken new ground, overcome many difficulties and traveled an extraordinary journey. As General Secretary Xi Jinping has rightly stated, China is ever closer to the world’s center stage.

中國(guó)外交的輝煌成就，首先歸功于黨的領(lǐng)導(dǎo)。這是中國(guó)外交最根本的政治保障。70年來，中國(guó)共產(chǎn)黨與時(shí)俱進(jìn)，不斷豐富發(fā)展具有中國(guó)特色的外交理論體系，形成了一系列優(yōu)良傳統(tǒng)和鮮明特色。獨(dú)立自主是中國(guó)外交的基石，天下為公是中國(guó)外交的胸懷，公平正義是中國(guó)外交的堅(jiān)守，互利共贏是中國(guó)外交的追求，服務(wù)發(fā)展是中國(guó)外交的使命，外交為民是中國(guó)外交的宗旨。2018年，中央外事工作會(huì)議確立了習(xí)近平外交思想的指導(dǎo)地位，這是新中國(guó)外交理論建設(shè)具有劃時(shí)代意義的重大成果，為進(jìn)入新時(shí)代的中國(guó)外交提供了根本遵循，也為探索解決當(dāng)今世界各種復(fù)雜問題指明了方向。
Our diplomatic accomplishments are due, first and foremost, to the leadership of the Party, which is the fundamental political guarantee for China’s diplomacy. For seven decades, the Party has advanced with the times, developed a rich body of diplomatic theories with Chinese characteristics and established a fine tradition with distinctive features. They include: independence as a cornerstone of China’s foreign policy, concern for the common good of humanity, pursuit of equity and justice, commitment to win-win outcomes, the mission of facilitating domestic development, and dedication to serving the Chinese people. At last year’s Central Conference on Work Relating to Foreign Affairs, Xi Jinping Thought on Diplomacy was established as our guideline, an epoch-making milestone in the development of New China’s diplomatic theories. It sets the fundamental course for our diplomacy in the new era and points the way for navigating through the complex array of issues in today’s world.

當(dāng)今世界正處于百年未有之大變局。中國(guó)外交正站在新的歷史起點(diǎn)。我們將在以習(xí)近平同志為核心的黨中央領(lǐng)導(dǎo)下，全面貫徹落實(shí)習(xí)近平外交思想，不忘初心，牢記使命，堅(jiān)持和平發(fā)展道路，踐行合作共贏理念，維護(hù)現(xiàn)有國(guó)際體系，承擔(dān)更多國(guó)際責(zé)任，既為實(shí)現(xiàn)民族復(fù)興創(chuàng)造更為有利的外部條件，又為維護(hù)世界和平、促進(jìn)人類進(jìn)步作出新的更大貢獻(xiàn)。
The world is experiencing profound shifts unseen in a century. Chinese diplomacy has reached a new starting point. Led by the CPC Central Committee with Comrade Xi Jinping at its core, we will fully implement Xi Jinping Thought on diplomacy, uphold our founding principles and keep our mission firmly in mind. We will remain committed to the path of peaceful development, work for win-win outcomes, uphold the existing international system and shoulder more international responsibilities. We will both strive to create a better environment for China’s rejuvenation and make new and greater contributions to world peace and human progress.

韓聯(lián)社記者：朝美領(lǐng)導(dǎo)人第二次會(huì)晤未取得成果，半島局勢(shì)再次變得復(fù)雜難測(cè)。對(duì)于朝鮮半島無(wú)核化和建立半島和平機(jī)制，今年中方將發(fā)揮怎樣的作用？
Yonhap News Agency: The second DPRK-US summit did not produce any agreement, making the situation on the Korean Peninsula more complicated and unpredictable. What will China do this year to facilitate denuclearization and the establishment of a peace regime on the peninsula?

王毅：朝美領(lǐng)導(dǎo)人河內(nèi)會(huì)晤是政治解決半島核問題進(jìn)程中的重要一步。雙方能夠克服障礙，再次聚首，面對(duì)面坦誠(chéng)交換意見，這本身就是積極進(jìn)展，就值得充分肯定。國(guó)際社會(huì)應(yīng)當(dāng)鼓勵(lì)朝美雙方保持耐心，沿著推進(jìn)半島無(wú)核化、建立半島和平機(jī)制的正確方向繼續(xù)前行。只要對(duì)話不停，方向不變，半島無(wú)核化的目標(biāo)最終一定會(huì)得以實(shí)現(xiàn)。當(dāng)然，半島核問題延宕幾十年，各種矛盾錯(cuò)綜復(fù)雜，解決起來不可能一蹴而就。各方對(duì)此應(yīng)有理性預(yù)期，不應(yīng)從一開始就設(shè)置過高的門檻，也不應(yīng)單方面提出不切實(shí)際的要求。解決問題的關(guān)鍵是，各方都要跳出歷史的局限，打破互不信任的魔咒。解決問題的途徑是，共同制定出實(shí)現(xiàn)半島無(wú)核化和建立和平機(jī)制的總體路線圖，在此基礎(chǔ)上，按照分階段、同步走思路，明確每個(gè)階段相互聯(lián)系、相互促進(jìn)的具體措施，在各方同意的監(jiān)督機(jī)制下，由易到難，循序推進(jìn)。
Wang Yi: The Hanoi summit was an important step toward a political settlement of the nuclear issue on the Korean Peninsula. The fact that DPRK and US leaders overcame obstacles to meet again for a candid, face-to-face discussion itself represents a positive development that must be applauded. The international community should encourage both sides to have patience and keep moving toward the goal of denuclearizing the peninsula and establishing a peace regime. If the parties continue their dialogue and stay the course, the day will come when the denuclearization of the peninsula will become a reality. Of course, as the nuclear issue has dragged on for decades and complicated factors are at play, one cannot expect it to be solved overnight. All parties need to have reasonable expectations. One shouldn’t set the bar too high at the outset or make unilateral, unrealistic demands. The key to solving the issue lies in not being a prisoner of history and breaking the cycle of mistrust. As we see it, it would be useful to jointly work out a general roadmap for denuclearization and the establishment of a peace regime. Based on the roadmap and in a phased and synchronized fashion, we may identify specific, interlinked and mutually reinforcing steps, which will be taken in sequence, starting with the easier ones, and monitored in a way agreed to by the parties.

中國(guó)在朝鮮半島問題上始終堅(jiān)持無(wú)核化目標(biāo)，堅(jiān)持對(duì)話協(xié)商解決問題，堅(jiān)持維護(hù)半島和平穩(wěn)定，我們已經(jīng)為此努力了20多年，中國(guó)的作用不可替代。下一步，中方將與各方一道，朝著既定目標(biāo)繼續(xù)作出我們的貢獻(xiàn)。
China’s position on the issue has been consistent. We are committed to achieving the denuclearization of the peninsula, to solving the issue through dialogue and to maintaining peace and stability on the peninsula. We have been working for these goals for over 20 years and our role has been irreplaceable. China will, along with the other parties, continue to contribute to meeting these goals.

中阿衛(wèi)視記者：今年中方將舉辦第二屆“一帶一路”國(guó)際合作高峰論壇。您能否介紹有多少國(guó)家的領(lǐng)導(dǎo)人將出席？中方對(duì)本屆論壇有何期待？

China Arab TV: China will host the second Belt and Road Forum for International Cooperation this year. Can you give us an indication of how many foreign leaders are going to attend and what China hopes the forum will achieve?

王毅：在各方熱切期盼下，第二屆“一帶一路”國(guó)際合作高峰論壇將于4月下旬在北京舉辦。這是今年中國(guó)最重要的主場(chǎng)外交，也將是又一次全球矚目的國(guó)際盛會(huì)。屆時(shí)，習(xí)近平主席將出席高峰論壇開幕式并發(fā)表主旨演講，全程主持領(lǐng)導(dǎo)人圓桌峰會(huì)。此外，還將舉行高級(jí)別會(huì)議、分論壇和工商活動(dòng)等系列活動(dòng)。

Wang Yi: The much-anticipated second Belt and Road Forum for International Cooperation (BRF) will be held in Beijing in late April. It’s the most important diplomatic event China will host this year and an international gathering that will capture the world’s attention. President Xi will give a keynote address at the opening ceremony and chair a leaders’ roundtable. There will also be a high-level meeting, thematic forums and a CEO conference.

第二屆論壇有三個(gè)鮮明特點(diǎn)：一是規(guī)格更高，預(yù)定出席的外國(guó)國(guó)家元首和政府首腦人數(shù)將明顯超過首屆論壇。二是規(guī)模更大，屆時(shí)將有來自100多個(gè)國(guó)家的數(shù)千名各界代表與會(huì)。三是活動(dòng)更豐富，將舉辦12場(chǎng)推動(dòng)務(wù)實(shí)合作的分論壇，還將首次舉辦企業(yè)家大會(huì)，為工商界對(duì)接合作搭建平臺(tái)。

The second BRF has three things to watch for: First, the number of foreign heads of state and government expected to attend will be much larger than that of the first BRF. Second, it will be a much bigger gathering with thousands of delegates from over 100 countries. Third, there will be more side events including 12 thematic forums focusing on practical cooperation and, for the first time, a conference organized specifically for the business community.

本屆高峰論壇的主題是“共建‘一帶一路’，開創(chuàng)美好未來”，核心是推動(dòng)“一帶一路”合作實(shí)現(xiàn)高質(zhì)量發(fā)展。我們期待同各方深入交換意見，共商合作大計(jì)：
With the theme of “Belt and Road Cooperation: Shaping a Brighter Shared Future”, the second BRF aims to bring about high-quality cooperation under the Belt and Road Initiative (BRI). China looks forward to a full exchange of views on future cooperation plans.

我們將同各方就高質(zhì)量發(fā)展匯聚共識(shí)，堅(jiān)持共商共建共享的原則，倡導(dǎo)開放透明包容的理念，追求綠色環(huán)?？沙掷m(xù)的發(fā)展。

China will build consensus with the parties on high-quality development, follow the principle of consultation and cooperation for shared benefits, champion an open, transparent and inclusive approach to BRI cooperation, and strive for green and sustainable development.

我們將與各國(guó)進(jìn)一步對(duì)接發(fā)展戰(zhàn)略，打造新一批重點(diǎn)合作項(xiàng)目，推動(dòng)落實(shí)聯(lián)合國(guó)2030年可持續(xù)發(fā)展議程，在深化合作的過程中更加重視民生的改善。
China and the participating countries will seek greater complementarity between the BRI and their development strategies, agree on a line-up of key cooperation projects, promote the implementation of the UN 2030 Agenda for Sustainable Development and pay more attention to improving the lives of the ordinary people as we deepen our cooperation.

我們將以共贏理念為指引，以互聯(lián)互通為主線，以增添共同發(fā)展動(dòng)力為目標(biāo)，打造更緊密的伙伴關(guān)系。
China will act in the spirit of win-win, focus on improving physical connectivity, build a stronger momentum for common development and forge an even closer partnership.

我們將堅(jiān)持開放合作，支持經(jīng)濟(jì)全球化，維護(hù)多邊主義，攜手構(gòu)建開放型世界經(jīng)濟(jì)。
China will champion open and inclusive cooperation, support economic globalization, uphold multilateralism and work with all to make the world economy an open one.

正如習(xí)近平主席所說，“一帶一路”倡議源于中國(guó)，成果屬于世界。我們期待并相信，第二屆高峰論壇一定會(huì)圓滿成功，成為共建“一帶一路”進(jìn)程中一座新的里程碑。
As President Xi has said, the BRI originates in China, but its benefits are shared by the world. We have reason to hope and believe that the second BRF will be a great success and another milestone in BRI cooperation.

鳳凰衛(wèi)視記者：我們都很關(guān)心孟晚舟案。很多輿論都認(rèn)為在這件事情上，很明顯美國(guó)在對(duì)中國(guó)的高技術(shù)企業(yè)進(jìn)行政治打壓。您怎么看？
Phoenix Television: We’re following Ms. Meng Wanzhou’s case very closely. Many commentators say that Washington is clearly trying to take down a Chinese high-tech giant. What’s your take?

王毅：只要秉持客觀公正立場(chǎng)都不難看出，最近針對(duì)中國(guó)特定企業(yè)和個(gè)人的行為根本不是什么單純的司法案件，而是蓄意的政治打壓。對(duì)此，我們已經(jīng)并將繼續(xù)采取一切必要措施，堅(jiān)決維護(hù)中國(guó)企業(yè)和公民的正當(dāng)合法權(quán)益，這是中國(guó)政府義不容辭的職責(zé)。同時(shí)，我們也支持相關(guān)企業(yè)和個(gè)人拿起法律武器來維護(hù)自身權(quán)益，不當(dāng)“沉默的羔羊”。
Wang Yi: It’s quite obvious to any fair and unbiased person that the recent action against a particular Chinese company and individual is by no means a pure judicial case, but a deliberate political move to bring them down. China has and will continue to take all necessary measures to resolutely protect the legitimate and lawful interests of Chinese businesses and citizens. This is the bounden duty of the Chinese government. At the same time, we support the company and individual in question in seeking legal redress to protect their own interests and refusing to be victimized like “silent lambs”.

公道自在人心，正義終將到來。我們今天要維護(hù)的，不僅僅是一個(gè)企業(yè)的權(quán)益，而是一個(gè)國(guó)家、一個(gè)民族的正當(dāng)發(fā)展權(quán)利，更是世界上所有希望提高自身科技發(fā)展水平國(guó)家的應(yīng)有權(quán)利。我們希望各方都能夠遵守規(guī)則，摒棄偏見，共同為各國(guó)企業(yè)營(yíng)造一個(gè)公平競(jìng)爭(zhēng)的市場(chǎng)環(huán)境，共同為各國(guó)人士提供一個(gè)安全可靠的交往環(huán)境。
People can tell right and wrong, and justice will have its day. What we’re standing up for is not just the interests of a company, but also a country or a nation’s legitimate right to development – and, by extension, the basic right of all countries who wish to climb up the technology ladder. We hope all parties will follow rules, overcome prejudice, create a level playing field for the businesses of all countries, and provide a safe and reliable environment for the interactions of people of all nationalities.
